County Regional Park and Open Space District Competitive Measure A Grant Program. Given this, the City has requested B&A to prepare and submit the two grant applications on the City’s behalf. The cost to do so is $17,255 which is included in the Fiscal (FY) 2025-26 operating budget for grant consulting services. The current contract is not to exceed $100,000. For the grant applications, if awarded, Staff will present separate staff reports for City Council consideration to accept the grant and its terms and restrictions, and appropriate the grant revenues. Blais & Associates Proposals for Preparation of two LA County RPOSD Competitive Measure A Grants BACKGROUND: The Los Angeles County Regional Park and Open Space District (RPOSD) is responsible for implementing and administering the Los Angeles County Safe, Clean Neighborhood Parks and Beaches Measure of 2016 (Measure A). Seventy -five percent of Los Angeles County voters approved Measure A in November 2016, which authorizes dedicated local funding for park, recreation, and open space projects and their maintenance through an annual special tax on all taxable real property in the County. Measure A is a parcel tax based on the square footage of improved property and includes both formula -based funding allocations to Study Areas and competitive grants that are open to eligible public entities, non-profit organizations, schools, and other eligible entities . The tax does not have a sunset date. Measure A makes funding available to eligible recipients for projects that repair and upgrade parks and recreational facilities; create new parks; preserve and protect open spaces and beaches; and support recreational programming. Staff are specifically proposing for the City to apply for two Measure A Grants: 1. Natural Lands, Local Beaches, Water Conservation and Protection Grant for habitat restoration and trail repairs within landslide impacted areas of the Palos Verdes Nature Preserve (Preserve); and 2. Planning and Design Grant to create plans for developing plans for a connector bridge and trail segment project to connect the Three Sisters and Filiorum Reserves. Both grant applications are due by October 30, 2025. 2 DISCUSSION: 1. Natural Lands, Local Beaches, and Water Conservation & Protection Competitive Grant Application Staff proposes to apply for this Grant in the amount of $1.61 million to restore habitat and repair trails in and adjacent to areas impacted by landslide remediation efforts. Since the Greater Portuguese Bend Landslide Complex (Landslide Complex) experienced a significant increase in movement as a result of the 2023 and 2024 winter storms, 16 miles of the 33-mile Preserve trail system have been closed due to landslide-related damage and impacts from landslide remediation efforts; furthermore, several acres of habitat have also been impacted. Staff are working closely with the City Geologist to reopen 4.5 miles of trails within the upper area over the next three months. In order to determine if a trail is safe to open for public access, staff and the City Geologist are considering land movement rates in the vicinity of the trail and damage that is occurring on or near the trail. The trails proposed for reopening are in stable areas not currently experiencing significant land movement and were not originally closed due to damage caused directly by land movement, but rather close proximity to more actively moving areas and areas of active landslide remediation and utility repair and improvement projects. All things considered, public safety is the number one factor when determining if a landslide impacted trail can be reopened for public use. Staff is also continuously coordinating with the Palos Verdes Peninsula Land Conservancy (Land Conservancy), U.S. Fish and Wildlife Service (USFWS), and California Department of Fish and Wildlife (CDFW) to track impacts to habitat and find ways to restore lost habitat and impacts on sensitive and endangered species that depend on that habitat. The City and Land Conservancy, in coordination with the City Geologist, USFWS, and CDFW have created a project to restore 25 acres of habitat within the landslide impacted areas that utilize a broadcast seeding approach. The proposed scope of work is designed to target open space areas in the Preserve that have not previously been restored with an approach to restoration focused on seeding quickly and widely, with limited or no access to supplemental watering sources and irrigation. The Land Conservancy issued a preliminary project plan highlighting a total of 25 acres of restoration divided into phases located within the Filiorum, Lower Filiorum, and Lay Reserves. A secondary component of this grant project includes improvements to trails in the vicinity of the restoration work. Staff propose to improve approximately five miles of previously closed trails utilizing assistance from the California Conservation Corps, Volunteer Trail Crew, and City Open Space and Trails Division staff. The trail work includes improvements, repairs, and reroutes of trails in the Filiorum and Portuguese Bend 3 Reserves with the goal of reestablishing trail connectivity that has been fractured by the landslide. With an estimated cost of $60,000 per acre of the proposed seed and rainwater focused restoration, combined with the proposed trail repairs, the total grant amount requested is $1.61 million. 2. Planning & Design Competitive Grant Program Staff proposes applying for a $500,000 Measure A Planning & Design Competitive Grant for the planning and design of a trail and bridge project connecting the Filiorum Reserve to the Three Sisters Reserve. This trail is an approved trail in the City Council, USFWS, and CDFW-approved Public Use Master Plan (PUMP) and Preserve Trails Plan (PTP) for the Preserve. The purpose of the Connector Trail is to connect the multi-use Pony Trail within the Filiorum Reserve with the multi-use Barkentine Trail within the Three Sisters Reserve to provide seamless access throughout the overall Preserve. The reason the connector trail remains unbuilt is that it involves a steep and complex canyon crossing, and the only feasible crossing over this canyon is with a costly bridge. The Connector Trail location is depicted below in the trail map excerpt. While the Connector Trail has always been a high priority due to how much it enhances connectivity within the core Reserve properties, its need is exacerbated by the recent closures of approximately 9 miles of trails impacted by land movement in the immediate area. Creating this connector trail will greatly enhance user experience and connectivity 4 throughout the Forrestal, upper Portuguese Bend, upper Filiorum, and Three Sisters Reserves. The grant project and application for $500,000 will be used to create plans and designs for the trail and bridge including: • Schematic design and design development • Preparation of construction documents and permitting • Feasibility and technical assessments, including geotechnical and hydrology assessments • Site planning and cost estimation If awarded, the Measure A grant funds will be used to plan and design shovel ready construction plans for this Connector Trail and Bridge project. Once shovel ready plans are completed, Staff will pursue additional grant funds, such as the Measure A program, to fund construction in future years. ADDITIONAL INFORMATION: Grant Application Preparation and Submittal The City has an existing professional services agreement with B&A to monitor, prepare, and submit grant applications, as needed and with the City’s approval. Accordingly, B&A will be assisting in preparing and submitting the grant applications and supporting documents for the two Measure A Grants. Due to the competitive nature of the grant, Staff believes that B&A’s grant writing skills will enhance the City’s chances of obtaining these grants. The cost to prepare and submit the two grant applications is $17,255 which is budgeted in FY 2025-26 (Attachment D). CONCLUSION: Staff recommend that the City Council adopt the attached Resolutions (Attachments A and B) authorizing the submittal of the two Measure A Grant applications (Attachment C) including the Natural Lands, Local Beaches, and Water Conservation & Protection Competitive Grant in the amount of $1.61 million and the Planning & Design Competitive Grant in the amount of $500,000. ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration: 1. Direct Staff to modify one or both applications before submitting. 2. Direct Staff not to proceed with one or both applications. 3.
