Thank you for taking the time to write the City Council regarding tonight's agenda item to consider amending the Rancho
Palos Verdes Municipal related to wireless facilities.
The proposed amendments, the City seeks to balance wireless coverage with aesthetics and preserving the City's quality
of life.
As a City Council Goal, eliminating coverage gaps for public safety purposes is a high public safety priority for the Council.
There have been too many incidents reported to the City of dropped calls or no signal during an emergency. The
proposed code amendments, which are available as attachments to the Staff Report for tonight's meeting, relax certain
requirements for the installation of wireless facilities but not the aesthetic (including location and view preservation)
requirements. Visual impacts remain a criterion that will be reviewed for wireless facilities.

Dear RPV City Council,
I'm writing about proposed amendments to RPV's telecommunications ordinances, which could eliminate view
preservation mandates in our city. I am concerned that mock-ups will no longer be constructed, and that taxpayers could
wake up one morning to find their views altered with absolutely no consideration or compromise by large cellular
companies. These companies stand to profit from wider coverage at homeowners' expense, regardless of whether
homeowners use their cell reception.
We have fought this overreach before on Rue de la Pierre in 2012, when Verizon wanted to install an unsightly antenna in
the middle of our view instead of finding a solution down the street where no view would be impacted. Without the
city's action, we would have been out of luck with a ruined view forever. In the end, all parties were able to move the
antenna in front of a home three houses away that welcomed the build and was a Verizon customer seeking better
reception.
As these ordinances are subject to change, it's important that RPV not lose sight of working with telecommunications
businesses on a case -by -case basis and homeowners. Eliminating even minimal checks on their builds in our city is unfair
to constituents if antennas end up concentrated on residential streets and in our coveted views, reducing our property
values. Please don't give up on our city's right to our views and its character.

Thank you for taking the time to write the City Council regarding tonight's agenda item to consider amending the Rancho
Palos Verdes Municipal related to wireless facilities and its impact on local control. The entire City Council shares in your
concern with the erosion of local control at the state level and have taken numerous measures to attempt to protect
local control for the entire city, Peninsula and South Bay. In fact, preserving local control remains a high priority and City
Council Goal often leading to written position letters on proposed legislation that threatens local control.
As for wireless facilities and the proposed amendments, the City seeks to balance wireless coverage with aesthetics and
preserving the City's quality of life.

Dear Mayor Seo, Councilmembers Bradley, Ferraro, Lewis and Perestam,
It has come to my attention that the City of RPV is considering changes to wireless telecommunication tower installations
that will impact neighborhoods in our city. Please do not concede more control to the various networks (Verizon, et al) as
to the placement and shielding of these unattractive utilities. My neighborhood in RPV, for example, already has three
large telecommunications boxes installed on light poles which detract from the beauty of the street I live on. We must
not lose more control to large corporations who have their own interests in mind at the expense of the integrity of our
neighborhoods. The loss of local control via numerous recent shortsighted bills lawmakers in Sacramento have forced
upon all California communities has only been to our detriment - let's not add to that loss.
The installation of more utility boxes is a visual blight while the installation of underground utilities is one way to mitigate
that blight. Sprint has installed underground utilities for an adjacent tower on Abbottswood Drive and Golden Meadow
Drive. It is not unsightly nor is it intrusive. While Verizon and other networks claim it is more expensive to bury their
installations, please consider the visual and long lasting benefits of doing so.
After my past involvement with Our Neighborhood Voices (signature gathering) it was alarming to hear how many
Peninsula residents were unaware of what was taking place in Sacramento regarding the loss of local control for our
communities. Most residents of the Peninsula are busy working and raising their families to the extent that they have
little time to read the small print in Peninsula Magazine or other publications which notify us of upcoming issues such as
the WTF. Please don't assume that most residents are aware of them. Not hearing from the community does not infer
that people are aware and have no comment.
My wish is that you will carefully consider the ramifications of unfettered WTF installation in our community.

Dear RPV City representatives,
I strongly oppose the Traffic Circles on Avenida Classica / Avenida Esplendida. I am not aware of any accidents
on Avenida Classica / Avenida Esplendida , nor have I witnessed excessive speeding.
What I did witness was a fire truck moving very slowly and having a very hard time navigating around these
traffic circles. These traffic circles may prevent the timely response by the Fire Department to a fire hazard in
our neighborhood.
Also, during garbage pickup days, it is very difficult to avoid hitting the trash cans that are put out for garbage
collections on Avenida Classica. The drivable portion of the street near the traffic circles is very narrow and
difficult to navigate around when the trash cans are put out on garbage collection days.
Please remove these unnecessary and hazardous traffic circles.

