RECOMMENDED COUNCIL ACTION: 1) Review the proposed Community Resilience Center (CRC) Survey prepared by the Southern California Regional Energy Network (SoCalREN) in partnership with the City of Rancho Palos Verdes, and if deemed acceptable, authorize publishing the survey to the public pursuant to City Council Policy No. 2. FISCAL IMPACT: The survey and associated outreach materials are provided by SoCalREN at no cost to the City. Distribution through City platforms utilizes existing staff resources that are accounted for in the Fiscal Year 2026-27 Adopted Budget under Salaries and Benefits as routine operations. No additional budget appropriation is required. City Council Policy No. 2 (page C-1) BACKGROUND: SoCalREN administers the Energy Resilience Action Plan (ERAP) Program, a ratepayer- funded initiative under the auspices of the California Public Utilities Commission (CPUC) 1 and administered by the County of Los Angeles. The ERAP program’s mission is to empower public agencies with an actionable roadmap for building energy resilience in their communities, facility by facility. As part of the ERAP program, SoCalREN conducted a Resilience Hub Opportunity Assessment (RHOA) for the City on June 4, 2026. The RHOA evaluated six City -owned facilities against resilience indicators including facility size, electric grid outage history, pollution burden, Heat Health Action Index (HHAI), Healthy Places Index (HPI), and walkability. Based on the RHOA, the following four out of the six facilities were identified as potential priority sites for energy audits and potential designation as a Community Resilience Center (CRC) or a critical infrastructure resilience site: • Ladera Linda Community Center • Fred Hesse Jr. Community Center • Point Vicente Interpretive Center (PVIC) • City Hall (Admin/Public Works Building) A CRC is a community-serving facility aimed to support residents and coordinate resource distribution and services before, during, or after a disruption of service, such as a cooling or warming center during extreme weather events or a power outage. Potential features of a CRC may include, but are not limited to, having backup power; solar panels; EV charging infrastructure; free Wi-Fi; cooling and heating; emergency food, water and supplies;, and refrigeration for medical supplies or formula. As part of the ERAP program’s next phase, SoCalREN has developed community outreach materials, including a print and online CRC Feedback Survey (Survey)(Attachment A) and an informational flyer (Attachment B), to gather public input on which existing City facility residents would prefer to see designated as a CRC, and what services they would like offered there. DISCUSSION: The City Council is being asked to review and approve the proposed CRC Survey for distribution to the public and promotion on social media platforms. The Survey was developed by SoCalREN and is intended to be conducted under both SoCalREN’s and the City’s branding. Because the Survey may be promoted through City platforms and contains the City logo, City Council approval is requested pursuant to City Council Policy No. 2 (Attachment C), which requires that all questionnaires and/or surveys to be sent by the City to the general public or special groups to be authorized by the City Council at a public meeting. It is important to note that this Survey pertains exclusively to the City’s existing facilities. No new construction is proposed or contemplated as part of this effort. 2 Survey Questions The draft Survey (Attachment A) includes the seven questions designed to gather community input on the following: • Which existing City facility the respondent would prefer to serve as the CRC (listing the four candidate facilities by name and address) • How the respondent would travel to the CRC during an emergency • Who the respondent would bring with them to the CRC • What services and resources would be most beneficial at the CRC • Which top three services would most motivate the respondent to visit the CRC during a climate event or emergency • What ongoing activities should be offered at the CRC to support community preparedness • How the respondent would prefer to be notified when the CRC is activated during an emergency The survey also includes an optional demographic section and an opt -in raffle entry to receive an Energy Efficiency Gift Basket (valued at $40), funded by SoCalREN, as an incentive for participation. Public Outreach Process SoCalREN will lead the distribution of the outreach materials and Survey. Distribution of survey material and publication on social media platforms will commence on July 13th and end on August 28th. To encourage broad participation, Staff plans to support promotion of the survey through the following City platforms, subject to Council approval: • City social media platforms (Facebook, Instagram, X, and Nextdoor) • City website at www.rpvca.gov • City community events (Summer 2026) • City Manager’s Weekly Report The South Bay Cities Council of Governments (SBCCOG) will additionally support outreach efforts through printed flyer distribution at community centers, City Hall, and events throughout the City. If approved, Staff and SoCalREN will coordinate to finalize the outreach materials and commence community engagement activities during the summer of 2026. SoCalREN will conduct facility energy audits at the four priority sites concurrently (June – August 2026) and will present an Initial Measures List of recommended energy resilience projects approximately two months following the completion of audits. CONCLUSION: Staff recommend that the City Council review and approve publishing the attached draft Community Resilience Center Survey pursuant to City Council Policy No. 2. 3 ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration: 1) Do not approve the proposed CRC Survey. 2) Approve the CRC Survey and authorize SoCalREN and SBCCOG to distribute materials independently, without City social media promotion, thereby not requiring City Council approval pursuant to Policy No. 2. 3) Provide direction to Staff regarding the CRC Survey, including modifications to specific questions or outreach channels. 4 TELL US WHAT YOU THINK! The City Manager shall be authorized, however, to approve any questionnaires and/or surveys for information to be sent to other public agencies.
