AGENDA TITLE:
Consider continuing the emergency justification for work and emergency contracting for
the Greater Portuguese Bend-Ancient Altamira Landslide Emergency Project.
RECOMMENDED COUNCIL ACTION:
(1) Reconfirm, by a four-fifths vote, there is a need to continue the work on the
Landslide Emergency Project declared by Council-adopted Resolution No. 2024-
20 on May 7, 2024, finding an emergency exists requiring immediate action in the
Greater Portuguese Bend-Ancient Altamira Landslide Complex (Landslide
Complex) to seek to mitigate the movement of the landslide;
(2) Direct the City Clerk to confirm the same in the minutes of this City Council
meeting, via Minute Order, reflecting this action; and,
(3) Award the following Professional Services Agreements (PSA) that are set to expire
on June 30, 2026 for a new one-year term:
a. Paul Hansen Engineering, LLC for landslide emergency stabilization
project management, construction management, construction inspection ,
cost estimating and related services in the not-to-exceed amount of
$765,000, for a one-year term;
b. LSA Associates, Inc. for landslide emergency stabilization environmental
compliance monitoring, reporting, permitting and related services in the not-
to-exceed amount of $351,000, for a one-year term;
c. Geologic Associates, Inc. for landslide emergency stabilization geological,
geotechnical engineering, design and related services in the not-to-exceed
amount of $225,000, for a one-year term;
d. Cotton, Shires and Associates, Inc. for landslide emergency stabilization
geological, geotechnical engineering, peer review and related services in
the not-to-exceed amount of $200,000, for a one-year term;
e. Michael R. McGee (dba McGee Surveying Consulting) for landslide
surveying and related services in the not-to-exceed amount of $277,500,
for a one-year term;
f. J&H Drilling Company, Inc. (dba M-R Drilling) for landslide emergency on-
call dewatering well drilling and related services in the not-to-exceed
amount of $1,200,000, for a one-year term, for which the completed value
of work under the PSA combined with other related on-call contracts will not
exceed the project budget;
g. Gregg Drilling, LLC for landslide emergency on-call dewatering well drilling
and related services in the not-to-exceed amount of $1,200,000, for a one-
year term, for which the completed value of work under the PSA combined
with other related on-call contracts will not exceed the project budget;

h. Yellow Jacket Drilling Services, LLC for landslide emergency on-call
dewatering well drilling and related services in the not-to-exceed amount of
$1,200,000, for a one-year term, for which the completed value of work
under the PSA combined with other related on-call contracts will not exceed
the project budget;
i. Clarke Contracting Corporation for emergency on-call landslide stabilization
construction services and related work in the not -to-exceed amount of
$1,500,000, for a one-year term, for which the completed value of work
under the PSA combined with other related on-call contracts will not exceed
the project budget;
j. Mike Bubalo Construction Co., Inc. for emergency on -call landslide
stabilization construction services and related work in the not -to-exceed
amount of $1,500,000, for a one-year term, for which the completed value
of work under the PSA combined with other related on-call contracts will not
exceed the project budget;
k. Pump Systems Unlimited, Inc. for deep dewatering well operations,
maintenance, dewatering optimizations and related work in the not-to-
exceed amount of $450,000, for a one-year term;
l. Aggreko, LLC for providing and maintaining generators to continue
powering the City’s Deep Dewatering Wells within the Landslide Complex
in the not-to-exceed amount of $378,000, for a one-year term;
m. Consultant Maintenance Agreement to Dion and Sons, Inc. for providing
fueling services for generators to continue powering the City’s Deep
Dewatering Wells within the Landslide Complex in the no-to-exceed amount
of $340,000, for a one-year term; and
n. Public Works Agreement to Hardy and Harper, Inc. for emergency
landslide roadway repair and related services in the not-to-exceed amount
of $2,000,000, for a one-year term;
(4) Award the following Public Works Agreements (Agreements) that are set to expire
on June 30, 2026 for a new one-year term:
a. Clarke Contracting Corporation for emergency on-call sewer repairs and
related work in the not-to-exceed amount of $1,500,000, for a one-year
term, for which the completed value of work under the Agreement combined
with other related on-call contracts will not exceed the project budget;
b. Mike Bubalo Construction Co., Inc. for emergency on-call sewer repairs and
related work in the not-to-exceed amount of $1,500,000, for a one-year
term, for which the completed value of work under the Agreement combined
with other related on-call contracts will not exceed the project budget;
c. W.A. Rasic Construction Company, Inc. for emergency on-call sewer
repairs and related work in the not-to-exceed amount of $1,500,000, for a
one-year term, for which the completed value of work under the Agreement
combined with other related on-call contracts will not exceed the project
budget;
(5) Award the following Contract Services Agreements (Agreements) that are set to
expire on June 30, 2026 for a new one-year term:
a. Power Bros. Machine, Inc. for on-call landslide emergency lift station pump
maintenance, repairs and related services for the Abalone Cove Sanitary
Sewer System in the not-to-exceed amount of $75,000 for a one-year term,

