ADJOURNED REGULAR MEETING/BUDGET WORKSHOP
MAY 4, 2026
CALL TO ORDER:
The Adjourned Regular of the Rancho Palos Verdes City Council was called to order by
Mayor Seo at 6:04 P.M. at Fred Hesse Jr. Community Park, McTaggart Hall, 29301
Hawthorne Boulevard. This meeting took place both in person and remotely. Remote
participation by any Councilmember was in accordance with Government Code Section
54953. Members of the public could observe and participate using the Zoom participation
feature and with options called out in the public participation form provided under a
separate cover with the agenda. Notice having been given with affidavit thereto on file.
ROLL CALL:
City Council roll call was answered as follows:
PRESENT: Bradley, Ferraro, Lewis, Perestam, and Mayor Seo
ABSENT: None
Also present were Ara Mihranian, City Manager; Catherine Jun, Deputy City Manager;
Ramzi Awwad, Director of Public Works; David Copp, Deputy Director of Public Works;
Vina Ramos Director of Finance; Robert Moya, Deputy Director of Finance; Brandy
Forbes, Director of Community Development; Daniel Trautner, Director of Recreation and
Parks; Enyssa Sisson, Deputy City Clerk (via zoom), and Teresa Takaoka, City Clerk.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Councilmember Bradley.
APPROVAL OF THE AGENDA:
Councilmember Ferraro moved, seconded by Mayor Pro Tem Perestam, to approve the
agenda as presented.
The motion passed on the following roll call vote:

REGULAR BUSINESS:
1. Consider reviewing the proposed Capital Improvement Program for Fiscal Years
(FY) 2026-27 through 2030-31. (Copp/Moya/Awwad/Ramos)
City Clerk Takaoka reported that there was no late correspondence and there were
no requests to speak.
City Manager Mihranian provided an introduction and brief summary of the item and
introduced Public Works Director Awwad. Public Works Director Awwad introduced
Public Works Deputy Director Copp who presented a detailed staff report and
PowerPoint presentation on the status of the current FY 2025-26 Capital Improvement
Program projects, as well as the proposed projects for the 5-year Capital Improvement
Program (CIP).
Discussion ensued among Council Members and questions were asked of Staff.
Finance Director Ramos presented a comprehensive staff report and PowerPoint
presentation on the funding resources and fund balances for the proposed five-year
Capital Improvement Program (FY 2026-27 through 2030-31).

Recommendations were voted on as follows:
Councilmember Bradley, seconded by Councilmember Ferraro, to approve staff
recommendations as amended: 1) Received and filed a report on the status of the
current FY 2025-26 Capital Improvement Program; 2) Received and filed a report on
the proposed Capital Improvement Program for FY 2026-27 through 2030-31;
3) Proceeded with the budget analysis and project planning as described in Scenario
No. 2a where no grant funding will be available; 4) Reviewed the landslide emergency
measures and other capital improvement projects to identify cost saving opportunities
where feasible by prioritizing “yellow” projects, particularly those addressing the City’s
ongoing infrastructure decline, including landslide remediation efforts and excluding
grant funding considerations; 5) Directed Staff to review the Proposed FY 2026-27
General Fund Budget to determine whether additional funds may be transferred to
support priority projects and needs in the Capital Improvement Program; 6) Directed
Staff to conduct an additional fourth budget workshop before the June 2 City Council
meeting to present updated analysis for Fiscal Years 2026–27 and 2027–28 CIP
projects and the FY 2026-27 General Fund; 7) Directed Staff to review the City Council
policies for potential use of CIP and General Fund Reserves for future City Council
consideration; and 8) Directed Staff to identify and evaluate potential new and near-
term fiscal sustainability sources for the City.
