We use a number of geographic pointers that establish where your parcel is. As you know the properties in these landslides are moving. So we actually have homes that are located on somebody else's parcel. There is nothing in the law that guides my office on how to deal with this situation. We have houses that may be two or three parcels away from the one that they own. So we've been asked how do we assess that and the truth is we pretend that they haven't moved. So you're still assessed with your parcel even though your home is on somebody else's parcel because the law doesn't give us any guidance on how to do things differently. The City Manager has also temporarily closed Abalone Cove Beach, Sacred Cove Beach, and the beach below the Archery Range (east of Inspiration Point) in close coordination with the City Geologist, Los Angeles County Lifeguards, and the California Coastal Commission. Staff continue to monitor these and other areas, and extensive repairs will likely be needed before these trails and open space areas can be reopened for public use after the area has been stabilized. August 19, 2025 q City Council of Rancho Palos Verdes Dear City Council Members, I am writing to urge the City Council to prioritize the resurfacing of the graben at the intersection of Exultant and Admirable Drives. This area requires immediate attention to redirect water collections toward the centers of both streets, alleviating the ongoing issues that have plagued our community. As residents, we are exhausted and deeply frustrated by the unsanitary conditions created by tarps that pool water, resulting in persistent sewage odors and breeding grounds for mosquitoes. Over the past month, we have experienced multiple incidents involving individuals under the influence of drugs harassing residents, climbing the green fences, and scouting for unauthorized entry points. With the winter months of 2025 approaching, our community deserves better —prompt action to restore safety, hygiene, and livability in this neighborhood. I understand that previous discussions have highlighted concerns about the weight of new asphalt and potential sewer system plans impeding progress, as well as the associated costs. However, I would like to respectfully counter these claims with evidence from recent activities in the area, demonstrating that resurfacing is both feasible and urgent. First, regarding the weight concerns: The Los Angeles County Sanitation Districts have already removed their temporary scaffolding and filled several sections —each approximately 8 feet by 10 feet by 10 feet in dimension. These were supported by steel trench boxes, each weighing around 6,000 pounds, with two to three in use within the graben section. Heavy equipment has been operating there extensively, including a medium Cat D6 dozer (weighing 45,000-50,000 pounds) combined with a small Cat D3 (18,000-22,000 pounds). This week alone, two excavators, each weighing about 56,900 pounds, have been removing the corner house. Moreover, the site has served as a staging ground for dirt, gravel, and other materials for years. To put this in perspective, resurfacing a 30-foot by 30-foot area (900 square feet) with 3 inches of asphalt would weigh approximately 32,636 pounds, while the same area with decomposed granite (DG) would weigh about 27,000 pounds. The graben has endured far greater stresses from contractors and city operations without issue. Removing existing materials and replacing them with new asphalt or DG to properly channel water would impose no additional burden beyond what has already been tolerated. Second, on the matter of land stability and the need for further geological assessments: The area has shown no movement since October 2024, and it is time to heal this corner of our community. Additional geology reports are unnecessary for simply smoothing the graben, as the City has already approved the removal of the steel boxes by LA Sanitation and their subsequent filling with gravel —estimated at 100,000 pounds per site, or 200,000 pounds total for the two locations. This approval confirms that the site can handle such modifications without further delays or studies. Palos Verdes Drive South, with its more complex geological composition, has not prevented similar maintenance elsewhere; we must not accept more excuses for inaction here. Water intrusions from canyons and upper streets must be redirected now to prevent further damage, rather than later when conditions worsen. Third, the current state of the graben is a disaster that actively attracts drug addicts and criminal activity. In the last 40 days, we have had four incidents of individuals nearly driving through the gates or climbing them. To deter this, I propose removing the existing fences and installing more natural barriers, such as wooden posts and planks similar to those at the cliff viewing areas. This would transform the site into a perceived nature reserve, reducing its appeal as a hotspot for illicit behavior and enhancing the overall aesthetic and safety of the neighborhood. In the areas of where the cars could drive in, add a few meridians as those have been used in parades and events. The fencing that currently is located at the end of the streets is useless when the winds blow down the fencing. Finally, addressing the cost concerns: Supervisor Janice Hahn has donated millions toward improvements in this area, and a portion of those funds should be allocated to resurfacing the graben. Additionally, many residents did not claim available reimbursements, and those unclaimed funds could be redirected here. Furthermore, I question the necessity of the daily watch guard stationed next to the fire station, with flashing lights but no active enforcement. This guard remains stationary in their truck, drawing a substantial salary while failing to prevent prohibited vehicles —trucks, bikes, and others —from entering the landslide zone. Reallocating this salary would provide immediate resources for fixing the graben without straining the budget. In summary, the time for excuses has passed. The graben can and must be resurfaced promptly to address water management, sanitation, safety, and crime prevention. I implore the City Council to act decisively and allocate the necessary resources before winter exacerbates these problems. Our community has waited long enough; we deserve a safe, functional, and welcoming environment. I would appreciate a response outlining the steps you plan to take and a timeline for implementation.
