MEMORANDUM <br />TO: <br />FROM: <br />DAft: <br />SUBJECT: <br />a� Xiaor vece <br />.60 -az <br />-RANCHO ALOSVERDES <br />HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCADOPTE) <br />DIRECTOR OF FINANCE <br />SEPTEMBER 6, 1994 SEP 0 6 1994 <br />LEASE AGREEMENT WITH SOUTHERN CALIFORNIA EDI80/"_,tu41.,r.e_Qe__ <br />% <br />CITY CLERK <br />CITY COUNCIL <br />CITY OF RANCHO PALOS VERDES <br />RECOMMENDATION: <br />Authorize the Mayor to execute the attached building lease <br />agreement between the City and Southern California Edison. <br />BACKGROUND: <br />Southern California Edison (SCE) desires to install radio system <br />antenna facilities on the existing Air Touch Cellular antenna pole <br />at City Hall and to locate certain radio equipment in a small <br />closet in the City Hall building. The radio equipment will be used <br />primarily for the routine service of customers in Rancho Palos <br />Verdes as well as for emergency operations. <br />Three cellular telephone companies currently have antenna <br />facilities located on the telephone pole. Each of these companies <br />utilize the antennas as part of their cellular communications <br />network. Customer calls are transmitted using these facilities. <br />Two of the cellular companies pay approximately $22,000 annually <br />for their lease with the City. The third company pays <br />approximately $15,000 annually. <br />Whereas the cellular companies utilize the antenna facilities as an <br />integral part of delivering service to their customers, Southern <br />California Edison will use the facilities for internal company <br />communications only. Currently, SCE can experience a loss of <br />communications with its workers on the Catalina side of the <br />Peninsula as a result of numerous blackout areas. With the <br />addition of these new City Hall facilities, SCE has virtually <br />eliminated these blackout areas, resulting in greater safety and <br />reliability for its customers and employees. <br />Since SCE will be using the facilities for internal communications, <br />rather than in directly generating a profit to the company, staff <br />recommends a reduced annual lease rate of $5,400. <br />
