CC SR 20250415 D - NOC PVIC Storm Drain Improvements CITY COUNCIL MEETING DATE: 04/15/2025 AGENDA REPORT AGENDA HEADING: Consent Calendar AGENDA TITLE: Consideration to file a Notice of Completion for the Point Vincente Interpretive Center Drainage Remediation project (CIP 8509). RECOMMENDED COUNCIL ACTION: (1) Accept the Point Vicente Interpretive Center Drainage Remediation project (CIP 8509) as complete; (2) Authorize the City Clerk to file a Notice of Completion for the project with the Los Angeles County Registrar-Recorder’s Office; and if no claims are filed within 35 days after recordation, send a notice to the surety company to exonerate the Performance Bond; and (3) Authorize the Director of Public Works to release the 5% construction retention payment to Estate Design & Construction, 35 days after recordation of the Notice of Completion by the Los Angeles County Registrar-Recorder’s Office, contingent upon no claims being filed on the project, and the contractor posting an acceptable warrant bond with the City. Staff Report Awarding Construction Contract 1 BACKGROUND AND DISCUSSION: The Point Vicente Interpretive Center (PVIC) Drainage Remediation Project consisted of various stormwater management improvements to mitigate flooding from occurring at both the front and rear entrances of the facility. The scope of improvements includes the following elements: 1. Install a concrete swale to divert stormwater runoff from the maintenance access driveway near the rear entrance from the main parking area . 2. Upgrade the existing roof gutter by installing leaf guards. 3. Upgrade the existing floor drains near the downspouts to a larger capacity inlet . 4. Regrade the existing concrete pad to facilitate better drainage . 5. Widen the existing drainage inlet at the bottom of the maintenance access driveway. A construction contract for the Project was awarded by the City Council o n November 6, 2024, in the amount of $66,000, inclusive of contingency, to Estate Design & Construction. Construction was completed in February 2025 in accordance with the specifications and within budget for a total construction cost of $65,885.50. The contract includes a 12-month warranty period requiring the contractor to remedy any defective work. The project area will be monitored for the duration of the warranty period. A financial summary of the project is shown in Table 1 below. Table 1: PVIC Drainage Remediation Project Financial Summary CONCLUSION: The construction contractor, Estate Design & Construction, has completed all work in accordance with the plans, specifications, and construction contract. Therefore, Staff recommends accepting the project as complete and filing a Notice of Completion with the Los Angeles County Registrar-Recorder’s Office. If no claims are filed within 35 days after recordation, the City will release the 5% retention, and upon the contractor posting an acceptable warranty bond, notify the surety company to exonerate the Performance Bond. ALTERNATIVES: In addition to Staff recommendation, the following alternative action is available for the City Council’s consideration: 1.
