CC DM 20260519 A - 20260505 DRAFT CC MINSDRAFT MINUTES REGULAR MEETING OF THE RANCHO PALOS VERDES CITY COUNCIL AND IMPROVEMENT AUTHORITY MAY 5, 2026 CALL TO ORDER: A Regular Meeting of the Rancho Palos Verdes City Council for the purpose of a Closed Session was called to order by Mayor Seo at 6:00 P.M. at Fred Hesse Jr. Community Park, McTaggart Hall, 29301 Hawthorne Boulevard. This meeting took place both in person and remotely. Remote participation by any Councilmember was in accordance with Government Code Section 54953. Members of the public could observe and participate using the Zoom participation feature and with options called out in the public participation form provided under a separate cover with the agenda. Notice having been given with affidavit thereto on file. CONFERENCE WITH LABOR NEGOTIATORS A closed session will be held, pursuant to Government Code § 54957.6, with the City Council Finance Director and City Manager, its negotiators, regarding contract labor negotiations with William W. Wynder on behalf of Aleshire & Wynder, LLP 2. CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION A closed session will be held, pursuant to Government Code § 54956.9(d)(1), to confer with legal counsel regarding pending litigation to which the City is a party. REGULAR MEETING – OPEN SESSION CALL TO ORDER: A Regular meeting of the Rancho Palos Verdes City Council and Improvement Authority was called to order by Mayor Seo at 7:10 P.M. at Fred Hesse Jr. Community Park, McTaggart Hall, 29301 Hawthorne Boulevard, notice having been given with affidavit thereto on file. ROLL CALL: City Council roll call was answered as follows: PRESENT: Bradley, Ferraro, Lewis, Perestam, and Mayor Seo ABSENT: None Also present were Ara Mihranian, City Manager; Catherine Jun, Deputy City Manager; William Wynder, City Attorney; Vina Ramos, Director of Finance; Ramzi Awwad, Director of Public Works; Brandy Forbes, Director of Community Development; Dan Trautner, Director of Recreation and Parks; Vanessa Godinez, Human Resources and Risk Manager; Amy Seeraty; Senior Planner; Brandon Mesker, Associate Engineer; Enyssa Sisson, Deputy City Clerk (via Zoom); and Teresa Takaoka, City Clerk. Also present was Captain Kimberly Guerrero of the Lomita Sheriff’s Station. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Mayor Pro Tem Perestam. CLOSED SESSION REPORT: City Attorney Wynder provided the closed session report for two items. City Attorney Wynder reported on the first item that the City Council met in Closed Session to discuss one matter. This item involved labor negotiations with one unrepresented employee group, the law firm of Aleshire and Wynder. The City Council commenced the process of conducting those negotiations, requested that the law firm provide additional comparative data for the Council to consider. This item was continued to a future council meeting. City Attorney Wynder reported on the second item on pending litigation to which the City is a party. The case name and court case number are printed in the Closed Session Agenda. DRAFT- City Council Regular Minutes May 5, 2026 Page 3 of 10 There was a privileged and confidential briefing, litigation Counsel requested and received direction from City Council on how to proceed forward in the pending litigation. MAYOR’S ANNOUNCEMENTS Mayor Seo and the entire City Council recognized Tomatillo Mexican Grill for their commitment to quality service since their opening in 2020. Mayor Seo read the 2026 AANHPI proclamation and thanked the organization for their dedicated community service. RECYCLE AND EMERGENCY PERSONAL PREPAREDNESS KIT DRAWING: Mayor Seo, by acclamation, approved the Recycle Winners for April 21, 2026 as Janis Pizer and Irene Henrikson. The winners will each receive a check for $250 as well as a personal emergency preparedness kit from the City valued at $40. (Godinez) Adopted Resolution No. 2026- 30, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, ACCEPTING, APPROVING, AND ADOPTING THE AMERICANS WITH DISABILITIES ACT (ADA) GRIEVANCE PROCEDURE AND ADA GRIEVANCE FORM AND CONFIRMING THE DESIGNATION OF THE HUMAN RESOURCES AND RISK MANAGER AS THE ADA COORDINATOR F. Consider continuing the emergency justification for work and emergency contracting for the Greater Portuguese Bend-Ancient Altamira Landslide Emergency Project. (Copp) 1) Reconfirmed, by a four-fifths vote, there is a need to continue the work on the Landslide Emergency Project declared by Council-adopted Resolution No. 2024-20 on May 7, 2024, finding an emergency exists requiring immediate action in the Greater Portuguese Bend-Ancient Altamira Landslide Complex (Landslide Complex) to seek to mitigate the movement of the landslide; and, 2) Directed the City Clerk to confirm the same in the minutes of this City Council meeting, via Minute Order, reflecting this action. G. Consider