for which the completed value of work under the Agreement combined with
other related on-call contracts will not exceed the project budget;
b. Ferrelgas, L.P. (dba Ferrelgas) for generator fueling and gas storage tank
services for the Abalone Cove Sanitary Sewer System lift stations in the
not-to-exceed amount of $100,000, for a one-year term;
c. Genesis Electrical, Inc. for generator maintenance and repair services for
the Abalone Cove Sanitary Sewer System lift stations in the not-to-exceed
amount of $100,000, for a one-year term;
d. Ocean Blue Environmental Services, Inc. for on-call landslide emergency
spill response, on-call storm response, and related services in the not-to-
exceed amount of $1,400,000 for a one-year term, for which the completed
value of work under the Agreement combined with other related on-call
contracts will not exceed the project budget;
e. Performance Pipeline Technologies, Inc. for landslide emergency on-call
sanitary sewer and storm drain inspections in the not-to-exceed amount of
$100,000, for a one-year term, for which the completed value of work under
the Agreement combined with other related on-call contracts will not exceed
the project budget;
f. Pipe Tec, Inc. for landslide emergency on -call sanitary sewer and storm
drain inspections in the not-to-exceed amount of $100,000, for a one-year
term, for which the completed value of work under the Agreement combined
with other related on-call contracts will not exceed the project budget;
g. Monaco Mechanical, Inc. (dba All Area Services) for landslide emergency
on-call plumbing services in the not-to-exceed amount of $75,000, for a
one-year term, for which the completed value of work under the Agreement
combined with other related on-call contracts will not exceed the project
budget;
(6) Approve Amendment No. 1 to the Public Works Agreement with Williams Pipeline
Contractors, Inc. (Williams) for sanitary sewer repairs and related work, increasing
the not-to-exceed amount for the initial one-year term by $250,000 from
$750,000 to $1,000,000 while maintaining a 10% contingency, for which
the completed value of work under the amended Agreement will not exceed the
project budget; and,
(7) Authorize the Mayor to execute the above-listed PSAs, Agreements, and
Amendments in a form approved by the City Attorney.
FISCAL IMPACT: VR
Cost to Date:
The total estimated cost for the Greater Portuguese Bend–Ancient Altamira Landslide
Complex (Landslide Complex) from 2022 through June 30, 2026, is projected to reach
approximately $61.5 million (reduced from past reporting at $64.4 million). This cost is
funded through multiple sources, mainly funded from the CIP Fund, General Fund, Metro
Funds, ARPA, Supervisor Hahn’s Social Program Grant, Los Angeles County Sanitation
District No. 2, and Los Angeles Flood Control District.

FY 2025-26 Budget:
The FY 2025-26 City Council adopted budget for the City’s response to the Portuguese
Bend Landslide was $17.75 million in the CIP and $860,300 for property tax assessments
in the General Fund, as detailed in the tables on the following page.
On September 16, 2025, the City Council approved a revised budget based on a current
assessment of field conditions and a reassessment of the proposed winterization projects.
The total budget was revised to $16.4 million, a decrease of $2.16 million.
On December 16, 2025, the City Council approved Staff’s proposed carryover of unspent
funds in the amount of $1.45 million from FY 2024 -25 for the emergency stabilization
measures that were not completed by June 30, 2026. Based on these changes, FY 2025-
26 Revised Budget is now approximately $17.9 million. The breakdown for each fund is
shown below:

