Hi, I just saw Ara and Ramzi's edits and have incorporated the changes. Ramzi, upper Altamira is task 1. Ara, we are requesting 100% reimbursement for upper and lower Altamira and 50% for the culvert. ACLAD cannot afford the grading of both areas of the canyon on city land. Gordon Leon 310-463-9244 Gordon Leon 310-463-9244 TO: Honorable Mayor and City Council 9/13/2025 CC Ara Mihranian, Ramzi Awwad From: Gordon Leon, ChairAbaLone Cove Lands Lid eAbatement District Subject: Winterization in the Abalone Cove District ACLAD proposes a joint winterization effort with the City of Rancho Palos Verdes in the Abalone Cove watershed. There are three areas that have been affected by the landslide that need to be addressed prior to this winter's rains. Thefollowing are ACLAD proposals to address the needed mitigation efforts. 1. Upper Altamira Canyon between Vanderlip Canyon and the Portuguese Bend Community Assoc. a. The hillside adjacent to the canyon in this area continued to move and buried lastwinter's remediation efforts. The pinching of the canyon poses a significant flooding and mudslideriskfrom cityowned land. b. ACLAD has been working with RPV on the mitigation design. c. ACLAD proposes funding and managing the remediation to reduce the cost impact. d. ACLAD requests that the city reimburses ACLAD for the remediation work on city owned land, and provide project management services, similarto that funded for the DDW project. 2. 10' Dia. Culvert under PVDS a. An 8-10' section of the culvert was crushed by a fissure which may result in complete failure of the culvert and subsequent damage to PVDS. b. ACLAD has been working with RPV on the mitigation design. c. ACLAD will fund and manage the remediation to reduce the cost impact, and provide 50% of the funding, similarto the 2024 culvert repair. (NTE $50K) d. ACLAD requests that the RPV City Council allow use of some of the remaining RPV DDW loan balance to fund the ACLAD cost share. e. RPVACLAD requests that the city reimburses ACLAD forthe remainder of the remediation work and provide project management (in -kind) services. 3. Lower Altamira Canyon a. The bottom of Lower Altamira Canyon rose approximately 20', causing the formation of a cliff at the beach and ponding. This will cause water infiltration into the toe of the landslide and increase landslide movement. b. ACLAD has been working with RPV on the mitigation design. c. ACLAD proposes funding and managing the remediation to reduce the cost impact. d. ACLAD requests that the city reimburses ACLAD for the remediation work on city owned land, and provides project management services, similarto that funded for the DDW project. There are numerous other winterization projects within the Abalone Cove that are solely funded by ACLAD to prepare for this winter's rains and directwater off private property and into Altamira Canyon.
