RECOMMENDED COUNCIL ACTION: (1) Authorize a purchase contract with South Bay Toyota for one 2026 Toyota Tundra truck for the Open Space and Trails Division for a total not-to-exceed amount of $75,000; (2) Authorize the purchase and installation of additional decals, a toolbox, and miscellaneous accessories necessary for the intended operation of the Toyota Tundra truck in a total amount not-to-exceed $5,000; (3) Authorize a purchase contract with AutoNation Cerritos Toyota for one 2025 Toyota Tacoma truck for the Public Safety Division for a total not-to-exceed amount of $50,000; and, (4) Authorize the purchase and installation of vehicle upfitting and miscellaneous accessories necessary for the intended operation of the Toyota Tacoma truck with Emergency Vehicle Specialties, Inc. for a total amount not-to-exceed $20,000. FISCAL IMPACT: If approved, the total not-to-exceed amount for the purchase and upfitting of the two vehicles is $150,000, which is included in the Fiscal Year 2025-26 Adopted budget with funded in the Equipment Replacement Fund. Public Safety Vehicle Upfitting Quote (page C-1) BACKGROUND: Recreation and Parks – Open Space and Trails Division Truck Request The Open Space and Trails Division within the Recreation and Parks Department is requesting the replacement of one 2016 Chevrolet Colorado truck that has reached the end of useful life. The Chevrolet Colorado, which has been used to traverse uneven terrain and access roads throughout the 1,500-acre Palos Verdes Nature Preserve, has become increasingly unreliable due to significant wear and tear accumulated over the years of service. It requires frequent repairs, which increases vehicle maintenance costs and downtime. This downtime directly affects the Division’s ability to respond promptly to calls for service and the operational demands of maintaining the City’s open spaces. Replacing the aging vehicle with a replacement truck that is upfitted with the appropriate equipment would address these issues by providing increased reliability, capacity, and capability, as well as improved safety features. Public Safety Division Truck Request The Public Safety Division within the Administration Department is requesting the purchase of a new truck to expand its Citywide patrol capabilities by the Public Safety Liaisons (PSLs). The Division has three PSLs and one Field Training Officer whose primary scope of work is to patrol the City and provide non-sworn support services to the Los Angeles Sheriff’s Department (LASD). However, the Division currently has one truck, and PSLs must double up in the vehicle during shift overlap periods, limiting the amount of time that PSLs can split up and expand their patrols. By purchasing a second truck, the Division will be able to achieve continuous coverage across all three shifts and proactively address safety concerns before they escalate. The second truck will also allow for quicker response times to non-emergency calls for service, while the other truck continues to patrol or respond to additional calls. Such calls may include non-suspect vehicle or residential burglaries, non-injury traffic collisions, and parking concerns, to name a few. Beyond deterrence, the truck will also allow PSLs to tow portable speed trailers and portable ALPR cameras to targeted enforcement sites. It will also allow PSLs to transport essential tools such as traffic control equipment, signage, and first aid to help manage traffic collisions, roadway hazards, and major events. 2 DISCUSSION: Following consultation with the Public Works Department, Staff recommends purchasing and upfitting of one (1) 2026 Toyota Tundra for the Open Space and Trails Division and one (1) 2025 Toyota Tacoma for the Public Safety Division. It is the Public Works Department’s experience that Toyotas have demonstrated greater longevity and less maintenance downtime compared to other vehicles in the City’s fleet. Sufficient funds for the proposed vehicle purchases and upfitting have been budgeted in the Equipment Replacement and General Fund in the FY 2025-26 Adopted Budget. Furthermore, when these vehicles are not deployed by their respective Divisions, they would be available as part of the City’s vehicle fleet for general use by any City Department. This will ensure their maximum use and benefit towards Citywide operations. Vehicle Procurement Cooperative joint purchasing groups typically used by local government agencies to purchase vehicles have been unable to ensure availability of, or provide a timeline for, suitable replacement vehicles. Therefore, Staff reached out to three local dealerships, and their quotes are depicted in Exhibits A and B below. Both Exhibits include a “listed price” that was advertised, as well as the “estimated price and fees” which is the most current, negotiated cost that includes taxes, fees, and any available discounts. Open Space and Trails Division: Exhibit A – Vehicle Quotes for one (1) 2026 Toyota Tundra Dealership Vehicle Listed Price Estimated Price & Fees South Bay Toyota 2026 Tundra 4x4 i-Force 3.4L V6 $62,050 $69,871 DCH Toyota of Torrance Non-Responsive N/A N/A Fletcher Jones Toyota Carson Non-Responsive N/A N/A Only one dealership, South Bay Toyota, was responsive and provided an estimated total cost of $69,871 for the purchase of one 2026 Toyota Tundra (4x4 i-Force 3.4L V6) including one light bar (Attachment A). Please note that due to limited available inventory, the quoted vehicle price may fluctuate slightly by the time the City is authorized to complete this sale. As such, Staff is requesting authorization for a final purchase contract with South Bay Toyota for a total not-to-exceed amount of $75,000 to provide the flexibility needed to accommodate potential price variations and ensure Staff can secure suitable replacement vehicles without delay. 