BACKGROUND:
On October 3, 2023, the City Council adopted Resolution No. 2023-47, declaring a state
of local emergency relating to the land movement in the Landslide Complex and providing
the City Manager authorization to approve matters related to the emergency for
ratification by the City Council. The state of emergency, as well as the continuation of
associated emergency contracting has been timely renewed and is current.
Pursuant to Public Contract Code § 22050, the City Manager and Director of Public Works
must report to the City Council at its regular meeting the reasons justifying why the
emergency continues to exist and why action outside of the normal bidding process is
necessary to respond to the emergency. Furthermore, Public Contract Code § 22050
states that the City Council shall, at every regularly scheduled meeting, consider and
reaffirm, by a four-fifths vote, that there is a need to continue to remediate the emergency
until the authorized emergency repairs have been completed. Accordingly, because the
work has not yet been completed, this item is on tonight’s agenda. This item will be placed
on each subsequent agenda until all aspects of the project are completed.
The City Council most recently approved continuing the emergency justification for work
and emergency contracting for the Greater Portuguese Bend-Ancient Altamira Landslide
Emergency Project on June 2, 2026 (Attachment A) and is therefore due to reaffirm the
need to continue to remediate the emergency at this evening’s meeting under a separate
agenda item.

DISCUSSION:
Re-affirm Need to Continue Emergency Work
To support the need for continued emergency contracting authority, the current status of
the Deep Dewatering Wells (DDWs) and winterization programs is provided.
Since the start of the DDW program in September 2024, approximately 510 million
gallons, or 1,563 acre-feet of water have been extracted. Eight of the nine DDWs operated
and maintained by the City are currently in service. DDW-5 has been redrilled and is back
online. DDW-1 has also just finished redrilling and will be back online shortly.

Status of 2025-2026 Rainy Season Winterization
Winterization work for the 2025-2026 rainy season to minimize runoff from recharging the
ground water table at the most vulnerable points, as approved by the City Council on
September 16, 2025 (Attachment B), is substantially complete as of mid-February 2026.
FY 2026-27 CIP - Landslide Emergency Projects
The proposed budget for FY 2026-27, which is a separate agenda item this evening,
includes funding for three capital improvement projects for providing continued landslide
emergency stabilization measures and repairs to infrastructure within the Landslide
Complex. These projects are summarized below as follows:

Project 8202 – Abalone Cove Sanitary Sewer Repair Program:
This project is intended to repair the City-owned Abalone Cove Sanitary Sewer System
to sustain continued reliable service as land movement within the area continues to
significantly affect the operation of the system. The anticipated work includes repairing
existing sections of force main and gravity sewer lines and relocating portions of sewer
force mains above ground to provide direct monitoring and reduce further damage caused
by land movement. The estimated cost of the project for FY 202 6-27 is $1,750,000 and
is primarily based on the approximate cost of repairs made to the sanitary sewer system
in FY 2025-26.
Project 8302 – Palos Verdes Drive South Landslide Repair Program:
This project is intended to repair Palos Verdes Drive South (PVDS) and other public
roadways within the Landslide Complex. The anticipated work includes repairing the
asphalt roadway, drainage infrastructure, curbs, gutters, traffic signs and pavement
markings. The estimated cost of the project for FY 2026-27 is $2,655,000 and is primarily
based on the approximate cost of repairs made to the system in FY 202 5-26, including
storm response and minor drainage improvements to reduce the frequency of road
closures during storm events.
Project 8307 – Portuguese Bend Landslide Remediation – Emergency Stabilization
Measures:
This project is intended to continue the emergency stabilization measures that beg an in
late FY 2023-24. Following the installation of 11 DDWs (9 of which remain in operation)
and winterization measures in several areas in the Landslide Complex, the project scope
includes operating and maintaining the existing DDWs, maintaining certain existing
winterization measures, performing winterization measures for the 2026 -2027 rainy
season, fissure filling, continuing land movement surveying, and related work. The
approved FY 2026-27 budget for this project is $5,700,000. A breakdown of the projected
project costs was provided as part of the May 18, 2026 City Council Budget Workshop
Staff Report (Attachment C) and is included in the final FY 2026-27 Budget presented for
adoption consideration this evening under a separate agenda item .
Proposed Landslide Emergency Contracting Services for FY 202 6-27
To carry out the work described in the above projects, dependent upon the City Council’s
adoption of the FY 2026-27 Budget this evening; many contract services will be needed.
Accordingly, Staff have prepared new PSAs and Agreements (contracts) with multiple
vendors for the landslide emergency stabilization services for FY 202 6-27. As the City
nears the second year of landslide emergency contracting, Staff have more information
to anticipate the scope and schedule of work over the next fiscal year. As a result, Staff
are refining the City’s emergency response to include a consolidated emergency
contracting program reflective of staff’s experience over the last two years. In late March,
Staff solicited requests for proposals for the majority of the landslide emergency contract
services, which resulted in a higher level of competition during the solicitation phase, and

