RECOMMENDED COUNCIL ACTION:
(1) Adopt Resolution No. 2025-__, A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, SUPERSEDING
RESOLUTION NO. 2025-34 TO AMEND THE SALARY SCHEDULE FOR THE
RANCHO PALOS VERDES EMPLOYEES ASSOCIATION,
UNREPRESENTED EMPLOYEES, AND THE CITY MANAGER TO REFLECT
A THREE PERCENT COST OF LIVING ADJUSTMENT EFFECTIVE JULY 1,
2025
FISCAL IMPACT: The recommended Council action amends the current Salary Schedule,
approved by the City Council on June 3, 2025 via Resolution No. 2025 -
34, to correct the salary range for one full-time management position
(Public Safety Manager) and one part-time unrepresented position
(Intern), as well as adding a full-time represented position (Open Space
and Trails Coordinator) and removing a part-time represented position
(Open Space and Trails Specialist). The changes will not result in any
additional fiscal impact as they were previously approved by the City
Council and included in the FY 2025-26 Adopted Budget of $15.9
million for salaries and benefits. VR

BACKGROUND:
On June 3, 2025, the City Council adopted Resolution No. 2025 -36 approving a
successor Memorandum of Understanding (MOU) with the Rancho Palos Verdes
Employees Association (RPVEA), and Resolution No. 2025 -33 establishing
compensation and benefits for Unrepresented Employees (Management and
Confidential). Both actions included a 3% Cost of Living Adjustment (COLA), which was
incorporated into an updated Salary Schedule adopted by the City Council through
Resolution No. 2025-34 (Attachment C). This Salary Schedule went into effect on July 1,
2025.
DISCUSSION:
After the adoption of Resolution No. 2025-34, it was discovered that the Salary Schedule
contained outdated information that required correction to align with several City Council
approvals that are now part of the FY 2025-26 Operating Budget. These actions include
the following:
Public Safety Manager (Full-Time) – Salary Range
The Public Safety Manager salary range in the current Salary Schedule was listed at
$103,285 to $134,158, which is lower than the range that was previously approved by the
City Council on April 17, 2025. That approved range in FY 2025-26 - with the 3% COLA
effective on July 1, 2025 – is $146,186 to $190,019, and the proposed Salary Schedule
has been amended to reflect this higher range (Attachment B).
Intern (Part Time, Unrepresented Position) – Salary Range
The City’s Internship Program was established to support the City Council Goal of Citizen
Involvement and Public Outreach. Interns are assigned to various City departments and
assist with assignments that are aligned with their fields of study. The program continues
to serve as a valuable pipeline for developing future public service professionals, while
allowing Staff to focus on more critical assignments. In FY 2024-25, interns received the
State of California minimum hourly rate of $16.50 per hour. However, to be more
competitive with other South Bay cities that typically offer a salary range or a flat rate that
is above the minimum wage, the City Council approved an Intern salary range of $16.50
to $19.50 per hour as part of the FY2025-26 Budget. The proposed Salary Schedule has
also been amended to include the approved range (Attachment B). Please note that
Interns are and will remain unrepresented, at will positions.

Two Open Space and Trails Positions
Staff is also requesting to add the position of Open Space and Trails Coordinator to the
list of competitive, RPVEA full-time positions and remove the position of Open Space and
Trails Specialist from the list of Part-Time positions in the proposed Salary Schedule. As
part of the FY2025-26 Budget, the City Council approved converting the Open Space and
Trails Specialist positions (two part-time) to one full-time Open Space and Trails
Coordinator who evaluates, coordinates, and implements the City’s Open Space and
Trails areas including the Palos Verdes Nature Preserve, trails, beaches, and associated
parking and access areas.
ADDITIONAL INFORMATION:
The City’s negotiating team continues to work towards a Tentative Agreement and MOU
with the City’s part-time employees labor group, American Federation of State, County
and Municipal Employees, District Council 36 (AFSCME), whose current MOU expired
on June 30, 2025 but is being processed on a separate track. Once a successor MOU is
approved, the City will return with an updated Salary Schedule for AFSCME employees
that represent any negotiated terms.
CONCLUSION:
Based on the above discussion, staff recommends that the City Council adopt the
attached resolution (Attachment A) to correct and amend the Salary Schedule for RPVEA,
Unrepresented Employees, and City Manager, effective July 1, 2025.
ALTERNATIVES:
In addition to the staff recommendation, the following alternative actions are available for
the City Council’s consideration:
1. Do not adopt the attached Resolution adopting the corrected Salary Schedule, and
direct staff to further review the compensation and benefits.
2. Take other action, as deemed appropriate.

SUPERSEDING RESOLUTION NO. 2025-34 TO
AMEND THE SALARY SCHEDULE FOR THE RANCHO
PALOS VERDES EMPLOYEES ASSOCIATION,
UNREPRESENTED EMPLOYEES, AND THE CITY
MANAGER TO REFLECT A THREE PERCENT COST
OF LIVING ADJUSTMENT EFFECTIVE JULY 1, 2025
WHEREAS, the City Council adopted Resolution 2025-34 on June 3, 2025, that
sets a new Salary Schedule for all full-time employees represented by the Rancho Palos
Verdes Employee Association and Unrepresented (Management and Confidential)
employees, including the City Manager, based on cost of living adjustment (COLA) wage
increase of three percent (3%) effective the first full pay period of FY 2025-26; and
WHEREAS, the City Council now desires to amend the City’s Salary Schedule to
reflect updated salary ranges for the Public Safety Manager and Intern positions; remove
the Open Space and Trails Specialist position and salary range; and add the Open Space
and Trails Coordinator position and salary range, as approved by the City Council as part
of the adopted FY 2025-26 Operating Budget; and
WHEREAS, Section 36506 of the California Government Code requires that the
City Council fix the compensation of all appointive officers and employees by resolution
or ordinance; and,
WHEREAS, Rule V of the Personnel Rules of the City provides that in order to
amend the City’s Salary Schedule that updates must be made via Resolution.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: Resolution No. 2025-34 is hereby superseded and replaced by this
resolution to reflect updated positions and salary ranges for all full-time employees
represented by the Rancho Palos Verdes Employee Association and Unrepresented
(Management and Confidential) employees, including the City Manager, based on a three
percent (3%) COLA effective July 1, 2025.
Section 2: This resolution shall be made retroactively effective on July 1, 2025
and applied to the first full pay period of FY 2025-26. The City Clerk shall certify the
adoption of this Resolution.

The American Federation of State, County and Municipal Employees, District Council 36 (AFSCME) Memorandum of
Understanding (MOU) is set to expire on June 30, 2025. The City and AFSCME representatives are currently in negotiations for
a successor MOU. Salary Schedule for part-time positions listed below will remain as-is until negotiations concludes.
