RECOMMENDED COUNCIL ACTION: (1) Accept Gifts for Parks donations and direct Staff to prepare donor letters of appreciation for the Mayor’s signature. FISCAL IMPACT: The donations are included in the adopted budget for Fiscal Year (FY) 2025-26 and will be offset by expenditures required for the intended purpose of the donations. Any remaining donations will be tracked in the donation account until fully expended. VR Amount Budgeted: $30,000 Additional Appropriation: N/A Account Number(s): 101-300-XXX-3901 (General Fund – Rec/Park Donations - various) VR ORIGINATED BY: Francine Fox, Senior Staff Assistant REVIEWED BY: Emily Rodin, Deputy Director of Recreation and Parks ER APPROVED BY: Ara Mihranian, AICP, City Manager BACKGROUND AND DISCUSSION: The City’s Gifts for Parks Program, established in 1982, provides a means by which interested individuals, organizations, and/or businesses may contribute funds or merchandise to enhance the City’s Recreation and Parks facilities and programs. Donations, as prescribed by law, are tax-deductible as charitable contributions. The City has received a total of $30,150 in donations between January 1, 2026 and March 31, 2026. Point Vicente Amphitheater Plaque Donations • Michele Rogalski: $2,500 • Dr. Jamie Miller: $2,500 • Kimberly Young: $1,250 • Nancy Johnson: $1,250 • Shera Dolmatz: $2,500 1 • Joan Krause: $2,500 • Joyce Daniels: $2,500 • Michael Southgate: $2,500 • Laura Liedtke: $2,500 • Samantha McCarthy: $2,500 • Katherine Sanders: $2,500 Whale of a Day Donations • EDCO Disposal Corporation: $3,000 • Aquarium of the Pacific: $500 • Doll House Productions (School of Rock): $1,000 REACH Program Donations • Paige Omoto: $300 • Tammy Kobayashi: $250 • Sara Christensen: $100 ADDITIONAL INFORMATION: The City recently established the RPV Community Foundation (Foundation), a nonprofit organization intended to encourage philanthropic giving for major City initiatives that benefit the Rancho Palos Verdes community. The Foundation held its first Board of Directors meeting on March 17, 2026, and will continue meeting quarterly to develop operating procedures and identify the major initiatives that may be supported through its donations, such as capital improvement projects or citywide services. The Gifts for Parks Program, however, will remain separate from the Foundation and will continue to receive and use donations specifically for Recreation and Parks programs, services, and facilities. Although both programs currently serve distinct purposes, future discussions between the City and Foundation may consider whether consolidating them would simplify the process of donating to City initiatives, programs, and services. CONCLUSION: Staff recommends that the City Council accept all Gifts for Parks donations, and direct Staff to prepare letters of appreciation for the Mayor’s signature. ALTERNATIVE ACTION: In addition to Staff recommendation, the following alternative actions are available for the City Council’s consideration: 1. Do not accept one or more Gifts for Parks donations. 2. Take other action, as deemed appropriate. 2
