(Copp) Recommendation: 1) Reconfirm, by a four-fifths vote, there is a need to continue the work on the Landslide Emergency Project declared by Council-adopted Resolution No. 2024-20 on May 7, 2024, finding an emergency exists requiring immediate action in the Greater Portuguese Bend-Ancient Altamira Landslide Complex (Landslide Complex) to seek to mitigate the movement of the landslide; and, 2) Direct the City Clerk to confirm the same in the minutes of this City Council meeting, via Minute Order, reflecting this action. G. Consider approving Amendment No. 2 to the Contract Services Agreement with Tyler Technologies, Inc. for the City’s financial services software. (O’Neill) Recommendation: 1) Approve Amendment No. 2 to the Contract Services Agreement with Tyler Technologies, Inc. (Tyler) in the amount of $64,300 for ongoing Software as a Service (SaaS) system, extend the term for one year through June 30, 2027, increase the total not-to-exceed amount to $790,300, and authorize a 10% contingency to execute change orders during the one-year term (not to exceed $6,240) for additional support as needed; and, 2) Authorize the Mayor and City Clerk to execute Amendment No. 2 to the Contract Services Agreement in forms approved by the City Attorney. (Forbes) (15 mins) Recommendation: Introduce Ordinance No. __, AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING CHAPTER 17.47 (MIXED USE OVERLAY DISTRICT) (MUOD) AND CHAPTER 17.48 (RESIDENTIAL OVERLAY DISTRICT) (ROD) OF TITLE 17 (ZONING) OF THE RANCHO PALOS VERDES MUNICIPAL CODE TO CONTINUE TO EFFECTUATE THE 2021-2029 HOUSING ELEMENT THEREBY REQUIRING THAT NEW DEVELOPMENT AND ADDITIONS MUST ALLOW 100 PERCENT RESIDENTIAL USE, RESIDENTIAL USE OCCUPY AT LEAST 50 PERCENT OF THE TOTAL FLOOR AREA OF A MIXED-USE PROJECT, AND THE OVERLAY IS APPLICABLE TO ALL NEW DEVELOPMENT PROJECTS IN THESE OVERLAY DISTRICTS. Consider a traffic circles and/or speed humps on Avenida Classica between Crest Road and Los Verdes Drive. (Casil) (60 mins) Recommendation: Review the City’s Traffic Engineering Consultant’s Speed Hump Study for Avenida Classica which concluded that only one location on Avenida Classica meets the engineering parameters for installing a speed hump and d irect Staff to either:a. Remove the Avenida Classica traffic circles and discontinue the pilot project; or b. Remove the Avenida Classica traffic circles and install one speed hump on Avenida Classica approximately 200 feet south of Crest Road ; or c. Continue with the Avenida Classica traffic circles in their current form; or d. Continue with the Avenida Classica traffic circles in their current form and install one speed hump on Avenida Classica approximately 200 feet south of Crest Road; or e. Continue with the Avenida Classica traffic circles with the improvements recommended in the March 3, 2026 staff report; or f. Continue with the Avenida Classica traffic circles with the improvements recommended in this staff report and install one speed hump on Avenida Classica approximately 200 feet south of Crest Road; 2) If directing Staff to implement the improvements recommended in the March 3, 2026 staff report (Staff Recommendation No. 1e above): a. Award a Public Works Agreement to Interstate Striping, Inc., in the amount of $38,110 with a 15% contingency in the amount of $5,717 for a total not-to-exceed amount of $43,827, and b. Authorize the Mayor and City Clerk to execute the Public Works Agreement in a form approved by the City Regular City Council May 5, 2026 Page 6 of 8 Attorney; 3) Approve extending red curb on the southeast side of the intersection of Avenida Classica with Avenida Esplendida by 50 feet; and; 4) Approve the installation of a “Speed Limit 25” along southbound Avenida Classica 35 feet north of Avenida Celestial. 4. Consider updates on the Greater Portuguese Bend-Ancient Altamira Landslide Complex. Conduct at the Council Meeting: Pursuant to GC 54957.95: (a)(1) In addition to authority exercised pursuant to Sections 54954.3 and 54957.9, the presiding member of the legislative body conducting a meeting or their designee may remove, or cause the removal of, an individual for disrupting the meeting. (2) Prior to removing an individual, the presiding member or their designee shall warn the individual that their behavior is disrupting the meeting and that their failure to cease their behavior may result in their removal. The presiding member or their designee may then remove the individual if they do not promptly cease their disruptive behavior. This paragraph does not apply to any behavior described in subparagraph (B) of paragraph (1) of subdivision (b)(1) means engaging in behavior during a meeting of a legislative body that actually disrupts, disturbs, impedes, or renders infeasible the orderly conduct of the meeting and includes, but is not limited to, one of the following: (A)A failure to comply with reasonable and lawful regulations adopted by a legislative body pursuant to Section 54954.3 or any other law.
