Western Avenue in the northeast corner of the City, bordering the Cities of Lomita, Rolling Hills Estates, and Los Angeles. The cemetery was first established in 1948 and, at the time, was located within an unincorporated area of Los Angeles County. The property became part of the City of Rancho Palos Verdes when the “Eastview” area was annexed in 1984. 1 On February 19, 1991, the City Council certified a Mitigated Negative Declaration and approved Conditional Use Permit (CUP) No. 155 for the Green Hills Memorial Park (Green Hills) Cemetery Master Plan, which called for the development of the cemetery site over the next 100 years. On April 24, 2007, the Planning Commission certified a Mitigated Negative Declaration and approved a Revision to CUP No. 155 (P.C. Resolution No. 2007 -33) revising the Green Hills Cemetery Master Plan for the development of the cemetery site over the next 30 to 50 years, including additional grading to accommodate future interments and the construction of mausoleum buildings. As part of this approval, Mitigation Measure No. AQ-14 of Resolution No. 2007-33 requires an annual compliance review to assess Green Hills’ compliance with the CUP’s Conditions of Approval. Conducting an annual compliance review provides an opportunity for the City Council to assess the effectiveness of the existing conditions based on current operations and the ability to add, delete, and modify conditions based on changed circumstances or unforeseen impacts that may not have been addressed as part of the previous approval. In 2014, the Planning Commission conducted the first annual review of the project, which was appealed and heard by the City Council. Section 17.60.50.D of the Rancho Palos Verdes Municipal Code (RPVMC) requires all subsequent annual reviews to be conducted by the same deciding body that took the final action. Accordingly, the City Council has conducted all subsequent annual compliance reviews, finding that Green Hills continues to operate in compliance with the Conditions of Approval and approving the following salient revisions to the Conditions of Approval for the project: • November 17, 2015 – Allowing the mausoleum in Area 11 (i.e., Pacific Terrace/Memorial Terrace) to remain in accordance with its 2007 approvals and permits • January 31, 2017 – Reorganizing the conditions by topic and development area, as well as to further clarify or enumerate the conditions • February 6, 2018 – Clarifying existing conditions, permitting a fence/wall along the north and south property lines, improving dust control measures in Area 6, and amending the hours of operations • January 21, 2020 – o Changed the Neighborhood Advisory Committee meeting frequency to at least once each calendar year but no more than four times per calendar year (Condition No.17) o Allowed a temporary sign to be hung from the primary identification sign up to six times a year (Condition No.18) o Allowed a traveling half-size replica of the Vietnam Veterans Memorial to be located on the property up to once per calendar year (Condition No. 20) • December 7, 2021 – Allowed burials on the roof of Inspiration Slope Mausoleum subject to specific conditions (Condition No. 6) • February 21, 2023 – Approved a Conditional Use Permit Revision and a Major Grading Permit to allow the construction of a 2,800-square-foot crematorium building with 193.4 cubic yards of associated grading to replace the cemetery’s 2 existing cremation facility; and amended Condition No. 12.c to reduce the total number of existing parking spaces in the Administrative Building parking lot from 95 to 93. No revisions to the Conditions of Approval were proposed as part of the most recent 2023 and 2024 annual compliance reviews held in 2024 and 2025, respectively. The City Council received and filed reports at meetings on February 20, 2024 and March 4, 2025, finding that Green Hills was following the Conditions of Approval of its CUP. DISCUSSION: This report will discuss the 2025 Green Hills Memorial Park CUP Compliance Review. 2025 Annual Compliance Review of the Existing Conditions of Approval Over the past year, the City’s Community Development Department has been monitoring Green Hills’ compliance with the Conditions of Approval adopted in Resolution No. 2023- 08 (Attachment A) by the City Council. The compliance review is discussed in the following order: 1. Green Hills’ compliance with action items; and 2. Green Hills’ compliance with operational Conditions of Approval 1. Compliance with Action Items Below are salient conditions that require specific actions to be taken within a certain period, followed by Staff’s analysis. Conditions that have already been met and addressed in previous annual reviews are not included below. • Condition No. 2 – This condition outlines the review process for improvement requests allowed pursuant to the Conditions of Approval, including the proper decision-making body for certain applications, the public noticing process, and the appeal process. All improvement requests (listed below) over the past year are being properly processed in accordance with this condition, and Green Hills is in compliance with this condition. Specifically, Green Hills submitted the following applications in August 2025 and January 2026: ▪ Major Grading Permit (Case No. PLGR2025-0031) – In August 2025, an application was submitted for a Major Grading Permit and Major Site Plan Review Permit for a proposal to conduct 7,179 cubic yards of grading (6,675 cubic yards of cut and 504 cubic yards of fill) to accommodate the construction of new wall crypts and cremains niches, new in-ground burials, and five new mausoleum/columbarium buildings in the Inspiration Slope Expansion area of Area 