PALOS <br /> ` VERDES ESTATES AND ROLLING HILLS ESTATES, AND LOS ANGELES COUNTY CREATING A <br /> PALOS VERDES PENINSULA TRANSPORTATION AUTHORITY <br /> THIS AGREEMENT is executed as of /7 , 1985 , by <br /> and among the Cities of Rancho Palos Verdes, Palos Verdes Estates and Rolling <br /> Hills Estates, each of which is a municipal corporation of the State of <br /> California, and Los Angeles County, a political subdivision of the State of <br /> California. <br /> WITNESSETH: <br /> WHEREAS, the Cities of Palos Verdes Estates and Rolling Hills Estates <br /> heretofore formed a Joint Powers Authority ("Authority") pursuant to a Joint <br /> Powers Agreement ( "Agreement") to provide public transportation on the Palos <br /> Verdes Peninsula and desire to join the City of Rancho Palos Verdes and the <br /> County of Los Angeles thereto; and <br /> WHEREAS, said Agreement permits addition of new members; and <br /> WHEREAS, all said agencies wish to restate and reaffirm the existing <br /> Agreement as modified by the addition of the new parties; and <br /> WHEREAS, the parties to this Agreement have a mutual interest in <br /> providing public transportation to serve citizens of the member agencies; and <br /> WHEREAS; the Authority contemplates receiving Proposition A funds <br /> through the Los Angeles County Transportation Commission- and funds from all <br /> • other legally available sources to support public transportation programs <br /> provided under this Agreement; and <br /> WHEREAS, by this Agreement the parties hereto intend jointly to <br /> exercise their powers to accomplish common objectives. <br /> NOW, THEREFORE, the parties hereto for and in consideration of the <br /> mutual benefits, promises, and agreements set forth hereto do agree as follows: <br /> SECTION 1 . Purpose <br /> This Agreement is made pursuant to the provisions of Article 1 , <br /> Chapter 5, Division 7, Title 1 of the Government Code of the State of California <br /> (commencing with Section 6500 and hereinafter called "Act") relating. to the <br /> joint exercise of powers common to public agencies. Each of the public agencies <br /> mentioned above possess the power referred to in the recital hereof. The <br /> purpose of this Agreement is to study, implement, and provide a public <br /> transportation system within the territory over which the Authority has <br /> jurisdiction (see map attached hereto as Exhibit A). <br /> SECTION 2. Term <br /> This Agreement shall become effective as of the date hereof and shall <br /> continue in force and effect until terminated by the parties hereto. Any <br /> individual party may withdraw from this Agreement by giving thirty (30) days <br /> written notice to the Authority. <br /> SECTION 3. Powers <br /> The Authority shall have the powers common to the public agencies as <br /> set forth in Section 1 of this Agreement, to wit: acquiring such information as <br /> may be necessary and required for the installation of transportation facilities <br /> and the acquisition of transportation equipment to serve the transit needs of <br /> the citizens residing in the cities and the county which are members of this <br /> Agreement, the implementation and the operation of transportation services, <br /> including the letting of contracts to implement the transportation plan or the <br /> operation thereof. The• Authority is hereby authorized, in its own name, to do <br /> all acts necessary for the exercise of such common power for such purposes, <br /> including but not limited to any of the following: to make and enter into <br /> JPA BETWEEN RPV, PVE, RHE, AND- <br /> COUNTY OF LOS ANGELES CREATING <br /> PV PENINSULA TRANSPORTATION AUTHORITY -1- JAN 2 - 1986 <br /> CITY OF <br /> 1;ANCHO PALOS VERDES <br />
