CC RES 2025-073 RESOLUTION NO. 2025-73 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, STATE OF CALIFORNIA, APPROVING AND ADOPTING NEW CLASS SPECIFICATIONS FOR TELEVISION PRODUCER AND TELEVISION PRODUCER ON- CAMERA WHEREAS, Title 2, Chapter 2.46, Section 2.46.030 of the Rancho Palos Verdes Municipal Code, and Rule III, Section 1, of the Competitive Service Employee Rules authorizes the City Manager to prepare, maintain, and amend the classification plan as needed, which shall contain job specifications for job classifications for positions covered by the Rules; and WHEREAS, Rule III, Section 3 of the Competitive Service Employee Rules sets forth the requirement that the classification plan consists of job specifications, which shall set forth a descriptive title, typical duties and responsibilities, essential functions of the position, and the training, experience, and other qualifications necessary or desirable for the effective performance of each position within a job classification; and WHEREAS, the Meyers-Milias-Brown Act (the MMBA) imposes on public employers and recognized employee organizations a "mutual obligation" to meet and confer regarding wages, hours, and other terms and conditions of employment, and thereby freely exchange information, opinions, and proposals to reach an agreement on matters within the scope of representation; and WHEREAS, the change to the job specification of a represented classification falls, respectively, within the scope of bargaining between the City Council and American Federation of State, County and Municipal Employees, District Council 36 (AFSCME). Labor relations representatives completed the meet and confer process with the City and AFSCME have no objections regarding approving the job descriptions for part-time positions of Television Producer and Television Producer On-Camera; and WHEREAS, the City Council and AFSCME desire to approve the job descriptions for Television Producer and Television Producer On-Camera, by accepting, adopting and implementing this resolution; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 'I: The City Council finds the above recitals are true and correct and incorporated herein by this reference. Section 2: The City Council approves and adopts the attached new Class Specifications for part-time Television Producer provided herewith as Exhibit B-1 and Television Producer On-Camera provided herewith as Exhibit C-1. City CIerk Resolution No 2025-73 Page 2 of 2 CLASS SPECIFICATION DATE: 20251021 FLSA: NON-EXEMPT JOB CLASS: T180 TELEVISION PRODUCER DEFINITION AND CLASS CHARACTERISTICS Under limited supervision, plans, directs and coordinates the operations of the City of Rancho Palos Verdes' television station and channel; supervises interns and volunteers; produces and coordinates production and airing of local programming on the channel, Granicus, YouTube, and other platforms as needed; monitors cable system for accuracy of information and proper functioning. SUPERVISION RECEIVED AND EXERCISED Receives general supervision and administrative direction from the Deputy City Manager or his/her designee. May provide functional or technical supervision to volunteers, interns and other support staff. EXAMPLES OF TYPICAL JOB FUNCTIONS The examples provided illustrate the general scope of the position and are not exhaustive. The City reserves the right to adjust job responsibilities as needed to meet operational requirements, including adding, modifying, or removing functions: • Plan, write, shoot direct, edit and produce programs and program segments using 111 single and multi-camera production techniques. • Perform script research and coordinate production • Direct professional and non-professional talent • Assists in planning, directing and coordinating the operations of the television station and channel, including scheduling, continuity, production, publicity, and programming on various platforms including YouTube. • Establishes and maintains liaison with media organizations, companies, production vendors, other government,agencies and the public relating to the television-channel. • Consult and provide technical support to City departments on television production issues. • Supervises and participates in programming activities to ensure quality and compliance with FCC regulations. Serves as executive producer in preparing all program treatments, scripts, materials, equipment and crew assignments for Deputy City Manager's approval. • Prepares production activity and other reports related to television channel operations and State and federal requirements. Recommends broadcasting policies, procedures and standards. • Recommends equipment selection and budgets for television production. Supervises the repair and maintenance of production equipment. • Assists with internship and volunteer program participation. Trains interns and volunteers in video production and other related matters. • Conducts pre-interviews, story planning, scripting, gathering information, editing and all other aspects of production. Performs production duties including technical direction, creating and producing electronic graphics, directing field and studio productions, setting up and operating cameras and audio equipment and providing support services for City related presentations. Judgment and Situational Reasoning Ability • Ability to utilize a thorough knowledge of the principles and techniques of long and short- range television programming. • Knowledge of sources of municipal television programs and the structure and operations of a television system. • Knowledge of FCC rules and regulations pertaining to system operations. • Ability to direct the operations of the Municipal Television Station and Channel in accordance with related regulations and City policies; establish and maintain broadcasting standards; analyze organizational, administrative and technical problems and adopt effective courses of action. • Ability to develop and implement effective program procedures; research and develop program ideas and concepts. • Working knowledge and practical application of studio/remote video production, script writing, editing, lighting, and television/video camera recording techniques and processes.
