PC MINS 20260512 APPROVED 5/ 6/26 CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING MAY 12, 2026 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Nulman at 7:02 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Planning Commissioner shall be in accordance with Subdivisions (b)(1) as amended of Government Code Section 54953.4 (b)(1) .The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person. PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Commissioner George ROLL CALL Planning Commission roll call was answered as follows, Present: Brach, Christen, Chura, George, Santarosa, O'Connor and Chair Nulman Absent: None Also present were Director Forbes, Deputy Director Silva, Associate Planner Kim, Assistant Planner Garcia and Assistant City Attorney Colin Ryan sitting in for Cody Parker. APPROVAL OF AGENDA Approved as presented COMMUNICATION: City Council Items. The CIP Program budget workshop was continued, so the Planning Commission consideration of the CIP has also been rescheduled to a later meeting. The Berry Hill Appeal Project will go before City Council on May 19. The Wireless Ordinance was not introduced by City Council at the last meeting Updates to the Mixed-Use Overlay and Residential Overlay Ordinances were introduced at the May 5th City Council meeting and will be considered for adoption at the City Council Meeting on May 19th Staff: Director Forbes introduced Colin Ryan sitting in for Assistant City Attorney Cody Parker. The Conservation Open Space Element focus group sessions are coming soon and are available on the city website, and Planning Commissioners are invited to attend. Commission: American Institute of Architects Advocacy Committee will meet with the Mayor at Ladera Linda on Wednesday night at 6pm. The public is welcome. MINUTES (LG) COMMISSIONER BRACH MOVED SECONDED BY COMMISSIONER GEORGE TO APPROVE THE CONSENT CALENDAR. NEW PUBLIC HEARINGS: DUE TO TECHNICAL DIFFICULTIES OF STAFF ACCESSING FILES FOR CASE NO. PLHV2025-0002, THE PLANNING COMMISSION VOTED TO HEAR ITEM NO. 3 BEFORE ITEM NO. 2 ON THE AGENDA. THE MOTION PASSED UNANIMOUSLY. 3. HEIGHT VARATION PERMIT AND SITE PLAN REVIEW - (CASE NO. PLHV2025-0008) 6917 STARSTONE DRIVE (MG) Assistant Planner Garcia presented the staff report requesting to convert portions of an existing attached garage to a laundry room and accessory dwelling unit as well as construct a 594 ft2 second floor addition to the proposed accessory dwelling unit for a total area of 1,000 ft2 and demolish ancillary improvements within the rear yard of the project site The Planning Commission asked clarifying questions of staff. Chair Nulman opened the public hearing The following members of the public were available to address the Planning Commission; Eva Terzi, the Applicant, Mustaqim Syed the Property Owner, and Shaesta Syed. Chair Nulman closed the public hearing. Discussion ensured amongst the Planning Commission regarding ADU regulations. COMMISSIONER BRACH MOVED, SECONDED BY COMMISSIONER GEORGE, TO CONTINUE TO A DATE CERTAIN, MAY 26, 2026, TO ALLOW THE APPLICANT TO ADDRESS THE PLANNING COMMISSION'S PROJECT FEEDBACK RELATED TO NEIGHBORHOOD COMPATIBILITY. PLHV2025-0002): 28337 PONTEVEDRA DRIVE (JK) Due to technical difficulties Associate Planner presented the project updates , however, was unable to present the prepared staff report for an appeal of the Director of Community Development's conditional approval of a Height Variation Permit and Site Plan Review to construct a new 800 ft2 second-story addition and 12 ft2 single-story addition to an existing 2,106 ft2 single-story residence for a new total structure size of 2,918 ft2 (garage included). The Planning Commission asked clarifying questions of Staff. Chair Nulman opened the public hearing. The following members of the public were available to address the Planning Commission; Jason Steininger-Holmes,the Appellant,Marianne and Sameh Mansour,the Applicant, Nikki Robles,, Haleh Johnson, and Pamela Holmes. The following members of the public addressed the Planning Commission Jason Steininger- Holmes, the Appellant. Chair Nulman asked the Appellant if they would like to hear the full presentation at a later meeting. The Appellant indicated that this would be prefer to continue the hearing in order to hear the full presentation. Chair Nulman asked the Applicant to address the Planning Commission for a clarifying question regarding the timeline for a decision on the appeal. The City Attorney addressed clarifying questions. A motion was made to continue the public hearing to the May 26, 2026 Planning Commission Meeting. CHAIR NULMAN MOVED, SECONDED BY COMMISSIONER BRACH, TO CONTINUE TO A DATE CERTAIN, MAY 26, 2026, TO ALLOW THE PLANNING COMMISSION ACCESS TO ALL INFORMATION IN STAFF'S PRESENTATION WHICH WAS LIMITED DUE TO TECHNICAL DIFFICULTIES. THE MOTION PASSED ON A VOTE OF 7-0 CONTINUED BUSINESS. NONE NEW BUSINESS. NONE ITEMS TO BE PLACED ON FUTURE AGENDAS 4 PRE-AGENDA FOR THE MEETING ON MAY 26, 2026.