an increased pool of available on-call emergency contractors as reflected in the attached
summary of the procurement process (Attachment AA). Additionally, Staff were able to
consolidate some contracts to reduce the amount of staff resources required to administer
them. A summary of the PSAs and Agreements needed for the emergency landslide
stabilization scope of services is presented in Table 2 below:

As noted in the Fiscal Impact section of this report, the combined not-to-exceed amounts
for the proposed on-call PSAs and Agreements in Table 2 appear to exceed the total
amount budgeted for landslide emergency stabilization measures and Abalone Cove
Sanitary Sewer System repairs. However, not all PSAs and Agreements will be used to
their full value and in no case will the total expenditure across all agreements/contracts
exceed the City Council approved budget per project. Additionally, the City Council may
reduce budgets and the total expenditure will not exceed the reduced City Council
approved budget. Finally, the City may cancel any agreement with due notice.
The use of on-call agreements is an extremely valuable tool for staff to be able to carry
out work most efficiently, because Staff can select from multiple vendors based on the
best fit for specialty, cost, and/or availability - without the significant time and cost that
would be incurred in taking individual PSAs and Agreements assignments to the City
Council for approval every time.
The above-listed firms have submitted proposals demonstrating their qualifications,
similar experience, and capability to perform the scope of services specified in their
respective PSAs and Agreements. As noted in Table 2, the majority of firms were selected
using a competitive procurement process further detailed as part of Attachment AA. Some
Vendors were not competitively procured either due to the Vendors’ specific technical
knowledge of the Landslide Complex, or the limited staffing resources available to solicit
for and evaluate proposals for the services; however, the proposed agreements
associated with these Vendors were negotiated by referencing the current FY 2025-26
landslide emergency contracts as a basis, and further validated through independent cost
estimating.
All above-listed PSAs and Agreements are proposed to be in effect for a one -year term,
with the option to extend the term by an additional year , for which Staff would return to
the City Council before the end of FY2026-27 to request approval via amendments to the
Agreements.
Amendment to the Public Works Agreement (PWA) with Williams Pipeline Contractors,
Inc. (Williams)
On July 1, 2025, the City Council awarded agreements to multiple vendors for various
landslide emergency stabilization services for FY 2025-26 (Attachment BB). To increase
the pool of available on-call contractors to respond to sewer emergencies within the
Landslide Complex, a PWA was later awarded to Williams for on-call sanitary sewer
repairs on March 17, 2026 (Attachment CC). The PWA with Williams has since been used
to perform multiple repairs to the Abalone Cove Sanitary Sewer System.
The PWA with Williams specifies a not-to-exceed (NTE) amount of $750,000 to cover the
above-described scope of work and is one of two currently active PWAs with qualified
contractors. The PWA’s NTE amount was estimated based on the maximum amount of
work the firm was expected to be awarded over the remainder of FY 2025-26 from the
date the PWA with Williams was awarded. However, through Staff’s use of a competitive

