A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES, STATE OF
CALIFORNIA, APPROVING AND ADOPTING A
CLASS SPECIFICATION AND ADJUSTED SALARY
RANGE FOR THE POSITION OF OPEN SPACE AND
TRAILS MANAGER EFFECTIVE JULY 1, 2025.
WHEREAS, Title 2, Chapter 2.46, Section 2.46.030 of the Rancho Palos Verdes
Municipal Code, and Rule III, Section 1, of the Competitive Service Employee Rules
authorizes the City Manager to prepare, maintain, and amend the classification plan as
needed, which shall contain job specifications for job classifications for positions covered
by the Rules; and
WHEREAS, Rule III, Section 3 of the Competitive Service Employee Rules sets
forth the requirement that the classification plan consists of job specifications, which shall
set forth a descriptive title, typical duties and responsibilities, essential functions of the
position, and the training, experience, and other qualifications necessary or desirable for
the effective performance of each position within a job classification; and
WHEREAS, the Meyers-Milias-Brown Act (the MMBA) imposes on public
employers and recognized employee organizations a "mutual obligation" to meet and
confer regarding wages, hours, and other terms and conditions of employment, and
thereby freely exchange information, opinions, and proposals to reach an agreement on
matters within the scope of representation; and
c,, WHEREAS, the class specification of a represented full-time classification falls
within the scope of bargaining between the City and Rancho Palos Verdes Employees
Association (RPVEA). Labor relations representatives completed the Meet and Confer
process with the City, and RPVEA have no objections to approving the class specification
for Open Space and Trais Manager; and
WHEREAS, the City Council and RPVEA desire to adjust the salary range for
Open Space and Trails Manager from $106,986 - $138,955 to a new annual salary range
of $134,287 - $174,575, retroactively effective on July 1, 2025 and subject to any
adjustments as outlined in the FY 2025-2028 MOU with RPVEA, by accepting, adopting
and implementing this resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: The City Council finds the above recitals are true and correct and
incorporated herein by this reference.
Section 2: The City Council approves and adopts the attached Class Specification
for Open Space and Trails Manager and adjusted salary range provided herewith as
Exhibit A and approves and adopts the amended Salary Schedule provided herewith as
Exhibit B.
Section 3: The amendments reflected in this resolution shall be retroactively
effective on July 1, 2025. The City Clerk shall certify the adoption of this Resolution.

OPEN SPACE AND TRAILS MANAGER
DEFINITION AND CLASS CHARACTERISTICS
Manages and oversees the Open Space and Trails Division of the Recreation and Parks
Department, including maintenance, operations, program management, and special projects.
Plans and implements public trails systems and open space areas in the City consistent with the
City's General Plan, Coastal Specific Plan, Conceptual Trails Plan, Trails Network Plan, Natural
Communities Conservation Plan/Habitat Conservation Plan and any other trails or open space
plan approved by the City Council. Assists in administration of Department and Division policies,
procedures, and services. Coordinates with City departments, public agencies, and open space
management partners.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Recreation and Parks Department Director. Provides
general supervision to the Open Space and Trails Division, which includes the Open Space and
Trails Supervisor, Administrative Analyst, Park Ranger Program, and Open Space and Trails staff.
EXAMPLES OF TYPICAL JOB FUNCTIONS
The examples provided illustrate the general scope of the position and are not exhaustive. The
City reserves the right to adjust job responsibilities as needed to meet operational requirements,
including adding, modifying, or removing functions:
• Participates in the development and implementation of Open Space and Trails Division
goals, objectives, policies, and priorities;
• Perform research and assists in the development of new or amended codes and
ordinances;
• Interprets and implements the City's General Plan, Coastal Specific Plan, Conceptual
Trails Plan, Trails Network Plan, and Natural Communities Conservation Plan/Habitat
Conservation Plan with regards to trails and open space management;
• Serves as liaison to City Departments regarding implementation and administration of
the City’s Natural Communities Conservation Plan/Habitat Conservation Plan;
implementation of the Trails Network Plan, and other open space and trail-related
matters;
• Consults with the City Attorney and/or City Engineer for purposes of establishing or
modifying trail easements;
• Selects, trains, motivates, evaluates, and manages Open Space and Trails Division
Staff; provides or coordinates Open Space and Trails Staff training; works with Division
employees on performance issues; responds to staff questions and concerns; makes
discipline recommendations to the Director;
• Manages and participates in the development of the Open Space and Trails Division
budget; including forecasting funding needs for staffing, equipment, materials and
professional services. Monitors and approves Division expenditures and implements
adjustments as necessary;
• Assists in developing annual maintenance plans and goals for open space facilities;
inspects facilities to determine safety and maintenance needs;

