has been received and is described in the attached memo. Public Safety Manager Jennifer Schmid will

LATE COMMUNICATIONS FOR PVDE ENFORCEMENT PROGRAM
The Public Safety Division requests to submit late correspondence for the July 1 Regular
Business Item #1 on the Palos Verdes Drive East (PVDE) Traffic Enforcement Program. As
mentioned in the staff report, LASO recently submitted additional enforcement data from
June 1-24, which is described below.
Palos Verdes Drive East (Switchbacks) Traffic Enforcement Data: June 1-24, 2025
During the enforcement period of June 1 through June 24, the Lomita Sheriff's Station
conducted targeted traffic enforcement along the PVDE switchbacks. This was carried out
by a dedicated motor deputy, a traffic enforcement unit (car), and, when available, regular
patrol units, using available minutes in the City's Annual 575 Service Contract. Deputies
were on patrol 32 times (unit observations) resulting in five citations that were all related to
speeding.
During this time, supplemental overtime patrols were unavailable due to LASO response to
recent protests across Southern California from June 9 -22. As a result, deputies were
unavailable for additional enforcement measures along the switchbacks. Deputies
balanced their time or minutes between the switchbacks and other patrol areas throughout
the city.
Future Targeted Enforcement:
Looking ahead, PVDE will remain a high-priority enforcement zone due to the safety
concerns expressed by residents and community members. However, replicating the level
of deputy presence achieving during the initial 10-day focused enforcement period is
unlikely to be sustainable until more supplemental overtime patrols are made available.
That said, the Lomita Sheriff's Station will continue to include the switchbacks as part of its
targeted enforcement strategy and will monitor this area regularly using existing resources
and supplemental overtime when available.
Lastly, the supplemental overtime used for this Program over the last 30 days is anticipated
to be $4,000. The staff report initially projected $7,000 to include overtime in June, but that
was prior to learning from LASO last week that overtime was not available that month.
Continuous updates on supplemental traffic enforcement efforts will be reported out to City
Council during quarterly Public Safety Division updates.

Good afternoon Bob,
I hope this message finds you well and thank you for taking the time to ask some questions
regarding Agenda H.
You are correct that the sum of the proposed contracts equates to approximately $16 million,
but that does not mean the City will spend that amount of money nor has that kind of money to
spend on emergency landslide work.
These agreements/contracts are on-call contracts with not-to-exceed amounts; meaning that
Staff will request services from the most appropriate vendor on an as-needed basis for a
specific task and only pay for the services actually used based on agreements/contracts
approved by the City Council or City Manager (if under $25,000). A notice-to-proceed (NTP)
with a specific task amount based on established rates in the agreement/contract is required
before a vendor can start work. Accordingly, the full value of all contracts will not be used as the
City only pays for what it uses. Although the contracts in their totality may appear to exceed the
City Council budgets, not all agreements/contracts will be used to their full value and in no case
will the total expenditure across all agreements/contracts exceed the City Council/City Manager
approved budgets detailed below. Additionally, the City may cancel an agreement/contract with
due notice.
Ultimately, the on-call contract amounts are for larger amounts to provide flexibility if the need
arises. And it is also worth noting that these vendors provided services for emergency
stabilization efforts over the past few years and each provide a specialized services.

So, the day after our new budget takes effect, you are asked to
immediately approve $15,882,000 of landslide expenditures! Just
hours after our budget ink dried!
As an aged RPV citizen, with some years of RPV civil service,
including our Finance Advisory Committee, a few questions about
these 23 requests for immediate funding.
1. This are real RPV monies being expended when we are told
the city is in financial straits. In fact, at your last meeting, our
attorney bluntly told you, if you approved staff
recommendation removing 0 Clipper, etc., from our approved
Housing Plan you could open RPV to bankruptcy! Fair warning!
2. Where is $15,882,00 coming from? In our June 18 Ad min
Report, pgs. 14-15 we were told our Citywide budget will have
a $11 million deficit, our General Fund a $4.3 million surplus
-here we are spending $15,882,000 -from where?
3. Were these items bid or is this sole source? The emergency
is now 3 years old, and I think continuing to open our funds to
sole source bidding is a real push of fiscal justification.
4. Multiplicity. If you look closely, you are being asked to approve
8, repeat 8, items under 'landslide stabilization.' I guess
staff determined each had whisker differences in statement of
work that could not be combined!
5. 'On-call dewatering well drilling and related services which,
oddly, does not include 'emergency on-call dewatering well
drilling and related services,' each item for $1,500,000 and to
two firms with similar names (J&O Well Drilling and J&H
Drilling). Couldn't combine 'on-call and emergency?' On-
call seems same to me.
6. Presentation: 3 pages are attached. The first two present my
breakout of these expenses in easily read format; 3 rd page is
your agenda presentation which virtually jams all 26
sentences tightly together into one paragraph and (my bet) will
never be read by our normal citizen. That being said, guess I'm
not that normal citizen!
Thanks for looking at this. It's amazing what can happen one day
after our new budget!

