BACKGROUND:
The Open Space and Trails Manager (OST Manager) position was budgeted and filled
starting in FY 2023-24 to oversee the Open Space and Trails Division in the Recreation
and Parks Department. The position manages maintenance and operations of the City’s
over 1,500-acre Palos Verdes Nature Preserve (Preserve), open space areas,
supervision of part- and full-time staff including Rangers, and program management. In
recent years and given the extensive landslide damage to the City’s open spaces, the
scope of work for the OST Manager role has evolved to include a wider scope of duties,
including budget development and oversight, regulatory compliance, and supervision of
a larger number of staff (currently at 7 full-time and 11 part-time). The role also includes
working with outside agencies such as the Palos Verdes Peninsula Land Conservancy
(PVPLC), U.S. Fish and Wildlife Service, California Department of Fish and Wildlife, and
the California Coastal Commission to implement long-term projects that will continually
improve and preserve the City’s open space in perpetuity. The OST Manager’s scope of
work today reflects the duties and professional judgment consistent with other Manager
level roles in the City.
The OST Manager position is currently classified as a non -management position that is
represented by the Rancho Palos Verdes Employees’ Association (RPVEA), with an
annual salary range of $106,986–$138,955. This position is the only active Manager
position in RPVEA, with three inactive manager positions in RPVEA (Accounting, Cable
TV Station and Recreation Services Managers) that are unbudgeted and unfilled.
DISCUSSION:
Proposed Adjustments to OST Manager Position
Recently, the Administration Department noted that all other active Manager or Manager-
level positions are in the Unrepresented group, which also includes Deputy Directors and
Directors. Given this inconsistency, the City’s Negotiating Team (comprised of the City
Manager, Deputy City Manager, Finance Director, Human Resources and Risk Manager,
and Labor Attorney) met with the RPVEA Board on May 28, 2025 and requested to:

1. Move the OST Manager out of RPVEA and into the Unrepresented Group; and
2. Adjust the position’s annual salary range to be comparable with that of other
Unrepresented Manager roles that generally range from $146,000-$190,000.
The stated goal was to establish consistency and parity across all active Manager roles.
However, the RPVEA Board requested to retain the position and noted the three inactive
Manager positions in RPVEA as indication that these roles can remain split between the
Unrepresented group and RPVEA.
Following a second Meet and Confer meeting on July 10, 2025, the City and RPVEA
agreed to recommend to the City Council to keep the OST Manager in RPVEA, but at an
adjusted salary range equivalent to another active RPVEA position, Maintenance
Superintendent, which has comparable oversight responsibilities. The Superintendent’s
salary range is $134,287-$174,575, which is higher than the current OST Manager salary
range and includes the benefits of RPVEA membership, but is lower than the
Unrepresented Managers salary range. Aligning the salary ranges of the OST Manager
and Maintenance Superintendent ensures internal equity among RPVEA members.
RPVEA and the City also agreed to revisit this matter in 2027, when the City is tentatively
scheduled to conduct its next classification and compensation study. The most recent
study was completed in 2023-2024, and updates are typically conducted every five to
seven years to help ensure that job titles, duties, and pay ranges continue to remain
appropriate for the needs of the City, maintain compliance with labor regulations, and are
aligned with market trends across cities comparable to Rancho Palos Verdes. A study in
2027 will systematically reassess all city positions and address inconsistencies or other
matters through a wholesale approach.
Class Specification for OST Manager Position
It was noted by the City that the OST Manager position did not yet have an approved
Class Specification. As such, Staff prepared a final draft for City Council’s review
(Attachment C). This final draft was reviewed and approved by the RPVEA Board on
August 11, 2025. The Class Specification reflects the current duties and professional
judgment required in this role:
• Oversight of division-wide operations and strategic planning
• Supervision of full-time and part-time staff, including hiring, performance
evaluations, and disciplinary recommendations
• Independent budget development and fiscal management
• Coordination with external agencies such as the Palos Verdes Peninsula Land
Conservancy, U.S. Fish and Wildlife Service, California Department of Fish and
Wildlife, and California Coastal Commission

• Policy development and presentation of reports to City Council and advisory
committees
CONCLUSION:
Based on the above discussion, staff recommend that the City Council adopt the attached
resolution (Attachment A) approving the Class Specification for OST Manager and
approving an adjustment to the salary range effective July 1, 2025 (back pay would apply).
If approved, staff also recommends that the City Council adopt the attached resolution
(Attachment B) to amend the Salary Schedule for RPVEA Association (Attachment D) to
reflect the adjusted salary range for the Open Space and Trails Manager classification
retroactively effective July 1, 2025.
ALTERNATIVES:
In addition to the staff recommendation, the following alternative actions are available for
the City Council’s consideration:
1. Do not adopt the attached Resolution approving the Class Specification for Open
Space and Trails Manager and approving an adjustment to the salary range.
2. Do not adopt the attached Resolution approving the amendment to the Salary
Schedule.
3. Take other action, as deemed appropriate.

