PC MINS 20260414 Approved 5/12/26 k CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING APRIL 14, 2026 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Nulman at 7.00 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq. of the Government Code. Remote participation by any Planning Commissioner shall be in accordance with Subdivisions (b)(1) as amended of Government Code Section 54953.4 (b)(1) .The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Commissioner Chura ROLL CALL Planning Commission roll call was answered as follows, Present' Brach, Chura, Christen, George, Santarosa, O'Connor and Chair Nulman Absent. None Also present were Director Forbes, Deputy Director Silva, Senior Planner Seeraty, Associate Planner Kim, and Assistant City Attorney Parker. HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW APPEAL - (CASE NO. PLHV2025-0002): 28337 PONTEVEDRA DRIVE (JK) Associate Planner Kim presented the staff report an appeal of the Director of Community Development's conditional approval of a Height Variation Permit and Site Plan Review to construct a new 800 ft2 second-story addition and 12 ft2 single-story addition to an existing 2,106 ft2 single-story residence for a new total structure size of 2,918 ft2 (garage included). The Planning Commission asked clarifying questions of Staff. Chair Nulman opened the public hearing. PLCA2026-0001)• CITY WIDE (AS) Senior Planner Seeraty presented the staff report to consider recommendations to the City Council regarding Code Amendments to amend Chapter 17.73 (Wireless Telecommunication Facilities on Private Property) of Title 17 (Zoning) of the Rancho Palos Verdes Municipal Code. The Planning Commission asked clarifying questions of Staff. Discussion ensued amongst Staff and the Planning Commission The Planning Commission also recommended that the City Council consider the following: 1. Explore methods by which to expand high-speed Internet access in addition to improving cellular coverage citywide. 2. Continue to prioritize neighborhood compatibility, aesthetics, and quality of life alongside service improvements. 3. Have the City proactively identify service gaps and establish a strategy, by hiring a consultant to guide this infrastructure placement and investment Also utilize an independent consultant to provide unbiased technical analysis, evaluate coverage needs and infrastructure strategies, and reduce reliance on carrier-driven information 4. Consider incentives such as reduced fees and/or access to utilities or infrastructure 5. Shift toward small cell (micro cell) technology rather than large towers, though coverage is limited and may require multiple installations. Recognize emerging technologies including 5G networks and mesh systems, fiber backhaul requirements, and satellite-based cellular service, which may reduce reliance on ground infrastructure in the near term 6. Promote co-location and shared infrastructure among carriers to reduce total facility count. Encourage use of preferred locations, particularly the public right-of-way Explore distributed infrastructure approaches (e.g., small cells) to reduce visual impacts 7. Streamline review processes while maintaining public participation and review standards. 8. Maintain robust appeal opportunities and the City Council is the final decision-maker Preserve standard appeal periods where feasible 9. Consider a "Fall-down" setback requirement, and more detailed preferred siting and incentive-based approaches, to guide, not prohibit development 10.Require photo simulations to show neighborhood around it for context and to also be prepared to scale 11.Regarding screening, perimeter screening is not acceptable, the equipment itself must be screened. 12.Revert "should" back to "shall" unless it was revised due to federal and state regulations. COMMISSIONER BRACH MOVED, SECONDED BY COMMISSIONER GEORGE, TO REVIEW THE SUBCOMMITTEE'S ADDITIONAL RECOMMENDATIONS INCLUDING BUT NOT LIMITED TO, CONTINUING TO BALANCE IMPROVED COVERAGE WITH COMMUNITY IMPACTS, MORE PROACTIVE STRATEGIES (MASTER PLAN)TO IMPROVE COVERAGE, AND MAINTAINING PUBLIC INVOLVEMENT, TO CONSIDER INCLUSION IN THE RESOLUTION; AND, ADOPT P.C. RESOLUTION NO. 2026-06, RECOMMENDING TO THE CITY COUNCIL THAT AN ORDINANCE BE ADOPTED TO AMEND CHAPTER 17.73(WIRELESS TELECOMMUNICATIONS FACILITIES ON PRIVATE PROPERTY) IN TITLE 17(ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE(CASE NO. PLCA2026-0001)WITH REVISIONS TO SECTION 7. THE MOTION PASSED ON A VOTE OF 7-0. 4. MIXED USE OVERLAY DISTRICT (MUOD) AND RESIDENTIAL OVERLAY DISTRICT (ROD) CODE AMENDMENT- (CASE NO. PLCA2026-0002): CITY WIDE (OS) Deputy Director Silva presented the staff report to consider recommendations to the City Council regarding Code Amendments to amend Chapter 17.47 (Mixed Use Overlay District (MUOD)) and Chapter 17.48 (Residential Overlay District (ROD)) of Title 17 (Zoning) of the Rancho Palos Verdes Municipal Code, to continue to effectuate the 2021-2029 Housing Element. The Planning Commission asked clarifying questions of Staff. Discussion ensued amongst Staff and the Planning Commission COMMISSIONER BRACH MOVED TO APPROVE STAFF RECOMMENDATION, SECONDED BY COMMISSIONER CHRISTEN, TO ADOPT P.C. RESOLUTION NO. 2026-07, RECOMMENDING TO THE CITY COUNCIL THAT AN ORDINANCE BE ADOPTED TO AMEND CHAPTER 17.47(MIXED USE OVERLAY DISTRICT MUODD) OF TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE, TO CONTINUE TO EFFECTUATE THE 2021-2029 HOUSING ELEMENT (CASE NO.
