CC SR 20260602 D - Payments to Joanne Bradford over $25,000 CITY COUNCIL MEETING DATE: 06/02/2026 AGENDA REPORT AGENDA HEADING: Consent Calendar AGENDA TITLE: Consider Amendment No. 1 to an Agreement for Class Instruction with Joanne Bradford for Recreation and Parks programming RECOMMENDED COUNCIL ACTION: (1) Approve Amendment No. 1 to an Agreement for Class Instruction with Joanne Bradford setting the final compensation amount of $26,795; and, (2) Authorize the Mayor and City Clerk to execute Amendment No. 1 to the FY 2025- 26 Agreement for Class Instruction by Joanne Bradford in a form approved by the City Attorney. FISCAL IMPACT: Per the Amendment, the City receives 30% of all fees collected for Ms. Bradford’s classes and remits 70% of the fees to Ms. Bradford. In FY 2025-26, the City will remit $26,795 to Ms. Bradford which exceeds the signing authority of the City Manager thereby warrant ing City Council approval. There is no additional fiscal impact to the City’s General Fund. Agreement for Class Instruction with Joanne Bradford (Linked) 1 BACKGROUND: The City Manager previously approved into a one-year service agreement for Class Instruction (“Agreement”) with Joanne Bradford for children's music classes in FY 2025- 26 (Attachment B). The Agreement calls for the City to collect all class fees and then pay Joanne Bradford 70% of the gross receipts at the conclusion of each class. The City keeps the remaining 30% of the gross receipts. From July 2025 through May 2026, fees paid to the City for classes instructed by Joanne Bradford totaled $38,273. Joanne Bradford will be paid 70% of this total, which is $26,795 The City will not collect any additional class fees for classes instructed by Joanne Bradford for FY 2025-26. The estimated total payment to Joanne Bradford for FY 2025-26 would therefore be a maximum of $26,795 DISCUSSION: Rancho Palos Verdes Municipal Code § 2.44.050(C) requires the City Council’s approval for services, purchases of supplies, or small equipment of over $25,000 per vendor. Since payment to Joanne Bradford in FY 2025-26 is anticipated to exceed $25,000, City Council approval is required for the amendment to the City Manager’s originally approved Class Instruction Agreement. Staff seek City Council approval to Amendment No. 1 authorizing payment in an amount not to exceed $26,795 through June 30, 2026. The payment to Joanne Bradford will be covered by the fees collected and will have no impact to the City’s General Fund. ADDITIONAL INFORMATION: The Agreement is set to expire on June 30, 2026. In order to continue class instruction, a new Class Instruction Agreement for FY 2026-27 was considered and approved with a separate item to approve professional service agreements, amendments and purchase orders which exceed $25,000 for Fiscal Year 2026-27 at the May 19, 2026 City Council Meeting. CONCLUSION: Staff recommend approving Amendment No. 1 to the Agreement for Class Instruction and payment to Joanne Bradford for an amount not to exceed $26,795 for FY 2025-26. ALTERNATIVE: In addition to Staff’s recommendations, the following alternative actions are available for the City Council’s consideration: 1. Do not approve the proposed Amendment. 2.