2 of the Masterplan (see Attachment E for Masterplan map). This project is currently being reviewed by the Planning Division and will be brought to the City Council for review as part of a public hearing at an uncertain future date. 3 ▪ Major Grading Permit (Case No. PLGR2026-0001) - In January 2026, an application was submitted for a Major Grading Permit for a proposal to conduct 425 cubic yards of grading (31 cubic yards of cut and 394 cubic yards of fill) to accommodate the installation of lawn crypts, raised gardens with retaining walls, concrete walkways in the historic church area of Area 6 of the Masterplan (see Attachment E for Masterplan map).The public notice for this project was distributed on February 26, 2026, and approval by the Director of Community Development is anticipated to occur on March 16, 2026. • Condition No. 17 – This condition requires Green Hills to establish a Neighborhood Advisory Committee (NAC) to meet at least once each calendar year, but no more than four times per calendar year, and provide reports to the City Council. The NAC was established in 2017, and prior to 2020, meetings occurred quarterly at City Hall, with the meeting summaries provided to the City Council through the City Manager’s Weekly Administrative Report. However, Condition No. 17 was modified in 2020, per City Council Resolution No. 2020-03, to instead require at least one, but no more than four NAC meetings, per calendar year. Staff held one virtual NAC meeting in July 2025. The meeting summary is attached to this report (Attachment C). The minutes of the meetings including the July 2025 NAC meeting are also available on the City website. As one meeting was held during the 2025 calendar year, and because the meeting summary is being provided to the City Council via this report, Green Hills is in compliance with this condition. • Condition Nos. 24 and 25 – These conditions require Green Hills to submit permit documentation for the following: o Fuel storage from the South Coast Air Quality Management District and Los Angeles County Fire Prevention Bureau; o Chemical storage from the Los Angeles County Fire Department; Hazardous Maintenance Division Section and Fire Prevention Bureau; o Crematory operations from the South Coast Air Quality Management District; and o Current and valid permits and/or licenses from the State Cemetery and Funeral Bureau. On December 9, 2025, Green Hills submitted all the required permits (Attachment B), which were reviewed and accepted by Staff. Therefore, Green Hills is in compliance with Condition Nos. 24 and 25. In summary, based on the discussion above, Staff has determined that Green Hills is in compliance with the action item Conditions of Approval. 4 2. Compliance with Operational Conditions Below are the Conditions of Approval that regulate operations at Green Hills to minimize impacts to neighboring properties. The salient operational conditions include, but are not limited to, the following: • Condition No. 14 (Noise) – This condition requires that Green Hills conduct its activities on site to not create noise nuisances to neighboring properties and that no noise emanating from the property shall exceed 65 dBA at the common property lines abutting a Residential Zoning District. Green Hills has met this condition by continuing to implement various measures throughout the park, including prohibiting amplified music in areas adjacent to residences, limiting the length of time that the music plays, and having security patrol t he perimeter of the site to ensure that no music is played from visitors’ car radios or portable radios. At the July 2025 NAC meeting, an NAC member expressed concerns about the backup beeping sounds from equipment working in Area 6, where stockpiling of excess earth material is permitted. Green Hills acknowledged the concern but also stated that due to safety regulations they cannot turn off the beeping. However, Green Hills also stated that they require their contractors to comply with Condition No. 20.e, which requires that within 120 feet of any property line abutting a Residential Zoning District, no construction or grading, including grading operations to prepare sites for earth interments, shall occur before 9:00 a.m. or after 3:30 p.m. Staff from Green Hills also stated that residents are welcome to call them directly with any future noise concerns. • Condition No. 16 (Security) – This condition requires that at least one security employee shall be on duty patrolling and monitoring activities on the property for the entirety of the cemetery operation hours. Green Hills has met this condition by providing the required level of security but has also retained additional security officers who patrol the site on Friday, Saturday, and Sunday, from 11 a.m. until the park closes, and are available on call when needed as well. Green Hills also states that they have a live security person to answer their phone from 6:00 AM to 10:00 PM daily. • Condition No. 19 (Construction) – This condition requires that construction on the site be maintained in a neat and orderly manner, including storage of equipment and supplies, proper disposal of trash and debris, and that Green Hills staff are properly trained in accordance with California Division of Occupational Safety and Health (Cal/OSHA) rules. Additionally, Green Hills’ representatives have stated that employees complete Cal OSHA training, as well as continuing education, on a regular basis. • Condition No. 21 (Landscaping) – In response to the public notice issued on February 26, 2026, Staff received an email from an adjacent resident expressing concerns about the maintenance of the vegetation in the area between the Green Hills’ southern block wall and the rear yard fences on the properties located on 5 Avenida Feliciano. The resident stated that this area was maintained regularly after the wall was first constructed but has not been maintained for some time. Condition No. 21 states, in part, “…All existing and future landscaping shall be properly maintained in a healthy and trimmed manner at all times.” Staff reached out to Green Hills to remind them of this landscaping maintenance obligation and they have stated that they do still maintain these areas on a quarterly basis. However, they noted that the block wall jogs in and out, resulting in areas approximately three feet wide and others as narrow as one foot, which are inaccessible. In the three-foot-wide sections, Green Hills trims its vegetation back to the fence line but does not touch the fence, as it is not their property. They further stated that, in some locations, the chain link fence historically marking the rear property lines has been removed, and adjacent property owners appear to have extended landscaping or yard use beyond the recorded property boundary. Because these areas are presently open to the neighboring rear yards, Green Hills refrain s from entering them. • Mitigation Measures AQ-1 through AQ-Condition No. 14 – These conditions include various measures to protect air quality, including but not limited to the regular watering down of stockpiled fill and unpaved construction areas, discontinuing earth moving during periods of high wind, and limiting the speed of on-site construction vehicles on unpaved roads. Staff received only one complaint during the 2025 calendar year regarding dust, as most complaints are typically conveyed directly to Green Hills staff to address. Also, an NAC member expressed concerns at the 2025 NAC meeting related to construction dust coming from Area 6. Green Hills staff indicated thatve they maintain an onsite water truck for dust control and complete regular watering of construction and dirt stockpile areas. Staff have reminded Green Hills’ representatives in the past about these air quality- related mitigation measures, and that they apply to both active grading operations, as well as stored soil. Staff have received minimal correspondence from adjacent neighbors since the last annual review. In general, operational complaints submitted to Staff have substantially reduced over the past several years. Representatives of the abutting Peninsula Verde HOA (to the north) and Rolling Hills Riviera HOA (to the south), who have made complaints in the past, have indicated in recent years that the operational impacts have improved over the past few years and that Green Hills has not only been responsive, but proactive in addressing operational concerns. Staff believe the number of concerns expressed to the City continues to decline because Green Hills has been preemptive in identifying and addressing potential impacts before they become a problem, including informing adjacent residents of upcoming large visitations and events. Therefore, Staff believes Green Hills is in compliance with its operational conditions under Conditional Use Permit No. 155 for 2025 and recommends receiving and filing this report. ADDITIONAL INFORMATION: City Council Members Residing within 500 Feet No City Council members reside within 500 feet of the project boundary limits. 6 Public Notice and Correspondence On February 26, 2026, a 15-day public notice inviting public comments was provided to all property owners within a 700-foot radius of the site (expanded beyond the required 500-foot radius), affected HOAs, listserv subscribers, members of the NAC, and published in the Peninsula News. To date, Staff has received one email in response to the public notice, which is discussed in ‘Section No. 2 - Compliance with Operational Conditions’ of this report. In the event that any additional substantive public correspondence is received after the transmittal of this report, it will be provided to the City Council as late correspondence. CONCLUSION: The City Council is being asked to receive and file a report finding that Green Hills Memorial Park was in compliance with Conditional Use Permit No. 155 in 2025. ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration: 1. Identify areas of concern regarding compliance with the Council-adopted Conditions of Approval and direct Staff to address these concerns at a future public hearing. 2. Direct Staff to revise the language and/or conditions based upon City Council discussion and public comment and either read into the record the revisions or continue this matter to a future public hearing. 3. Determine that Green Hills is not in compliance with the City Council -adopted Conditions of Approval and provide Staff and Green Hills with further direction. 4. Take no action. 7 LICENSE NO. The original Master Plan envisioned a larger mausoleum structure spanning much of this area. Green Hills is now proposing a phased approach consisting of multiple smaller columbarium buildings constructed into the hillside rather than one large structure. The first phase would include construction of two columbarium buildings and associated retaining walls. The buildings would primarily house cremation niches (glass-front columbarium spaces), rather than full-body above-ground interments. Some full-body wall crypts may be incorporated within retaining walls in limited locations, but the buildings themselves are currently designed for cremation niches only. Mr. Resich explained that the project would involve excavation into the hillside to reduce visual impacts. The maximum building height from finished grade would not exceed the height of the existing mausoleum roofline in the