RESOLUTION NO. 2019-27 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS <br /> VERDES, CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR <br /> ELECTIVE OFFICE PERTAINING TO CANDIDATE STATEMENTS TO BE <br /> SUBMITTED TO THE VOTERS AT AN ELECTION TO BE HELD ON TUESDAY, <br /> NOVEMBER 5, 2019. <br /> WHEREAS, Pursuant to Elections Code § 13307, the governing body of any local <br /> agency shall adopt regulations pertaining to materials prepared by any candidate for a <br /> municipal election, including costs of the candidate statements; <br /> NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS <br /> VERDES, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND <br /> ORDER AS FOLLOWS: <br /> SECTION 1: GENERAL PROVISIONS. Pursuant Elections Code § 13307, each <br /> candidate for elective office to be voted for at an Election to be held in the City of Rancho <br /> Palos Verdes on November 5, 2019, may prepare a candidate statement on an <br /> appropriate form provided by the City Clerk. The statement may include the name, age, <br /> and occupation of the candidate and a brief description of no more than two hundred <br /> (200) words of the candidate's education and qualifications expressed by the candidate <br /> himself or herself. The statement shall not include party affiliation of the candidate, nor <br /> membership or activity in partisan political organizations. The statement shall be filed in <br /> typewritten form, in the manner required by law, and with the office of the City Clerk at <br /> the time the candidate's nomination papers are filed. The statement may be withdrawn, <br /> but not changed or altered, during the period for filing nomination papers and until 5:00 <br /> p.m. of the next working day after the close of the nomination period. <br /> SECTION 2: FOREIGN LANGUAGE POLICY. <br /> a. Pursuant to the Federal Voting Rights Act of 1965 (the "Voting Rights Act"), <br /> the City is required to translate candidates' statements into the following languages: <br /> Chinese, Hindi, Japanese, Korean, and Spanish. <br /> b. Pursuant to state law, the City Clerk shall, at the request of any candidate, <br /> provide a Spanish translation and printing of the candidate's statement in the English <br /> version of the voter information guide, at the expense of the candidate. <br /> c. The County will mail separate voter information guides and candidate <br /> statements in Chinese, Hindi, Japanese, Korean, and Spanish to only those voters who <br /> are on the county voter file as having requested a voter information guide in a particular <br /> language. The County will make the voter information guides and candidate statements <br /> in the required languages available at all polling places, on the County's website, and in <br /> the Election Official's office. <br /> SECTION 3: CANDIDATES' STATEMENTS AVAILABILITY. Pursuant to <br /> Elections Code § 13313, the City Clerk shall have all candidate statements made <br /> available for public examination in the City Clerk's office for a period of ten (10) calendar <br /> days immediately following the filing deadline for submission of those documents. <br />
