Consideration to approve survey questions for a public interest survey for recreation
classes and programs at parks.
RECOMMENDED COUNCIL ACTION:
(1) Review the draft Adult and Youth Public Interest Survey questions for recreation
classes and programs; and
(2) If deemed acceptable, authorize staff to publish the surveys to the public
FISCAL IMPACT: The digital Recreation programs and class survey does not have a
financial impact.

BACKGROUND:
As part of ongoing efforts to expand and enhance recreational opportunities, the
Recreation and Parks Department would like to release two separate public interest
surveys; one for adults (ages 18 and older) and another for youth (up to 17 years old)
focused on recreation classes and programs. The primary goals of the survey s are to
gauge community interest and participation preferences to enhance future programming
and to develop an updated and relevant list of desired offerings that reflect the current
needs and interests of residents.

Pursuant to City Council Policy No. 2 (Attachment C), the City Council is being asked to
review the draft survey questions as summarized in the next section.
DISCUSSION:
The recent opening of the Ladera Linda Community Center and park grounds makes this
an ideal time to gather input, as this new facility expands the City's capacity for potential
recreational programs. Input from the surveys will be instrumental in guiding staff
recommendations, shaping seasonal class schedules, and ensuring alignment with
community demand.
Survey Questions
Each survey consists of eight questions designed to provide the Recreation and Parks
Department with detailed feedback from the community and ensure that future
programming aligns with their preferences and schedules. The survey will gather
information on age ranges, preferred days, times, and locations for classes and activities
(i.e. park grounds and facilities), and specific program interests. The survey contains both
multiple choice and open-ended questions and allows respondents to provide contact
information and additional feedback for the Recreation and Parks Department to consider
regarding programs and classes. Respondents will also have the opportunity to subscribe
to notifications for Recreation special events, classes, camps and other programs.
The Youth Survey is primarily intended to be completed by an adult. Public Outreach
Process
Staff propose utilizing the following outreach process to ensure that the community has a
range of opportunities to become informed and actively participate in the surveys if they
choose:
• City Website
• City Newsletter
• Listserv
• RPVtv
• Social Media
• RPV Park Sites
Staff recommends giving residents approximately six weeks to respond to the survey
beginning on or around the week of August 4. The recommended timeline would allow
staff to implement new programs and classes for the class session beginning in January
2026.

Survey results will be provided to the City Council in the City Manager’s Administrative
Report, as well as posted on the City’s website under the Recreation and Parks
homepage.
Recognizing that community needs may change over time, the survey will remain online
to provide an ongoing platform for public feedback, which will continue to be used to guide
future program planning and development.
ADDITIONAL INFORMATION:
The Recreation and Parks Department provides a variety of recreational opportunities to
the community. Most Recreation and Parks Department classes are led by independent
contract instructors with specific skills and expertise in the area in which they pro vide
instruction. Prospective instructors submit a class proposal for Department review and
approval. Proposals are evaluated on Department needs, activity appropriateness,
instructor qualifications, and availability of facilities. Submission of a proposal does not
guarantee that the class or activity will be added to the Department’s class offerings.
Upon approval of a class proposal, instructors complete an Agreement for Class
Instruction, undergo a Live Scan background check, and submit any certifications and
documentation required by the Agreement. In some cases, the Department may request
references from the instructor and contact other agencies for which the instructor has
provided services.
Instructors are responsible for organizing class curriculum and providing instruction
materials. The Department provides marketing, accepts registrations, and collects all fees
for classes. Marketing materials are created and class fees are determined cooperatively
with the instructor and approved by the Department. Instructors are paid 70% of the total
fees collected at the conclusion each class session and the City retains the remaining
30% .
CONCLUSION:
The City Council is recommended to review and approve the Recreation programs and
classes interest survey questions and authorize staff to publish the survey to the public
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action s are available for
the City Council’s consideration:
1. Do not approve the proposed Recreation Adult and/or Youth Surveys and
public outreach process.
2. Provide direction to Staff regarding the Adult and/or Youth Surveys and public
outreach effort for Recreation programs and classes.

SUBJECT: Questionnaires sent to the public by City Council, Committee/
Commission(s) and Staff
POLICY:
It shall be the policy of the City Council that all questionnaires and/or surveys to
be sent by the city to the general public or special groups, whether generated by
Staff, City Council or Committee/Commission(s), be authorized by the full City
Council at a public meeting.
The City Manager shall be authorized, however, to approve any questionnaires
and/or surveys for information to be sent to other public agencies.
BACKGROUND:
The City Council recognized the need to establish a policy to control
questionnaires and surveys for information that are sent or delivered to the general
public and special interest groups.
