Rendering of Proposed Improvements (page A-1) <br />BACKGROUND AND DISCUSSION: <br />Hesse Park opened to the public in 1983 and, since that time, the 18 -acre Lower Hesse <br />Park section has remained mostly undeveloped. In 1999, Lower Hesse Park was <br />improved with a series of trails, a dirt parking lot and sand volleyball court. The lower <br />site was connected to the upper section of the park by a trail on the north side of the <br />property. <br />At the October 20, 2015, City Council meeting, a modified conceptual plan, supported <br />by the public, was approved. Subsequently, at the December 1, 2015, meeting, the City <br />Council approved submission of a grant application to the Los Angeles County Regional <br />1 <br />