area. The top elevation of the proposed buildings would be comparable to the existing structure but set back C-1 Green Hills Neighborhood Advisory Committee Summary Report July 21, 2025 Page 2 of 2 PAGE 2 OF 2 into the slope to minimize visibility. There are no rooftop activity areas proposed for the new buildings. HOA representatives raised questions regarding potential view impacts to northern neighborhood properties. Mr. Resich stated that the intent of the design is to mitigate view obstruction by building into the hillside. Senior Planner Seeraty confirmed that silhouettes, public noticing, and a formal review process would occur prior to City Council consideration. Mr. Resich noted that the development timeline from application submittal through City Council approval and construction could take approximately two years before ground is broken. The proposed first phase, together with other approved burial areas, is projected to meet operational needs for approximately five to eight years. Discussion also addressed ongoing construction activity, including excavation related to the crematory project and movement of soil to Area 6, where fill is stockpiled pursuant to the Master Plan grading permit. Mr. Martin expressed concerns regarding noise, dust, construction vehicle activity, and backup beeper sounds from equipment operating near residential properties. Mr. Resich acknowledged the concerns and reiterated that Green Hills maintains a water truck for dust control, enforces permitted work hours (9:00 AM to 3:00 PM near residential boundaries), and requires contractors to comply with the 120-foot setback noise requirement. He encouraged continued direct communication regarding any specific issues. Questions were also raised regarding long-term dirt storage and potential hauling off-site. Mr. Resich explained that soil relocation within Area 6 is consistent with the approved grading plan and is used to balance cut-and-fill operations throughout the property. HOA representatives asked whether columbarium uses generate different visitation levels compared to ground burials or full mausoleum interments. Mr. Resich stated that visitation is typically heaviest during the first year following a burial or interment and declines thereafter. Activity levels vary based on cultural and religious practices. He noted that indoor columbarium spaces generally limit large gatherings, although families may use adjacent outdoor seating areas. Senior Planner Seeraty explained that a formal application will be submitted following this preliminary NAC discussion. Staff will review the appropriate permit type, conduct completeness review, and provide corrections as necessary. Once plans are deemed complete, the project will proceed through formal public noticing, silhouette installation, and a City Council hearing. Greetings Amy, I am the resident at 1921 Avenida Feliciano. My property abuts Green Hills Memorial Park's southern border. Since you are preparing a report for the City Council regarding the annual compliance review of the cemetery's Master Plan, I would suggest that perhaps this is a good opportunity to require Green Hills to clear the overgrown vegetation between the block wall and the chain link fence along their southern border. As you are aware, Green Hills constructed the block wall parallel to an existing chain link fence a number of years ago, with a spacing between the two varying in a range of approximately 5 to 8 feet. I could not find the year in which construction of the wall was approved and the conditions for that approval, but I suspect the property owner, i.e. Green Hills, was responsible for maintaining the wall and the median between the wall and the chain link fence, since it is their property. They maintained this median for a period of time after the wall's construction by fairly regularly cutting the vegetation that grew there. However, that maintenance ceased some time ago, and now that space is heavily overgrown, to the extent that it is impassable in some locations. I would urge that a condition be added to the Conditions of Approval for this year's review of the Master Plan, requiring Green Hills to cut back the overgrown vegetation in the median and maintain it that way. If the overgrown vegetation were to dry out, it would impose a significant fire risk to all properties on Avenida Feliciano that border the cemetery. With the increased attention being paid to the risk of brush fires by southern California cities, I think RPV would be motivated to eliminate such a risk to a number of their residents. Therefore, I urge the planning staff to include a recommendation or condition that Green Hills cut back, clear, and maintain the vegetation in the median between the block wall and the chain link fence along the southern border of their property. However, I am surprised to receive a complaint regarding the event on the morning of October 14th, following the severe thunderstorm that hit Green Hills and surrounding areas starting at 4 am on October 13th. The storm resulted in widespread flooding and debris, which we observed upon arrival. Our team continuously maintains the area by trimming perimeter trees and pruning as needed, and we recently purchased a new water truck to support dust control efforts. The attached rain gauge shows approximately one inch of rain over the period, and given the saturation, dust generation during the recent winds would have been minimal. My primary concern now is our pending grading permit review. We received a letter from staff on August 15th, indicating a 30-day response timeline. Despite numerous follow-up emails, we have yet to receive an official response, which is delaying our project.
