PC MINS 20260310 APPROVED 4/14/26 lk CITY OF RANCHO PALOS VERDES PLANNING COMMISSION MINUTES REGULAR MEETING MARCH 10, 2026 CALL TO ORDER A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair Nulman at 7:01 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950 et seq of the Government Code. Remote participation by any Committee/Commission member shall be in accordance with Subdivisions (b)(3) or(f) of Government Code Section 54953. The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the City's website at rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public could observe and participate using the zoom participation feature and in person. MINUTES (LG) COMMISSIONER BRACH MOVED TO APPROVE SECONDED BY COMMISSIONER GEORGE. MOTION PASSED ON A VOTE OF 6-0 WITH COMMISSIONER O'CONNOR ABSTAINING. CONTINUED PUBLIC HEARINGS: 2. HEIGHT VARIATION PERMIT AND SITE PLAN REVIEW- (CASE NO. PLRV2025-0006): 28621 Mount Hood (JK) Associate Planner Kim presented the staff report for a revision to a Planning Commission approved Height Variation Permit (Case No. PLHV2022-0002) to construct an additional 71 ft2 second-story addition to an existing two-story residence for a new total structure size of 2,988 ft2 (garage included) along with modifications to the previously approved roof pitch and second story windows, and determine the permit revision is exempt from the California Environmental Quality Act. The Planning Commission asked clarifying questions of Staff. Chair Nulman opened the public hearing. The following members of the public were available to address the Planning Commission: Mark Zaky, the property owner, and John Park. Chair Nulman closed the public hearing Discussion ensued amongst Staff and the Planning Commission regarding updates to bulk and mass, privacy concerns and changes to the roof line Chair Nulman closed the public hearing. COMMISSIONER BRACH MOVED TO APPROVE SECONDED BY COMMISSIONER GEORGE TO ADOPT P.C RESOLUTION NO. 2026-05: APPROVING, WITH CONDITIONS, A REVISION TO A PLANNING COMMISSION-APPROVED HEIGHT VARIATION PERMIT(CASE NO. PLHV2022-0002)TO CONSTRUCT AN ADDITIONAL 71 FT2 SECOND-STORY ADDITION TO AN EXISTING TWO-STORY RESIDENCE FOR A NEW TOTAL STRUCTURE SIZE OF 2,988 FT2 (GARAGE INCLUDED) ALONG WITH MODIFICATIONS TO THE PREVIOUSLY APPROVED ROOF PITCH AND SECOND STORY WINDOWS AND DETERMINE THE PERMIT REVISION IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT(CASE NO. HOUSING ELEMENT ANNUAL REPORT (JK) Associate Planner Kim presented the staff report with a review the Housing Element,Annual Report regarding the status of the City's General Plan Housing Element and the progress on its implementation for the 6th Cycle Housing Element in 2025. The Planning Commission asked clarifying questions of Staff. Discussion ensued amongst Staff and the Planning Commission. The Planning Commission instructed Staff to review with corrections. A) ADU percentage age with corrections B) Ministerial approvals with corrections C) Add list of large sites COMMISSIONER BRACH MOVED TO APPROVE SECONDED BY COMMISSIONER CHURA TO DIRECT STAFF, VIA MINUTE ORDER, TO FORWARD THE CITY'S HOUSING ELEMENT ANNUAL PROGRESS REPORT WITH CORRECTIONS TO THE CITY COUNCIL ON THE STATUS OF THE HOUSING ELEMENT AND THE PROGRESS ON ITS IMPLEMENTATION DURING THE 2025 CALENDAR YEAR. THE MOTION PASSED ON A VOTE OF 7-0. 4. GENERAL PLAN ANNUAL REPORT (JK) Associate Planner Kim presented the staff report for with a review of the General Plan Annual Report regarding the status of the City's General Plan and the progress on its implementation for the 2025 calendar year. The Planning Commission asked clarifying questions of Staff. Discussion ensued amongst Staff and the Planning Commission. The Planning Commission added a discussion on PVDE traffic improvements. COMMISSIONER BRACH MOVED TO APPROVE SECONDED BY COMMISSIONER GEORGE TO DIRECT STAFF, VIA MINUTE ORDER, TO FORWARD THE 2025 ANNUAL GENERAL PLAN UPDATE REPORT ON THE IMPLEMENTATION OF THE RANCHO PALOS VERDES GENERAL PLAN TO THE CITY COUNCIL WITH ADDITIONS FROM THE COMMISSION. THE MOTION PASSED ON A VOTE OF 7-0. 5. DRAFT 2026 MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN (VC) Associate Planner CeJa introduced the item and the consultant from Black and Veatch, Megan Brotherton. Planning Commission Minutes March 10, 2026 Page 3 Megan Brotherton provided an overview of the draft plan and answered questions from the Planning Commission. COMMISSIONER BRACH MOVED TO APPROVE SECONDED BY COMMISSIONER GEORGE TO RECEIVE AN INFORMATIONAL PRESENTATION ON THE DRAFT 2026 PALOS VERDES PENINSULA MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN AS IT RELATES TO THE UPCOMING SAFETY ELEMENT UPDATE.THE MOTION PASSED ON A VOTE OF 7-0. ITEMS TO BE PLACED ON FUTURE AGENDAS: 6. PRE-AGENDA FOR THE MEETING ON MARCH 24, 2026. Director Forbes stated the meeting will be canceled due to no agenda items 7.
