Consider a RPVtv Viewer Survey to gather feedback on current and future programming.
RECOMMENDED COUNCIL ACTION:
(1) Approve the RPVtv Viewer Survey for implementation in accordance with City
Council Policy No. 2.
FISCAL IMPACT: There is no fiscal impact to approve the RPVtv Viewer Survey since
it will be published using the City’s social media platforms, City
Managers Weekly Report, City Website, City Quarterly Newsletter,
RPVtv, etc. and not mailed to households. VR

BACKGROUND:
Since August 27, 2005, RPVtv has broadcast local educational access programming on
COX Channel 33 and Frontier Channel 38. In recent years, RPVtv programming has
expanded beyond cable television and airs routinely on the City’s social media platforms
and YouTube channel to reach demographics who primarily view their media online.
RPVtv programming is intended to increase public awareness about City Council
meetings, City and Palos Verdes Peninsula news and events, City programs, local history
and culture, public safety information, and other topics of community interest. As viewing
habits continue to evolve, RPVtv believes viewer feedback would result in improved

programming that reflects the interests of the community today and invites more viewers
to tune in moving forward.
DISCUSSION:
As part of RPVtv’s ongoing efforts to improve programming and reach a broader
audience, Staff has prepared a draft survey to solicit feedback from viewers (Attachment
A). As mentioned above, the survey is intended to evaluate current programming and
better align future RPVtv content with resident interests. In order to publish the survey
and begin soliciting viewer feedback, the City Council must review and authorize
publishing the survey in accordance with Council Policy No. 2 (Attachment B).
Survey Questions
The draft survey includes six questions designed to gather feedback on the following:
• How often do viewers watch RPVtv programming?
• Which programs do they watch regularly?
• What types of programming would viewers like to see in the future?
• How much do viewers enjoy the current programming schedule?
• Which platforms do viewers use most often to watch RPVtv content?
• Any additional comments or suggestions.
The survey includes both multiple-choice and open-ended questions that are optional to
answer. Respondents may also opt in to volunteer their contact information if they would
like to share additional feedback at a later date.
Public Outreach Process
To encourage broad participation, Staff plans to promote the survey through the following
City platforms:
• RPVtv Cox Channel 33 and Frontier Channel 38
• Social media platforms (Facebook, Instagram, X, NextDoor, and TikTok)
• YouTube channel
• Quarterly newsletter
• Website
• City Council Meetings
• Weekly City Manager’s Reports
If approved, Staff will release the survey from May 6 through June 30, 2026. This timeline
would provide residents with several weeks to participate and allow Staff to gather
feedback from viewers across the City’s available platforms.

CONCLUSION:
Staff recommends that the City Council review and approve the draft RPVtv survey
questions and authorize Staff to publish the survey for public response.
ALTERNATIVES:
In addition to Staff’s recommendations, the following alternative actions are available for
the City Council’s consideration:
1) Do not approve the proposed RPVtv survey and public outreach process.
2) Provide direction to Staff regarding the RPVtv survey and public outreach effort for
current and future programming.

SUBJECT: Questionnaires sent to the public by City Council, Committee/
Commission(s) and Staff
POLICY:
It shall be the policy of the City Council that all questionnaires and/or surveys to
be sent by the city to the general public or special groups, whether generated by
Staff, City Council or Committee/Commission(s), be authorized by the full City
Council at a public meeting.
The City Manager shall be authorized, however, to approve any questionnaires
and/or surveys for information to be sent to other public agencies.
BACKGROUND:
The City Council recognized the need to establish a policy to control
questionnaires and surveys for information that are sent or delivered to the general
public and special interest groups.
