REGULAR MEETING
JULY 22, 2025
CALL TO ORDER
A regular meeting of the Rancho Palos Verdes Planning Commission was called to order by Chair
Nulman at 7 04 P M in accordance with the requirements of the Ralph M Brown Act, Section 54950
et seq of the Government Code Remote participation by any Committee/Commission member shall
be in accordance with Subdivisions (b)(3) or(f)of Government Code Section 54953.The meetings are
held at Hesse Park, McTaggart Hall, 29301 Hawthorne Boulevard and/or via teleconference for
staff/consultants/participants using the Zoom platform and broadcast live on the City's website at
rpvca gov/agendas and on PVPtv channels Cox 35 and Frontier FiberOptic 39 Members of the public
could observe and participate using the zoom participation feature and in person

Also present were Community Development Director Forbes, Deputy Director Silva, City Attorney Fox

APPROVAL OF AGENDA
The agenda was approved as presented
COMMUNICATION
City Council Items None
Staff Director Forbes informed the Planning Commission that proposed landslide development
regulations will go before the City Council on August 5th Director Forbes also noted that the City will
host the Leadership Academy in the fall
Commission• Chair Nulman provided an update on his attendance at the Mayor's Breakfast event
Chair Nulman also indicated that the City's State of the Address will be held on August 1st

Vice Chair Brach moved second by Commissioner Santarosa to approve the Consent Calendar.

2 CONDITIONAL WIRELESS FACILITY PERMIT FOR AT&T-(CASE NO CELS2025-0001) 29000 S
Western Avenue (AS)
City Attorney Fox provided background information on Wireless Telecommunication Facility
regulations at the Local and Federal level
Senior Planner Seeraty presented the staff report requesting continued operation of an existing
AT&T wireless telecommunications facility, including approval for the facility to exceed 16 feet in
height and to be located within 200 feet of a residence and another wireless telecommunications
facility, along with the replacement of some existing antennas and equipment on the roof and
facades of an existing four-story commercial office building located at 29000 S Western Avenue
The Planning Commission asked clarifying questions of Staff regarding the shot clock
Chair Nulman opened the public hearing

THE HEARING TO A DATE CERTAIN. THE MOTION FAILED ON A VOTE OF 3-4.
MOTION 2- COMMISSIONER SANTAROSA MOVED SECONDED BY COMMISSIONER GEORGE TO
ADOPT P.C. RESOLUTION NO. 2025-05: APPROVING A CONDITIONAL WIRELESS FACILITY PERMIT
TO ALLOW FOR THE CONTINUED OPERATION OF AN EXISTING AT&T SCREENED WIRELESS
TELECOMMUNICATIONS FACILITY, INCLUDING APPROVAL FOR THE FACILITY TO EXCEED 16 FEET IN
HEIGHT AND TO BE LOCATED WITHIN 200 FEET OF A RESIDENCE AND ANOTHER WIRELESS
TELECOMMUNICATIONS FACILITY, ALONG WITH THE REPLACEMENT OF SOME EXISTING
ANTENNAS AND RELATED EQUIPMENT ON THE ROOF AND FACADES OF THE OFFICE BUILDING
LOCATED AT 29000 S. WESTERN AVENUE (CASE NO. CELS2025-0001). THE MOTION PASSED ON A
VOTE OF 5-2.
3 CONDITIONAL WIRELESS FACILITY PERMIT FOR T-MOBILE-(CASE NO CELS2025-0003) 29000 S

Senior Planner Seeraty presented the staff report requesting to allow T-Mobile to recommission an
existing Sprint wireless telecommunication facility within the same location, including approval for
the facility to exceed 16 feet in height and to be located within 200 feet of a residence and another
wireless telecommunications facility, along with the replacement of some existing antennas and
related equipment on the roof and facades of the office building located at 29000 S Western
Avenue