bidding process to award work to the list of available on-call sanitary sewer repair
Contractors, Williams has been awarded more work than originally anticipated.
At this time, Williams’s authorized sanitary sewer repair work through May 2026
is anticipated to total $500,000. Based on recent inspections of the Abalone
Cove Sanitary Sewer System, Staff have identified the need to perform additional sewer
repairs in multiple areas before June 30, 2026 to avoid the risk of sewer spills and
disconnecting sewer service from certain homes. The preliminary estimate of performing
these repairs through the PWA with Williams (through the competitive bidding process
described above) is approximately $400,000. This would bring the total Williams’ work to
approximately $900,000, which exceeds the NTE amount of the current contract. Based
on the above, as well as additional anticipated landslide emergency work with Williams
through the end of FY2025-26, Staff recommend that the NTE amount of the PWA with
Williams be increased to $1,000,000 (NTE the approved overall budget with all vendors).
As supported by the July 1, 2025 staff report (Attachment BB), all active on-call contracts
for emergency landslide work are only utilized to the extent that is needed. As such, none
of these contracts guarantee the authorization of any work by the City. To ensure that
contract pricing is fair and reasonable, the City uses independent third-party estimates
to validate contract costs.
This proposed PWA amendment (Attachment DD) with Williams does not increase the
budget for landslide emergency stabilization work and only ensures an
available contracting mechanism to issue work to this particular pre-qualified vendor
under agreed-upon terms and rates. Therefore, no additional budget is being
requested. The proposed amendment is not being extended into FY2026-27 at this time.
However, staff anticipate returning to city council at a later date to recommend awarding
additional agreements to increase the pool of available qualified on-call contractors to
perform emergency pipeline repairs within the Landslide Complex.
ADDITIONAL INFORMATION:
As June 30, 2026 is the end of FY 2025-26, Staff will soon be receiving and reviewing
final FY 2025-26 invoices for landslide emergency stabilization work. Once final invoices
are paid, Staff will report the total actual costs of FY 2025-26 landslide emergency
stabilization work to the City Council, which is expected to occur in August 202 6, as part
of the emergency contracting standing report. The City Council may also be asked to
ratify any outstanding PSAs and Agreements (contracts).
The PSAs and Agreements presented in this report include the vast majority of contracted
services; however, there may be a need for additional contracted services that will be
brought to the City Council at a future date or executed under the City Manager’s authority
(less than $25,000). Any additional PSAs and Agreements will be within the City Council
approved total budget, inclusive of the agreements/contracts recommended in this report.
This evening, under a separate Regular Business agenda item, the City Council will be
receiving an update on Landslide Complex conditions and activities. The City Council will
be asked to consider, among other things, extending the local emergency declarat ion,

de-energization emergency declaration, and one - or two-wheeled vehicle prohibition on
Palos Verdes Drive South in the landslide area for an additional 60 days.
CONCLUSION:
The effects of the ongoing land movement continue to be felt in the Greater Portuguese
Bend-Ancient Altamira Landslide Complex. Staff recommends (1) reconfirming that there
is a need to continue to remediate the emergency identified by City Council -adopted
Resolution No. 2024-20 (originally by Resolution No. 2023-47), (2) reconfirming, by a
four-fifths vote, the need for continuing the work on the Portuguese Bend Landslide
Emergency Project, (3) awarding the above -listed PSAs and Agreements (contracts) to
continue the work in FY 2026-27, and (4) awarding a PWA amendment to Williams to
continue their sanitary sewer repair services through FY 2025-26 and maintain multiple
on-call contracts for these services within approved budget.
ALTERNATIVES:
In addition to Staff recommendation the following alternative actions are available for the
City Council’s consideration:
1. Do not award a PSA or Agreement (contract) to one or more companies and direct
staff to re-solicit proposals. This may result in stopping or disrupting timely repairs
to the Abalone Cove Sanitary Sewer, Palos Verdes Drive South, and/or
maintenance of DDWs and winterization.
2. Reduce the number, or not-to-exceed amounts, of on-call PSAs and Agreements.
This may reduce Staff’s ability to engage with vendors in a timely manner and
could disrupt timely repairs to the Abalone Cove Sanitary Sewer, Palos Verdes
Drive South, and/or maintenance of DDWs and winterization.
3. Do not approve an amendment to Williams PWA. This would result in having less
available on-call sanitary sewer repair contractors to provide emergency response,
and less competition when soliciting work for cost proposals.
4. Take other action or provide direction, as deemed appropriate.