3 Approving the purchase of this new vehicle provides the Open Space and Trails Division with the resources to adequately and efficiently respond to constituent and community needs while prioritizing safety and operational efficiency. Furthermore, the Open Space and Trails Division intend to upfit the truck with the purchase and installation of a heavy-duty toolbox, City logos and identification, and other miscellaneous additions for a total not-to-exceed amount of $5,000. The heavy-duty toolbox will facilitate maintenance tasks in the field, which will be the primary purpose of this truck. The additional accessories will be purchased utilizing funds already budgeted for FY 2025-26. Public Safety Division: Exhibit B – Vehicle Quotes for one (1) 2025 Toyota Tacoma Dealership Vehicle Listed Price Estimated Price & Fees Toyota of Torrance 2025 Toyota Tacoma SR5 (A8) 4x2 Double Cab 5 ft. box7146 $36,914.00 $41,365.15 AutoNation Cerritos Toyota 2025 Toyota Tacoma SR5 (A8) 4x4 Double Cab 6 ft. box7570 $38,947.34 $43,533.74 Anaheim Toyota 2025 Toyota Tacoma SR5 (A8) 4x4 Double Cab 6 ft. box7570 $44,553.00 $45,648.04 Staff received three responsive quotes, with the preferred quote provided by AutoNation Cerritos Toyota for one 2025 Toyota Tacoma (SR5 A8 4x4 Double Cab 6 foot bed) for an estimated cost of $43,533.74 (Attachment B). Albeit not the lowest cost, due to limited available inventory, AutoNation of Cerritos quoted vehicle price may fluctuate slightly by the time the City is authorized to complete this sale. As such, Staff requests authorization for a final purchase contract with AutoNation Cerritos Toyota for a total not-to-exceed amount of $50,000 to provide the flexibility needed to accommodate potential price variations and ensure Staff can secure suitable replacement vehicles without delay. Although the quote from Toyota of Torrance reflects a lower cost, that cost is based on a 4x2 double cab with a 5-foot bed, which does not meet the operational needs of the department. AutoNation Cerritos Toyota offers a 4x4 double cab with a 6-foot bed, which is preferred since it aligns with the Division’s functional requirements to support field operations, equipment transport, and year-round deployment conditions. Following the vehicle purchase, remaining funds will be used to upfit the truck with essential Public Safety equipment for a total not-to-exceed amount of $20,000, which is included in the FY 2025-26 Adopted Budget. The truck will be upfitted by Emergency Vehicle Specialties Inc. (EVS), a company utilized by various other cities’ Public Safety Departments for vehicles and includes essential public safety equipment designed to 4 ensure the vehicle is fully functional, highly visible, and properly equipped to perform patrol duties (Attachment C). The upfitting will include: • Full-size LED light bar (amber/white directional capabilities) critical for traffic control, roadway safety, and scene management. • Siren, light controller, and siren with speaker to safely clear intersections, alert drivers during roadway hazards, and support LASD during traffic control. • Surface-mounted LED warning lights to support safe traffic control. • Wiring, power distribution, fuse panels, and safety components for the safe installation and long-term reliability of the vehicle’s electrical system. • Fabrication of radio/equipment mounts and data terminal support to secure and integrate with the Mobile Digital Computer (MDC) that is issued by LASD and is required to receive and respond to non-emergency calls for service from Dispatch. • Labor cost for proper installation by certified technicians. A properly marked and equipped Public Safety vehicle signals to the community that trained personnel are actively monitoring neighborhoods, supporting residents, and maintaining a strong partnership with Lomita Sheriff’s Station. This type of visible, highly recognizable presence is an invaluable tool in promoting voluntary compliance, discouraging crime, and reinforcing the City’s commitment to public safety. CONCLUSION: Staff recommend the City Council authorize the purchase and upfitting of one 2026 Toyota Tundra truck in the amount not-to-exceed $80,000 for the Open Space and Trails Division and one 2025 Toyota Tacoma truck in the amount not-to-exceed $70,000 for the Public Safety Division. ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration. 1. Do not authorize one or both vehicle purchase contracts and upfitting, and direct Staff to request new quotes. 2.
