0 0 <br /> 04/24/14 <br /> MEMORANDUM OF UNDERSTANDING <br /> BETWEEN THE LOS ANGELES GATEWAY REGION INTEGRATED REGIONAL <br /> WATER MANAGEMENT JOINT POWERS AUTHORITY <br /> AND <br /> THE CITIES OF BELLFLOWER, LAKEWOOD, LONG BEACH, PARAMOUNT, <br /> RANCHO PALOS VERDES, ROLLING HILLS, ROLLING HILLS ESTATES, SIGNAL <br /> HILL, AND LOS ANGELES, ACTING BY AND THROUGH ITS BOARD OF HARBOR <br /> COMMISSIONERS, THE COUNTY OF LOS ANGELES, LOS ANGELES COUNTY <br /> FLOOD CONTROL DISTRICT, AND THE PORT OF LONG BEACH <br /> FOR ADMINISTRATION AND COST SHARING FOR THE PREPARATION AND <br /> IMPLEMENTATION OF A COORDINATED COMPLIANCE MONITORING AND <br /> REPORTING PLAN AS REQUIRED BY THE REGIONAL WATER QUALITY CONTROL <br /> BOARD, LOS ANGELES REGION FOR THE DOMINGUEZ CHANNEL AND LOS <br /> ANGELES AND LONG BEACH HARBORS WATERS TOXIC POLLUTANTS TOTAL <br /> MAXIMUM DAILY LOADS <br /> This Memorandum of Understanding ("MOU") is made and entered into as of <br /> May 1, 2014, by and between the Los Angeles Gateway Region Integrated Regional <br /> Water Management Joint Powers Authority ("GWMA"), a California Joint Powers <br /> Authority, and the Cities of Bellflower, Lakewood, Long Beach, Paramount, Rancho <br /> Palos Verdes, Rolling Hills, Rolling Hills Estates, Signal Hill, and Los Angeles, acting by <br /> and through its Board of Harbor Commissioners ("POLA"), the County of Los Angeles, <br /> the Los Angeles County Flood Control District ("LACFCD"), and separately the City of <br /> Long Beach Harbor Department, acting by and through its Board of Harbor <br /> Commissioners ( "Port of Long Beach"). <br /> RECITALS <br /> WHEREAS, the mission of the GWMA includes the equitable protection and <br /> management of water resources within its area; and <br /> WHEREAS, for the purposes of this MOU, the term "Permittees" shall mean the <br /> Cities of Bellflower, Lakewood, Long Beach, Paramount, Rancho Palos Verdes, Rolling <br /> Hills, Rolling Hills Estates, and Signal Hill, and the County of Los Angeles, the LACFCD, <br /> POLA, and the Port of Long Beach; and <br /> WHEREAS, the United States Environmental Protection Agency established the <br /> Total Maximum Daily Loads ("TMDL") for Toxic Pollutants on March 23, 2012, with the <br /> intent of protecting and improving water quality in the Dominguez Channel and the <br /> Greater Los Angeles and Long Beach Harbor Waters ("Harbor Toxic Pollutants TMDL"); <br /> and <br /> WHEREAS, the Harbor Toxic Pollutants TMDL regulates certain discharges from <br /> National Pollutant Discharge Elimination System ("NPDES") permit holders, requiring <br /> organization and cooperation among the Permittees; and <br /> Page 1 of 27 <br /> 12664/0001/1651427-8 <br />
