Resolution (page B-1) <br />BACKGROUND AND DISCUSSION <br />This Staff Report concerns a Proposed Consent Decree in the California River Watch v. <br />City of Rancho Palos Verdes matter. The purpose of this Staff Report is to provide you <br />with an overview of the proposed tentative settlement with California River Watch ("RW" <br />or "River Watch"). <br />River Watch is an environmental group based in Northern California. On October 7, <br />2017, RW served a notice of alleged violations on the City, and on August 1, 2017, RW <br />filed a Complaint alleging that discharges of sewage from the City's municipal separate <br />sewer system (MS4) occurred resulting in violations of the Clean Water Act (CWA), <br />Section 301(a), 33 USC § 1311(a). <br />01203.0029/409837.1 <br />1 <br />
