BACKGROUND:
In February 2026, the City’s consultant, Fairbank, Maslin, Maullin, Metz & Associates
(FM3), conducted a statistically significant Community Needs Survey (“Survey”) to gather
resident opinions regarding their satisfaction with City operations and to identify the most
critical areas for improvement, prioritization, or further funding investment. The results
provided data to help direct limited financial and staff resources towards the programs
and services that matter most to residents, and to determine whether a potential revenue
generating tax measure(s) to support these priorities could be supported by voters at a
future general election.
The priorities identified most often by Survey respondents were (Attachment B):

1) maintaining roads
2) preparing for wildfires and natural disasters
3) reducing wildfire risk
4) preventing property crime
5) addressing landslides and land movement
To engage the broader community about the aforementioned priorities, as well as the
City’s fiscal ability to support those priorities, the City hired Lew Edwards Group (LEG) to
provide public information and education (Attachment B). This engagement would
include, but not be limited to, community outreach on the City’s social media and website,
articles in the City’s quarterly newsletter and City Manager’s Report, and an informal and
voluntary Community Feedback Survey (CFS) that would require City Council approval,
pursuant to City Council Policy No. 2 (Attachment C).
DISCUSSION:
The City Council is being asked to approve implementation a CFS. The attached CFS
(Attachment A) identifies the five priorities above and requests feedback on whether those
priorities resonate with other members of the community. The goal is to generate further
discussion and awareness of the original Survey results and obtain continuous feedback
on their importance, relevance, and need in the community from other community
stakeholders.
Survey Questions
The draft survey includes questions about how the top survey results rank, while also
asking open ended questions about other priorities, comments, or questions that are
important to the respondent.
Respondents may also opt in to volunteer their contact information if they would like to
share additional feedback at a later date. Furthermore, it allows residents an opportunity
to request a community presentation for their neighborhood or organization, should they
like to engage with the City on the priorities and the City's fiscal condition.
Public Outreach Process
To encourage broad participation, Staff plans to promote the survey through the following
City platforms:
• Social media platforms (Facebook, Instagram, X, NextDoor, and TikTok)
• June 2026 Quarterly newsletter
• City Website at www.rpvca.gov/maintainingRPV
• City Council Meetings
• Weekly City Manager’s Reports

If approved, Staff will release the survey from May through June 2026. This timeline would
provide residents with several weeks to participate and allow Staff to gather feedback.
CONCLUSION:
Staff recommend that the City Council review and approve the draft CFS and authorize
Staff to publish it for public response.
ALTERNATIVES:
In addition to Staff’s recommendations, the following alternative actions are available for
the City Council’s consideration:
1) Do not approve the proposed CFS.
2) Provide direction to Staff regarding the CFS including specific questions.

SUBJECT: Questionnaires sent to the public by City Council, Committee/
Commission(s) and Staff
POLICY:
It shall be the policy of the City Council that all questionnaires and/or surveys to
be sent by the city to the general public or special groups, whether generated by
Staff, City Council or Committee/Commission(s), be authorized by the full City
Council at a public meeting.
The City Manager shall be authorized, however, to approve any questionnaires
and/or surveys for information to be sent to other public agencies.
BACKGROUND:
The City Council recognized the need to establish a policy to control
questionnaires and surveys for information that are sent or delivered to the general
public and special interest groups.
