All Statutory References are to California Government Code Sections. Please be advised that, pursuant to the Ralph M. Brown Act, “a
person may not disclose confidential information that has been acquired by being present in a Closed Session . . . to a person not
entitled to receive it, unless the legislative body authorizes disclosure of that confidential information.” (Gov. Code § 54963(a).)
“[C]onfidential information’ means a communication made in a Closed Session that is specifically related to the basis for the legislative
body of a local agency to meet[] lawfully in Closed Session . . . .” (Gov. Code § 54963(a).) Please be further advised that any
“[v]iolation of [Government Code § 54963] may be addressed by the use of such remedies as are currently available by law, including,
but not limited to: (1) injunctive relief to prevent the disclosure of confidential information prohibited by this section; (2) disciplinary
action against an [public or city official] who has willfully disclosed confidential information in violation of this section; (3) referral of a
member of a legislative body who has willfully disclosed confidential information in violation of this section to a grand jury.” (Gov.
Code § 54963(c).) Additionally, per Subsection (b) (Confidentiality) of Section 3.6 (Closed Session Meetings) of Chapter 3 (Types of
Meetings) of the City Council Rules of Procedure is amended to read as follows: Confidentiality. No person attending a closed session
shall publicly discuss or otherwise reveal the discussion, content, and/or proceedings of the closed session unless such disc losure
has been approved by the vote of the Council taken during the closed session or as ot herwise required by law. Violation of this rule
may subject the violator to various penalties including (i) censure by the Council as provided in Article 9.0 herein, (ii) criminal penalties
as the willful failure to perform a duty under Government Code Section 1222, or other statute, (iii) referral to the grand jury, or (iv) civil
actions, including issuance of an injunction.

G. Consider the City’s Investment Policy for Fiscal Year (FY) 2026-27. (Moya)
Recommendation: 1) Review Staff recommended revisions to the City’s FY 2026-27
Investment Policy, as approved by the Finance Advisory Committee (FAC); and, 2) If
deemed acceptable, approve the FY 2026-27 Investment Policy applicable to the City
of Rancho Palos Verdes, Rancho Palos Verdes Successor Agency to the
Redevelopment Agency, and Rancho Palos Verdes Improvement Authority.
H. Consider Amendment No.1 to the Professional Service Agreements (PSA) for
appraisal services related to the Greater Portuguese Bend Landslide Voluntary
Property Buyout Program (VPB Program). (Garrett)
Recommendation: 1) Ratify the City Manager’s approval of the urgency change
order to the PSA with The Property Sciences Group for the initial Round No. 2
appraisals in the amount of $11,600; 2) Approve Amendment No.1 to the PSA with
Integra Reality Resources for appraisal services thereby extending the term through
March 18, 2028 and increasing the contract amount by $29,000 for a total contract
sum of $63,800 with a not-to-exceed cost of $2,900 per appraisal; 3) Approve
Amendment No.1 to the PSA with The Property Science s Group for appraisal services
thereby extending the term through March 18, 2028 and increasing the contract
amount by $29,000, inclusive of the urgency change order amount of $11,600, for a
total contract sum of $63,800 with a not-to-exceed cost of $2,900 per appraisal; and,
4) Authorize the Mayor and City Clerk to execute both Amendments, in forms
approved by the City Attorney.
I. Consider the distribution of a Community Resilience Center Survey developed by the
Southern California Regional Energy Network (SoCalREN). (Rodriquez)
Recommendation: Review the proposed Community Resilience Center (CRC)
Survey prepared by the Southern California Regional Energy Network (SoCalREN) in
partnership with the City of Rancho Palos Verdes, and if deemed acceptable,
authorize publishing the survey to the public pursuant to City Council Policy No. 2.
J. Consider awarding a Professional Services Agreement to Michael Baker International,
Inc. for Community Development Block Grant administrative, labor compliance, and
support services. (Ascencio)
Recommendation: 1) Award a Professional Services Agreement (PSA) to Michael
Baker International, Inc. (Michael Baker) for Community Development Block Grant
(CDBG) administrative, labor compliance, and support services for the City’s CDBG
ADA Infrastructure Improvements Projects (Capital Improvement Project 8861) as
follows: a. Not-to-exceed amount of $60,000 per fiscal year (FY) starting with FY
2026-27; b. Cumulative annual consumer price index (CPI) increases for FY 2027 -28
through 2028-29; c. 15% contingency; d. Optional three-year extension through FY
2031-32; and, 2) Authorize the Mayor to execute the PSA in a form approved by the
City Attorney.
K. Consider authorizing publishing a General Plan Conservation and Open Space
Element Survey per City Council Policy No. 2. (Bobbett)
Recommendation: 1) Receive and file a report on the City’s community engagement
process on the update to the General Plan’s Conservation and Open Space Element;
and, 2) Review, and if deemed acceptable, authorize Staff to publish the General Plan

City Council Policy No. 2.
L. Consider awarding a Professional Services Agreement to Geo-Logic Associates, Inc.
for professional engineering and design services for the Deep Dewatering Well
Permanent Power Project. (Vitkus)
Recommendation: 1) Award a Professional Services Agreement (PSA) to Geo-Logic
Associates, Inc. (GLA) for engineering and design services for the Deep Dewatering
Well (DDWs 1-6) Permanent Power Project (Capital Improvement Project 8308) in the
amount of $208,000 with a 15% contingency of $31,200 for a total fee not-to-exceed
$239,200; and, 2) Authorize the Mayor to execute the PSA in a form approved by the
City Attorney
M. Consider continuing the emergency justification for work and emergency contracting
for the Greater Portuguese Bend-Ancient Altamira Landslide Emergency Project.