A RESOLUTION OF THE CITY COUNCIL OF THE

CALIFORNIA, APPROVING AND ADOPTING A
CLASS SPECIFICATION AND ADJUSTED SALARY
RANGE FOR THE POSITION OF OPEN SPACE AND
TRAILS MANAGER EFFECTIVE JULY 1, 2025.
WHEREAS, Title 2, Chapter 2.46, Section 2.46.030 of the Rancho Palos Verdes
Municipal Code, and Rule III, Section 1, of the Competitive Service Employee Rules
authorizes the City Manager to prepare, maintain, and amend the classification plan as
needed, which shall contain job specifications for job classifications for positions covered
by the Rules; and
WHEREAS, Rule III, Section 3 of the Competitive Service Employee Rules sets
forth the requirement that the classification plan consists of job specifications, which shall
set forth a descriptive title, typical duties and responsibilities, essential functions of the
position, and the training, experience, and other qualifications necessary or desirable for
the effective performance of each position within a job classification; and
WHEREAS, the Meyers-Milias-Brown Act (the MMBA) imposes on public
employers and recognized employee organizations a “mutual obligation” to meet and
confer regarding wages, hours, and other terms and conditions of employment, and
thereby freely exchange information, opinions, and proposals to reach an agreement on
matters within the scope of representation; and
WHEREAS, the class specification of a represented full-time classification falls
within the scope of bargaining between the City and Rancho Palos Verdes Employees
Association (RPVEA). Labor relations representatives completed the Meet and Confer
process with the City, and RPVEA have no objections to approving the class specification
for Open Space and Trais Manager; and
WHEREAS, the City Council and RPVEA desire to adjust the salary range for
Open Space and Trails Manager from $106,986 - $138,955 to a new annual salary range
of $134,287 - $174,575, retroactively effective on July 1, 2025 and subject to any
adjustments as outlined in the FY 2025-2028 MOU with RPVEA, by accepting, adopting
and implementing this resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:

POSITION EFFECTIVE JULY 1, 2025.
WHEREAS, the City Council adopted Resolution 2025-49 on July 15, 2025, that
reflected updated salary ranges for the Public Safety Manager and Intern positions;
remove the Open Space and Trails Specialist position and salary range; and add the
Open Space and Trails Coordinator position and salary range, as approved by the City
Council as part of the adopted FY 2025 -26 Operating Budget. This amended Salary
Schedule was for all full-time employees represented by the Rancho Palos Verdes
Employee Association (RPVEA) and Unrepresented (Management and Confidential)
employees, including the City Manager, based on cost of living adjustment (COLA) wage
increase of three percent (3%) effective the first full pay period of FY 2025-26; and
WHEREAS, the City Council now desires to amend the City’s Salary Schedule to
adjust the salary range for Open Space and Trails Manager from $106,986 –$138,955 to
a new range of $134,287–$174,575, effective July 1, 2025, and subject to any
adjustments as outlined in the FY 2025-2028 MOU with RPVEA; and
WHEREAS, Section 36506 of the California Government Code requires that the
City Council fix the compensation of all appointive officers and employees by resolution
or ordinance; and,
WHEREAS, Rule V of the Personnel Rules of the City provides that in order to
amend the City’s Salary Schedule that updates must be made via Resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: Resolution No. 2025-49 is hereby superseded and replaced by this
resolution to reflect the adjusted salary range for Open Space and Trails Manager
effective July 1, 2025.
Section 2: This resolution shall be made retroactively effective on July 1, 2025
and applied to the first full pay period of FY 2025-26. The City Clerk shall certify the
adoption of this Resolution.

DEFINITION AND CLASS CHARACTERISTICS
Manages and oversees the Open Space and Trails Division of the Recreation and Parks
Department, including maintenance, operations, program management, and special projects.
Plans and implements public trails systems and open space areas in the City consistent with the
City's General Plan, Coastal Specific Plan, Conceptual Trails Plan, Trails Network Plan, Natural
Communities Conservation Plan/Habitat Conservation Plan and any other trails or open space
plan approved by the City Council. Assists in administration of Department and Division policies,
procedures, and services. Coordinates with City departments, public agencies, and open space
management partners.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Recreation and Parks Department Director. Provides
general supervision to the Open Space and Trails Division, which includes the Open Space and
Trails Supervisor, Administrative Analyst, Park Ranger Program, and Open Space and Trails staff.

RESOLUTION NO. 2025-49
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES, CALIFORNIA,
SUPERSEDING RESOLUTION NO. 2025-34 TO
AMEND THE SALARY SCHEDULE FOR THE RANCHO
PALOS VERDES EMPLOYEES ASSOCIATION,
UNREPRESENTED EMPLOYEES, AND THE CITY
MANAGER TO REFLECT A THREE PERCENT COST
OF LIVING ADJUSTMENT EFFECTIVE JULY 1, 2025
WHEREAS, the City Council adopted Resolution 2025-34 on June 3, 2025, that
sets a new Salary Schedule for all full-time employees represented by the Rancho Palos
Verdes Employee Association and Unrepresented (Management and Confidential)
employees, including the City Manager, based on cost of living adjustment (COLA) wage
increase of three percent (3%) effective the first full pay period of FY 2025-26; and
WHEREAS, the City Council now desires to amend the City's Salary Schedule to
reflect updated salary ranges for the Public Safety Manager and Intern positions; remove
the Open Space and Trails Specialist position and salary range; and add the Open Space
and Trails Coordinator position and salary range, as approved by the City Council as part
of the adopted FY 2025-26 Operating Budget; and
WHEREAS, Section 36506 of the California Government Code requires that the
City Council fix the compensation of all appointive officers and employees by resolution
or ordinance; and,
WHEREAS, Rule V of the Personnel Rules of the City provides that in order to
amend the City's Salary Schedule that updates must be made via Resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: Resolution No. 2025-34 is hereby superseded and replaced by this
resolution to reflect updated positions and salary ranges for all full-time employees
represented by the Rancho Palos Verdes Employee Association and Unrepresented
Management and Confidential) employees, including the City Manager, based on a three
percent (3%) COLA effective July 1, 2025.
Section 2: This resolution shall be made retroactively effective on July 1, 2025
and applied to the first full pay period of FY 2025-26. The City Clerk shall certify the
adoption of this Resolution.
