CALL TO ORDER
A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair
Nulman at 7:00 P.M. in accordance with the requirements of the Ralph M. Brown Act, Section 54950
et seq. of the Government Code. Remote participation by any Committee/Commission member shall
be in accordance with Subdivisions (b)(3)or(f) of Government Code Section 54953.The meetings are
held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for
staff/consultants/participants using the Zoom platform and broadcast live on the City's website at
rpvca.gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39. Members of the public
could observe and participate using the zoom participation feature and in person.

Commissioner George moved to approve seconded by Commissioner O'Connor.

2. GENERAL PLAN AMENDMENTS RELATED TO LANDSLIDE- (CASE NO. PLGP2025-0001): (BF)
Community Development Director Brandy Forbes presented the staff report to consider
recommending to the City Council text amendments to the General Plan elements to update
references associated with the adopted amendments to Rancho Palos Verdes Municipal Code
Chapter 15.20, entitled "Greater Portuguese Bend Landslide Complex Regulations on Land Use
Permits."
Discussion ensued amongst Staff and the Planning Commission.
Chair Nulman opened the Public Hearing.
No public speakers.
Chair Nulman closed the Public Hearing.
The Planning Commission asked clarifying questions of Staff.
COMMISSIONER CHURA MOVED SECONDED BY COMMISSIONER SANTAROSA TO ADOPT P.C.
RESOLUTION NO. 2025-08, RECOMMENDING TO THE CITY COUNCIL PROPOSED TEXT
AMENDMENTS TO THE GENERAL PLAN ELEMENTS TO UPDATE THE STATUS OF THE LANDSLIDE
CONDITIONS AND REFERENCES ASSOCIATED WITH THE NEW RANCHO PALOS VERDES MUNICIPAL
CODE CHAPTER 15.20, ENTITLED "GREATER PORTUGUESE BEND LANDSLIDE COMPLEX
REGULATIONS ON LAND USE PERMITS" APPROVED WITH THE ADOPTION OF ORDINANCE NO. 692.
THE MOTION PASSED ON A VOTE OF 5-1, WITH COMMISSIONER CHRISTEN DISSENTING.

Senior Planner Jessica Bobbett presented the staff report finding consistency with the Rancho Palos
Verdes General Plan for the vacation of the sewer easement for the property located at 5801
Crestridge Road.
The Planning Commission asked clarifying questions of Staff.
COMMISSIONER CHRISTEN MOVED SECONDED BY COMMISSIONER GEORGE TO ADOPT P.C.
RESOLUTION NO. 2025-09 FINDING THE CITY'S VACATION OF THE SEWER EASEMENT ON 5801
CRESTRIDGE ROAD IS CONSISTENT WITH THE CITY'S GENERAL PLAN AND DETERMINE THE SEWER
EASEMENT VACATION IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
REQUIREMENTS (CASE NO. PLSR2025-0349). THE MOTION PASSED ON A VOTE OF 6-0.