approving Amendment No. 2 to the Contract Services Agreement with Tyler Technologies, Inc. for the City’s financial services software. (O’Neill) 1) Approved Amendment No. 2 to the Contract Services Agreement with Tyler Technologies, Inc. (Tyler) in the amount of $64,300 for ongoing Software as a Service (SaaS) system, extend the term for one year through June 30, 2027, increase the total not-to-exceed amount to $790,300, and authorize a 10% contingency to execute change orders during the one-year term (not to exceed $6,240) for additional support as needed; and, 2) Authorized the Mayor and City Clerk to execute Amendment No. 2 to the Contract Services Agreement in forms approved by the City Attorney. Consider amendments to Chapters 12.18 and 17.73 of the Rancho Palos Verdes Municipal Code pertaining to wireless telecommunication facilities in the public right-of-way and on private property. (Mesker/Seeraty) City Clerk Takaoka reported that the notice of the public hearing was duly published, late correspondence was submitted, and there were eleven requests to speak. Mayor Seo declared the public hearing open. Director of Public Works Awwad introduced Associate Engineer Mesker who presented the public right-of-way (Chapter 12.18 of the Rancho Palos Verdes Municipal Code) portion of the staff report and PowerPoint presentation and in turn introduced Senior Planner Seeraty who presented the private property (Chapter 17.73 of the Rancho Palos Verdes Municipal Code) portion of the staff report and PowerPoint presentation. Council Members asked questions of Staff. The following members of the public addressed the City Council: Tim Breig, Charles Nixt, Irene Tang, Karen Ludwick, Brad Kaufman, Anita Garner, Faith Nixt, Maria Palosaari, Barbara Amaral, and McKenzie Neely-Wright. Council Members asked questions of Staff and AT&T Field Representative Neely-Wright. Mayor Seo closed the public hearing. Discussion ensued among Council Members. This motion failed due to lack of a majority vote. Councilmember Lewis moved, seconded by Mayor Seo, to approve Staff Recommendation as follows: 1) Introduce Ordinance No.__, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES AMENDING CHAPTER 12.18 (WIRELESS TELECOMMUNICATION FACILITIES IN THE PUBLIC RIGHT-OF-WAY) OF TITLE 12 (STREETS, SIDEWALKS AND PUBLIC PLACES) OF THE RANCHO PALOS VERDES MUNICIPAL CODE; 2) Review the Planning Commission’s recommendations regarding proposed updates to Rancho Palos Verdes Municipal Code Chapter 17.73 - Wireless Telecommunications Facilities on Private Property to consider further modifications to the proposed code amendments; and, 3) Introduce Ordinance No.__, AN ORDINANCE OF THE CITY OF RANCHO PALOS VERDES AMENDING CHAPTER 17.73 (WIRELESS TELECOMMUNICATIONS FACILITIES ON PRIVATE PROPERTY) IN TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE (CASE DRAFT- City Council Regular Minutes May 5, 2026 Page 7 of 10 NO. Councilmember Bradley moved, seconded by Councilmember Lewis, to approve Staff Recommendation as follows: Introduced Ordinance No. 698, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING CHAPTER 17.47 (MIXED USE OVERLAY DISTRICT) (MUOD) AND CHAPTER 17.48 (RESIDENTIAL OVERLAY DISTRICT) (ROD) OF TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE TO CONTINUE TO EFFECTUATE THE 2021-2029 HOUSING ELEMENT THEREBY REQUIRING THAT NEW DEVELOPMENT AND ADDITIONS MUST ALLOW 100 PERCENT RESIDENTIAL USE, RESIDENTIAL USE OCCUPY AT LEAST 50 PERCENT OF THE TOTAL FLOOR AREA OF A MIXED-USE PROJECT, AND THE OVERLAY IS APPLICABLE TO ALL NEW DEVELOPMENT PROJECTS IN THESE OVERLAY DISTRICTS. Councilmember Lewis moved, seconded by Councilmember Bradley, to approve Staff Recommendation as amended: Reviewed the City’s Traffic Engineering Consultant’s Speed Hump Study for Avenida Classica which concluded that only one location on Avenida Classica meets the engineering parameters for installing a speed hump and directed Staff to continue with the Avenida Classica traffic circles with the improvements recommended in the March 3, 2026 staff report; 2) Directed Staff to implement the improvements recommended in the March 3, 2026 staff report (Staff Recommendation No. 1e above): a. Awarded a Public Works Agreement to Interstate Striping, Inc., in the amount of $38,110 with a 15% contingency in the amount of $5,717 for a total not-to- exceed amount of $43,827, and b. Authorized the Mayor and City Clerk to execute the Public Works Agreement in a form approved by the City Attorney; 3) Approved extending red curb on the southeast side of the intersection of Avenida Classica with Avenida Esplendida by 50 feet; 4) Approved the installation of a “Speed Limit 25” along southbound Avenida Classica 35 feet north of Avenida Celestial and; 5) Directed staff to continue researching speed bumps and to return at a future City Council meeting.
