PLANNING COMMISSION MINUTES
REGULAR MEETING
FEBRUARY 24, 2026
CALL TO ORDER
A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair
Nulman at 7:00 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section
54950 et seq of the Government Code. Remote participation by any Committee/Commission
member shall be in accordance with Subdivisions (b)(3) or(f) of Government Code Section 54953.
The meetings are held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via
teleconference for staff/consultants/participants using the Zoom platform and broadcast live on the
City's website at rpvca gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39.
Members of the public could observe and participate using the zoom participation feature and in
person

COMMUNICATION
City Council Items Director Forbes informed the Planning Commission that the City Council
considered proposed revisions to the City's Wireless Telecommunications Facilities Ordinance at its
meeting on February 17, 2026 Director Forbes indicated that the proposed revisions to the Zoning
Code would be presented to the Planning Commission at a future meeting
Staff. None
Commission• Commissioner George suggested that Staff provide a more robust set of plans with
project staff reports including comprehensive section drawings

PASSED ON A VOTE OF 5-0 WITH COMMISSIONER SANTAROSA ABSTAINING AND COMMISSIONER

NEW PUBLIC HEARINGS:
2 CONDITIONAL USE PERMIT REVISION, VARIANCE, MAJOR GRADING PERMIT, SIGN PERMIT,
MAJOR SITE PLAN REVIEW- (CASE NO. PLCU2024-0003)• 5801 Crestridge Road (JB)
Senior Planner Bobbett presented the staff report requesting a revision to Conditional Use Permit
No. 41 to allow the demolition of an existing garage structure, the construction of 20,418 ft2 of
addition areas throughout the project site and ancillary site improvements, 1,657 yd3 of grading
and associated retaining walls, operational updates, relocation of existing signage, a Variance to
reduce the required on-site parking to 129 parking spaces and determine the project is
categorically exempt from the California Environmental Quality Act requirements
The Planning Commission asked clarifying questions of Staff.
Chair Nulman opened the public hearing
The following members of the public were available to address the Planning Commission: Dave
Hone, the Canterbury, Jay Blatter, Architect and Nigel Gomersall, Architect

Discussion ensued amongst Staff and the Planning Commission.
COMMISSIONER SANTAROSA MOVED TO APPROVE SECONDED BY CHAIR NULMAN LMAN TO ADOPT P.C.
RESOLUTION NO. 2026-04; APPROVING A CONDITIONAL USE PERMIT REVISION, VARIANCE,
MAJOR GRADING PERMIT, SIGN PERMIT AND MAJOR SITE PLAN REVIEW TO ALLOW THE

3. SITE PLAN REVIEW AND HEIGHT VARIATION PERMIT- (CASE NO. PLRV2025-0006): 28621

Associate Planner Kim presented the staff report with a revision to a Planning Commission-
approved Height Variation Permit (Case No. PLHV2022-0002) to construct an additional 92 ft2
second-story addition to an existing two-story residence for a new total structure size of 3,009 ft2
(garage included) along with modifications to the previously approved roof pitch and second story
windows, and determine the permit revision is exempt from the California Environmental Quality
Act
The Planning Commission asked clarifying questions of Staff
Chair Nulman opened the public hearing
The following members of the public were available to address the Planning Commission: Mark
Zaky, the property owner and John Park, a neighbor
Chair Nulman closed the public hearing
Discussion ensued amongst Staff and the Planning Commission regarding bulk and mass and
changes to the roof line. The Planning Commission discussed continuing the item to allow the
property owner to consider project modifications.
Chair Nulman re-opened the public hearing
The Planning Commission discussed continuance of the public hearing to the Planning
Commission's meeting on March 10, 2026 with the property owner
Chair Nulman closed the public hearing
COMMISSIONER BRACH MOVED TO APPROVE SECONDED BY COMMISSIONER CHRISTEN TO
CONTINUE THE PUBLIC HEARING TO THE PLANNING COMMISSION'S MEETING ON MARCH 10,
2026 TO ALLOW THE PROPERTY OWNER TIME TO CONSIDER PROJECT MODIFICATIONS. THE
MOTION PASSED ON A VOTE OF 6-0.