Recommendation: 1) Reconfirm, by a four-fifths vote, there is a need to continue the
work on the Landslide Emergency Project declared by Council-adopted Resolution
No. 2024-20 on May 7, 2024, finding an emergency exists requiring immediate action
in the Greater Portuguese Bend-Ancient Altamira Landslide Complex (Landslide
Complex) to seek to mitigate the movement of the landslide; 2) Direct the City Clerk to
confirm the same in the minutes of this City Council meeting, via Minute Order,
reflecting this action; 3) Award a Public Works Agreement to Williams Pipeline
Contractors, Inc. for on-call emergency repairs to the Abalone Cove Sanitary Sewer
System in the not-to-exceed amount of $1,500,000 with a 10% contingency of
$150,000 and a contract term expiration date of June 30, 2027;4) Authorize the Mayor
to execute the Agreement in a form approved by the City Attorney; and, 5) Ratify the
Consultant Maintenance Agreement with AAA Oil, Inc. for DDW Generating Fuling
Services in the not-to-exceed amount of $85,000 and a contract term of 90 calendar
days.

1. Consider entering a Memorandum of Understanding with the Palos Verdes Historical
Society for a future museum at the Ken Dyda Civic Center. (Waters) (30 mins)
Recommendation: 1) Receive and file the Civic Center Advisory Committee’s
recommendation that the City Council enter into a Memorandum of Understanding
(MOU) with the Palos Verdes Historical Society (PVHS) to repurpose one of the Nike
missile silos and the area above it at the Ken Dyda Civic Center for a potential future
historic museum; 2) Provide direction on desired components to be included in the
proposed MOU; and, 3) Direct Staff to work with Palos Verdes Historical Society and
the City Attorney to draft an MOU for the City Council’s consideration at a future
meeting.
2. Consider the 2026 Peafowl Census Report. (Peña) (15 mins)
Recommendation: 1) Receive and file the 2026 Peafowl Census Report; and, 2)
Direct staff to pause the Peafowl Trapping and Relocation Program for 2026.
3. Consider a status update on the process to establish a new third Geologic Hazard
Abatement District in the Greater Portuguese Bend Landslide Complex. (Vitkus) (30
mins)
Recommendation: 1) Receive and file a status update, including the estimated cost,
on forming a new third Geologic Hazard Abatement District (GHAD), referred to as the
Portuguese Bend Landslide Abatement District (PBLAD), not currently part of an
existing GHAD within the Greater Portuguese Bend Landslide Complex (Landslide
Complex); and, 2) Provide Staff direction on whether to: a. Stop working on forming a
new third GHAD referred to as the PBLAD; b. Continue with forming a new third
GHAD, referred to as the PBLAD, and return with a Professional Services Agreement
(PSA) to engage with a consultant to begin proceedings; or c. Pursue dissolving
ACLAD and KCLAD and forming one large global GHAD and return
with additional information on next steps.
4. Consider an Unmanned Aerial System (UAS) Drone Program for the Lomita Sheriff’s
Station. (Schmid) (15 mins)
Recommendation: 1) Approve participating in the proposed Unmanned Aerial
System (UAS) Drone Program to be implemented by the Lomita Sheriff’s Station and
the cost-share formula between the four cities for the first operating year; and, 2)
Authorize the Mayor to sign the Memorandum of Understanding (MOU) between the
Cities of Rancho Palos Verdes, Lomita, Rolling Hills Estates, and Rolling Hills for the
procurement of UAS Drones for the Lomita Sheriff’s Station.

Conduct at the
Council Meeting:
Pursuant to GC 54957.95: (a)(1) In addition to authority exercised pursuant to Sections 54954.3 and
54957.9, the presiding member of the legislative body conducting a meeting or their designee may
remove, or cause the removal of, an individual for disrupting the meeting. (2) Prior to removing an
individual, the presiding member or their designee shall warn the individual that their behavior is disrupting
the meeting and that their failure to cease their behavior may result in their removal. The presiding
member or their designee may then remove the individual if they do not promptly cease their disruptive
behavior. This paragraph does not apply to any behavior described in subparagraph (B) of paragraph (1)
of subdivision (b)(1) means engaging in behavior during a meeting of a legislative body that actually
disrupts, disturbs, impedes, or renders infeasible the orderly conduct of the meeting and includes, but is
not limited to, one of the following: (A)A failure to comply with reasonable and lawful regulations adopted by
a legislative body pursuant to Section 54954.3 or any other law. (B) Engaging in behavior that constitutes
use of force or a true threat of force.(2) “True threat of force” means a threat that has sufficient indicia of
intent and seriousness, that a reasonable observer would perceive it to be an actual threat to use force by
the person making the threat.
Time Estimates: The time noted next to an agenda item is only an estimate of the amount of time that will be spent during
the meeting on that particular item. Accordingly, these estimates should not be relied on in determining
when a matter will be heard, especially since agenda items are often re-ordered during a meeting and
may be discussed at any time.

The City Council will adjourn its meetings on or before 11:00 p.m. and will not consider new business
items after 10:15 p.m., unless a majority of the Council members who are present affirmatively vote either
to extend the meeting after 11:00 p.m. or to consider new business after 10:15 p.m. If the meeting ends
before all items listed on the agenda are completed, any unfinished business will be continued to the next
succeeding day that is not a holiday, at a location to be determined.