• Oversees and administers in-house and contracted trail and open space maintenance
projects;
• Oversees and administers contracts and agreements related to the management of the
City’s open space areas;
• Researches, manages, and administers grants and performs the appropriate associated
tracking and reporting;
• Prepares, reviews, and presents staff reports related to open space management
programs, operations, maintenance, and special projects, to the City Council and other
boards and commissions as assigned by the Director;
• Attends and participates in professional group meetings; stays abreast of new trends
and innovations in the field of open space management and related fields;
• Monitors changes in laws, regulations, and technology that may affect City or Open
Space and Trails Division operations; recommends appropriate policy and procedural
changes to Director;
• Coordinates with intergovernmental agencies in management of the City’s open space
areas, including, but not limited to, the California Coastal Commission, US Fish and
Wildlife Service, California Department of Fish and Wildlife; LA County Sheriff; and LA
County Fire Department;
• Coordinates with the City Council appointed Committees and/or the Committee's staff
liaison on open space and trails related issues.
• Coordinates with open space management partners on open space management related
matters, including, but not limited to the City's Preserve Manager (the Palos Verdes
Peninsula Land Conservancy) and private development staff;
• Implements the City’s Natural Communities Conservation Plan/Habitat Conservation
Plan and the associated City-Preserve Habitat Manager Management Agreement;
• Conducts both field and office research activity;
• Investigates, compiles and evaluates data and information which may be used for
independently prepared studies and reports;
• Responds to difficult and sensitive public inquiries and complaints and assists with
resolutions and alternative recommendations;
• Updates and maintains a variety of records, files and other media;
• Generates correspondence and memoranda associated with the tasks listed above;
• Perform such additional tasks and duties as assigned.
QUALIFICATIONS
Knowledge of:
• Theory, principles and practices of open space management;
• Procedures involved in the investigation and enforcement of local and state code and
regulations;
• Principles and practices of municipal zoning and land use regulations;
• Correct English usage, spelling, grammar and punctuation;
• Techniques used in effective interpersonal communication;
• Familiarity with trail planning and/or open space management is desired but not
required.

• Select, train, motivate, and evaluate the work of Division staff and train staff in work
procedures;
• Effectively administer special projects with contractual agreements and ensure
compliance with stipulations;
• Organize and prioritize a variety of projects and multiple tasks in an effective and timely
manner, set Division priorities, and meet critical deadlines;
• Prepare logical, objective and concise memoranda, reports, correspondence, and staff
reports;
• Interpret, apply, explain, and ensure compliance with Federal, State, and local laws,
rules, regulations, policies, and procedures;
• Work independently;
• Conduct various types of research involving both office and field work and from the
resultant data prepare comprehensive reports or studies;
• Collect, organize and analyze technical and statistical information and present such in
understandable narrative, graphic and summary formats;
• Establish and maintain effective and professional relationships with the public,
departmental clients, co-workers, and those contacted in the course of work;
• Follow oral and written instructions and apply reasoned judgment when new
circumstances warrant deviation from such instructions;
• Make oral presentations before governmental bodies and public groups;
• Use tact, initiative, prudence, and independent judgment within general policy,
procedural, and legal guidelines;
• Operate office equipment and computer applications related to the work;
• Use English effectively to communicate in person, over the telephone, and in writing;
• Establish and maintain a variety of filing, record-keeping, and tracking systems.
Education and Experience:
Any combination of experience and education that would provide the required knowledge and
abilities is qualifying. A typical way to obtain knowledge and abilities would be:
• Bachelor's degree in Environmental Planning, Natural Resource Management, Public
Administration, or a closely related field from an accredited college OR university and
two (2) years of professional planning experience.
• A Master's degree, AICP certification, or college level coursework in resource
management is desirable, but not required.
Licenses and Certifications:
• Must obtain American Red Cross First Aid Certificate, AED and CPR Certificate for
infant, child, and adult within 30 days of employment.
• Employees are encouraged to attend PC 832 training within six (6) months of
employment.
• Possession of, or ability to obtain, a valid California Driver's License by time of
appointment.

While performing the essential functions of this job, the employee may drive on dirt roads; work
outdoors and may be exposed to variable weather conditions. Employees must possess the ability
to lift, carry, push and pull materials and objects weighing up to 50 lbs and occasionally 75 lbs.

ENVIRONMENTAL ELEMENTS
Employees primarily work in an office environment, but at times work outdoors in open space
