AN AGREEMENT AMENDING THE JOINT POWERS AGREEMENT FOR THE <br /> SOUTH BAY CORRIDOR STUDY, PHASE III (Implementation) <br /> This agreement, made and entered into this 18 day of <br /> December , 1990, by and among the South Bay Cities, a <br /> group <br /> p <br /> of cities consisting of Carson, El Segundo, Gardena, Hawthorne, <br /> Hermosa Beach, Inglewood, Lawndale, Lomita, Los Angeles, Man- <br /> ' hattan Beach, Palos Verdes Estates, Rancho Palos Verdes, Redondo <br /> Beach, Rolling Hills, Rolling Hills Estates, and Torrance, each <br /> ,of which is a municipal corporation, duly organized and existing <br /> under and by virtue of the laws of the State of California, all • <br /> of which collectively shall be hereinafter referred to as <br /> "CITIES" ; <br /> WITNESSET H: <br /> WHEREAS, the South Bay Cities formed a transportation study <br /> Ludy <br /> team (South Bay Corridor Study Steering Committee) to develop a <br /> comprehensive, cooperative transportation plan p n to serve the <br /> transportation needs of the South Bay area; and <br /> WHEREAS, Phase I of the studycomprehensively p rehens <br /> ively defined the <br /> transportation needs of the area, <br /> along with policy and guideline <br /> determination; and <br /> WHEREAS, Phase II developed and analyzedsolu- <br /> tions, <br /> alternative solu <br /> tions, costs/benefits, environmental and community impacts acts and <br /> constraints with respect to common transportation p rtation problems in the <br /> South Bay area, and established necessary data for a research <br /> base; and <br /> WHEREAS, Phase III provides for the development of implemen- <br /> tation <br /> :ap1emen- <br /> tation programs for recommendations contained in Phase II, <br /> recommends priorities of projects and develops means of financing <br /> for implementation; and <br />