Council Meeting 7 /1/25: Consent Calendar Item H, Landslide:
Looking at Item H on the Consent Calendar, I think that it should be a regular Agenda Item
open for public discussion. I could not believe what I was reading. Our Budget shows that RPV
has very little money available to spend on the landslide and this item calls for more than $15
million to be spent over the next year. What surprises me is that RPV is still declaring a state of
emergency so that staff can award noncompetitive bid contracts to these 23 vendors. This is
ridiculous. There is no need to declare a state of emergency every month. I don't see any signs
of a Plan on how to manage the Landslide. It still is handled on a trial-and-error basis.
There is no one on our City staff that has any experience on handling landslide abatement on
their resume's. It is still run on a trial-and-error basis using no bid contracts. Our staff accepts
whatever bid that is presented. Has RPV ever heard of negotiating a contract? I think we are
being taken advantage of. We need a second opinion. We need a Plan A, Band Con how to
handle our landslide abatement. What do we do if we have more winters with 200 % of our
annual rainfall? Why is our City dealing with 23 different companies with no bid contracts? This
makes no sense.
Other residents and I have suggested that RPV hire a Graduate Geotechnical Engineer to
oversee and monitor all of our landslide abatement activities. Instead RPV hired a Project
Engineer to oversee non-existent projects that will not come to pass for years. A Geotechnical
Engineer would be able to come up with a Plan A, Band C and would also be able to combine
many of these 23 contracts and negotiate the better deals for RPV.
Hearing from our staff that because of state regulations, RPV pays more for our landslide
remediation than a state regulated "Landslide Abatement District". RPV loaned ACLAD over
$1,000,000 to drill numerous new deep wells, because ACLAD or l<CLAD can drill them for
$100,000. So, why doesn't RPV create a Portuguese Bend Landslide District {PBLAD) for the
rest of the slide area. Since the City would be the largest landowner by far in all 3 of the
landslide abatement districts they can save millions of dollars.
I have seen some of the billing that contract awardees have submitted to RPV and they
include everything, including the kitchen sink. We should not declare a state of emergency
every month and instead, initiate a PBLAD and stop the wasteful no bid contracts.

Thank you for reaching out to express your concern regarding the turnouts along the Switchbacks and
access to the surrounding trails.
As noted in the staff report, the turnouts have reopened. Specifically, the reports states:
After consulting with the Lomita Sheriff's Station, the City reopened the scenic lookouts on June
23, 2025. The scenic lookouts remain open and the previous parking restrictions have been
reinstituted -closed one hour after dusk until one hour before dawn similar to all other recreation
areas of the City pursuant to Section 12.16.030 of the Rancho Palos Verdes Municipal Code.
In tandem with enforcement efforts, the Public Works Department is exploring long-term physical
improvements to the lookouts, including the possibility of striping parking stalls to prevent large
groups of vehicles from parking at any given time and providing directional ingress and egress,
further enhancing safety in those areas. These actions reflect a coordinated, multi-agency effort
to prioritize public safety, support law enforcement, and preserve the scenic and residential
integrity of Switchbacks

Mr Mihranian:
I just finished reading the traffic enforcement program regarding the switchback sections of
Palos Verdes Dr. east.
While I truly wish to decrease speeding on PV Dr.,, East, blocking the scenic pullouts will not
help. Additionally, and more specific to my concerns, are that without these parking, pull outs,
there is no easy access to the trails that are located off of PV Drive east. Where am I supposed
to park a car to get to any of the trails.
I would be happy to discuss this in person if you like.