Good morning everyone,
My name is Dan Myers and I am writing all of you on behalf of Mary Alice Fosse, myself (who live at ground zero
in between both Traffic Circles, directly impacted) and several of our neighbors, in regards to the Traffic Circles
located on Avenida Classica (at Avenida Celestial and Avenida Esplendida) here in Rancho Palos Verdes. We are
asking that you move forward (in a timely manner) with modifying the Traffic Circles (to make them safer and more
effective) that have been recommended and approved by City Staff, the Traffic Safety Committee and a third party
Traffic Engineer (at the Traffic Safety Committee meeting on November 3, 2025), as well as having the Fire
Department sign off on these Traffic Circles on at least 3 different occasions to
date.
Nearly 5 years ago now, after hearing numerous complaints from residents (who actually live here) about the
speeding traffic in our neighborhood, on both Avenida Classica and Avenida Esplendida (especially on Avenida
Classica), whether it was caused by people going to or from Los Verdes Golf Course, P.V. Victoria Apartments or
local residents, we decided to take action and hold a neighborhood meeting (which led to 2 more, fora total of 3
meetings) at our home. Mary Alice (on most occasions, whom has been a resident on Avenida Classica now for 57
years) and I personally walked through the neighborhood and went door to door talking to as may neighbors as we
could and invited them to our meetings asking them for their support so we could take this matter to the City and
try and get something done about our ongoing concerns. Members of the City were encouraged to attend these
meetings and on more than occasion they did, so they could see first hand the issues we were dealing with and hear
our concerns. I will deliver a copy of this email to the City Clerk today, a long with attached copies and photo
documentation, the attachment for this subject will be labeled "ATTN: NEIGHBORS" (which is an example of
one the letters used to invite neighbors to our meetings, as well as copies of the sign in sheets).
So, with that being said, I would like to address something that has been brought up by some of the residents in
this neighborhood, referring to not having a chance to participate or have a "say so" in the decision making process
of these Traffic Calming Measures. In the documentation that I am submitting, there is a copy of the petition that
we went around (door to door) and spoke to neighbors whether they were for or against any Traffic Calming
Measures. There are just over 90 signatures of residents (who actually live in this neighborhood) and a copy of a
map titled "COMMUNITY RESPONSE TO PROPOSED TRAFFIC CALMING PLAN FOR AVENIDA
CLASSICA" , which was verified by City Staff before the City Council meeting (October 3,2023), I was able to get
more signatures for a total of 58 households in favor and only 3 not in favor. As you will see, the residents (Dane
Mutt/30145 Avenida Celestial, Brad Spellberg/30140 Avenida Celestial and Dana Graham/30039 Avenida
Celestial) that are the most upset (which they all live on a side street and 2 of the 3 live more than 500 feet from the
closest Traffic Circle as well (affected maybe, directly impacted, I think not)) and leading the opposition to have
these Traffic Circles removed could not be bothered to participate in our neighborhood meetings or sign the
petition, whether or not they were for or against Traffic Calming Measures in this neighborhood. Not only that,

they did not attend the TSC meeting (July 24,2023) or the City Council meeting (October 3,2023), even after the
City Staff sent out notices letting people know that this matter was going to be up for discussion at both public
meetings. I believe the true opposition to these Traffic Circles is, they are INCONVENIENT for some residents.
Please take note on how many people initially signed the petition agreeing that the speeding traffic on Avenida
Classica was then and unfortunately is still a major SAFETY CONCERN, especially on Avenida Celestial, Avenida
Esplendida and Avenida Selecta (which is more than 1,000 feet away from the closest Traffic Circle). All of these
residents live on side streets and thresidents that live on Avenida Selecta live on a side street of another side street
(Avenida Esplendida). So where is the LOGIC?
Several residents have commented that there were no accidents to justify installing these Traffic Calming Measures,
I would like to direct your attention to the Traffic Safety Committee meeting (July 24,2023) where members of at
least 4 different households on Avenida Classica talked about speeding vehicles crashing in to their homes, yards,
cars, etc.. If these are not vehicular accidents, then what are?
