RECOMMENDED COUNCIL ACTION:
(1) Approve a new Class Specification for Television Producer position;
(2) Approve a new Class Specification for Television Producer On -Camera position;
and,
(3) If acceptable, adopt Resolution No. 2025-___- RESOLUTION OF THE CITY

CALIFORNIA, APPROVING AND ADOPTING NEW CLASS SPECIFICATIONS
FOR TELEVISION PRODUCER AND TELEVISION PRODUCER ON-CAMERA
POSITIONS.
FISCAL IMPACT: The City Council is being asked to approve two new job classifications
that do not exist for positions currently in place as part-time positions.
If approved, the new Class Specifications would apply to two existing
part-time positions currently funded in the Fiscal Year (FY) 2025-26
adopted budget for salaries and benefits and will not result in any
additional fiscal impact. VR

BACKGROUND:
Class Specifications are formal descriptions outlining the required duties, responsibilities,
qualifications, knowledge, skills and working conditions for specific positions (full time and
part time) in the City. Class Specifications also serve as the official guideline for hiring,
promoting, salary setting, performance evaluation, and organization planning. As a best
practice, Class Specifications that are newly created or require revisions should be
presented to the City Council for consideration and approval in order to formalize.
As part of the City’s ongoing efforts to support daily operations and align staffing with
service demands, the Human Resources Division has completed a review of two new
Class Specifications that are fully funded in the City’s FY 2025-26 operating budget, but
do not formally exist as Class Specification. This includes the part-time positions of
Television Producer (this position is to be filled in the coming months) and Television
Producer On-Camera (this position is currently filled).
The associated labor group, American Federation of State, County and Municipal
Employees, District Council 36 (AFSCME) have reviewed and approved the Class
Specifications pursuant to the meet and confer requirements of the Meyers-Milias-Brown
Act (MMBA). Staff now request City Council consideration to formally approve them, as
discussed below.
DISCUSSION:
Television Producer Classification
Television Producer plans, directs and coordinates the operations of the City’s RPVtv
television station and channel. They are responsible for producing and coordinating the
production and airing of local programming on the channel, Granicus, YouTube, and other
platforms as needed. They monitor cable systems for accurate information and proper
functioning. Described in greater detail in the attached Class Specification (Attachment
B).
Television Producer On-Camera Classification
Television Producer On-Camera has all the same responsibilities of the Television
Producer. In addition, they present or host shows on-camera by conducting interviews
and/or narrating video content. Described in greater detail in the attached Class
Specification (Attachment C).
Approval of the new Television Producer and Television Producer On-Camera Class
Specifications support the City Council's goals of operational readiness and community
service enhancement, and approval is necessary to finalize recruitment for a part-time
Television Producer. The current hourly salary range for the part-time Television Producer

is $29.61 to $38.50, and Television Producer On -Camera is $33.99 to $44.20. To formally
approve these two job classifications, the City Council is being asked to adopt the
attached resolution (Attachment A). Such action will not result in a fiscal impact because
both job classifications are currently funded as part-time positions for FY 2025-26.
ADDITIONAL INFORMATION:
Separately, the Human Resources Division is engaging in a more systematic review of
all Class Specifications, working with the City’s Department Heads to ensure that they
accurately reflect the work that their incumbents are currently performing. Upon preparing
all of the updated Class Specifications, Staff will bring them to City Council for final
consideration in a future meeting as it has come to their attention that they have not
previously been approved. Presenting them to the City Council ensures transparency
and greater understanding of the individual roles and job classifications that contribute to
the daily operations of the City.
CONCLUSION:
Staff recommend the City Council approve the new Class Specifications to ensure timely
recruitment and fulfillment of staffing needs.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available for
the City Council’s consideration:
1. Do not approve the new Class Specifications and do not adopt the resolution, and
provide staff with further direction.
2. Approve, with modifications, the new Class Specifications and direct staff to
coordinate with the City labor unit and return at a future meeting for Council
consideration.
3. Take other action, as deemed appropriate.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES, STATE OF
CALIFORNIA, APPROVING AND ADOPTING NEW
CLASS SPECIFICATIONS FOR TELEVISION
PRODUCER AND TELEVISION PRODUCER ON-
CAMERA
WHEREAS, Title 2, Chapter 2.46, Section 2.46.030 of the Rancho Palos Verdes
Municipal Code, and Rule III, Section 1, of the Competitive Service Employee Rules
authorizes the City Manager to prepare, maintain, and amend the classification plan as
needed, which shall contain job specifications for job classifications for positions covered
by the Rules; and
WHEREAS, Rule III, Section 3 of the Competitive Service Employee Rules sets
forth the requirement that the classification plan consists of job specifications, which shall
set forth a descriptive title, typical duties and responsibilities, essential functions of the
position, and the training, experience, and other qualifications necessary or desirable for
the effective performance of each position within a job classification; and
WHEREAS, the Meyers-Milias-Brown Act (the MMBA) imposes on public
employers and recognized employee organizations a “mutual obligation” to meet and
confer regarding wages, hours, and other terms and conditions of employment, and
thereby freely exchange information, opinions, and proposals to reach an agreement on
matters within the scope of representation; and
WHEREAS, the change to the job specification of a represented classification falls,
respectively, within the scope of bargaining between the City Council and American
Federation of State, County and Municipal Employees, District Council 36 (AFSCME).
Labor relations representatives completed the meet and confer process with the City and
AFSCME have no objections regarding approving the job descriptions for part-time
positions of Television Producer and Television Producer On-Camera; and
WHEREAS, the City Council and AFSCME desire to approve the job descriptions
for Television Producer and Television Producer On-Camera, by accepting, adopting and
implementing this resolution;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: The City Council finds the above recitals are true and correct and
incorporated herein by this reference.

DEFINITION AND CLASS CHARACTERISTICS
Under limited supervision, plans, directs and coordinates the operations of the City of Rancho
Palos Verdes’ television station and channel; supervises interns and volunteers; produces and
coordinates production and airing of local programming on the channel, Granicus, YouTube, and
other platforms as needed; monitors cable system for accuracy of information and proper
functioning.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision and administrative direction from the Deputy City Manager or
his/her designee. May provide functional or technical supervision to volunteers, interns and other
support staff.
EXAMPLES OF TYPICAL JOB FUNCTIONS
