BACKGROUND:
The Amended and Restated Declaration of Restrictions for Trump National Golf Club,
among other guidelines, requires an annual review of Trump National Golf Club’s
(“Applicant’s”) compliance with trail and open space maintenance obligations (Attachment
B). Specifically, Condition No. 7 of the Amended and Restated Declaration of Restrictions
states the following:

7. Review and Monitoring For Compliance. The City and Owners [Trump National
Golf Club] shall review the Owners' compliance with its Maintenance Obligations
and compliance with the terms and conditions under this Declaration at least once
every twelve (12) months based on a tracking system and protocols implemented
by City for monitoring compliance. Owners shall implement and/or perform all
reasonably practical recommendations or requirements of City following such
annual review.
Pursuant to this condition, the Community Development and Recreation and Parks
Departments (“City Staff”) worked together to create a maintenance spreadsheet. In early
2019, City Staff, in collaboration with the Applicant’s staff, created a tracking system for
trail and open space complaints and the Applicant’s responses. The resulting document
was a maintenance matrix that was first presented to the City Council on February 4,
2020 and most recently on April 16, 2024 (Attachment C). City Staff continue to maintain
the matrix (Attachment A) for presentation to the City Council on an annual basis.
The purpose of this report is to conduct the 2024 annual review of the overall
effectiveness of the Applicant’s compliance with maintenance obligations for the trails,
open space, and public amenities, using the maintenance matrix developed pursuant to
Condition No. 7. The focus of this review will be on the application of the maintenance
matrix, a discussion of the most common and recurring maintenance issues, and an
update on the status of the Catalina Trail bridge closure.
DISCUSSION:
The Applicant is required to maintain, manage, improve, and enhance, to the City’s
reasonable satisfaction, various portions of the Trump National Golf Club property, which
includes the open space, various public amenities such as picnic tables and benches,
and trails. Common and recurring maintenance issues include trail erosion, spur trails,
vandalism, litter, and sign deterioration. The maintenance matrix is used to log the issues
and provide a method by which City Staff can track and objectively measure the
completeness and timeliness of the Applicant’s compliance with its maintenance
obligations. The maintenance issues are grouped by trail or open space area, with a color
code (green for complete, black for confirmation of work pending, and red for not
complete), which allows the user to quickly assess the status of reported issues.
Typically, when a report of a trail issue is either identified by the City Staff or received
from the public, City Staff logs the reported issue on the maintenance matrix and reports
the concern directly to the Applicant. Additionally, to improve the data and locations of
reported issues, photos and map coordinates may be included, which reduces confusion
regarding the location or nature of the issues. Reports from the past two years indicated
that City Staff anticipated moving to the CityWorks automated platform in the near future,
which is the system that the Public Works Department currently uses for maintenance
requests. It should be noted that this system was implemented on a trial basis for internal
City Staff use in August 2023, to test the system and work out the issues prior to opening
it up for public access to report trail issues. City Staff had anticipated being able to make

the system available for partner organizations (such as the Palos Verdes Peninsula Land
Conservancy and Trump National Golf Club) by summer 2024 but has only recently
provided login information for the Trump National Golf Club due to other pressing issues
including land movement and staffing challenges. Now that the CityWorks process is
moving forward with the Applicant, City Staff will be providing guidance and training for
them during this introductory period. This is anticipated to improve reporting format, as
well as to improve tracking maintenance performed.
There are 389 items listed in the current maintenance matrix. Currently, approximately
126 items are complete (green); 69 issues were responded to by the Applicant but are
not yet confirmed complete by City Staff and/or are ongoing issues (black); 39 items were
the subject of a difference of opinion between City Staff and the Applicant regarding
whether an issue has been fully addressed (red), and 155 items have not received a
response from the Applicant yet (blank). The large number of issues responded to but are
not confirmed or are ongoing (black) is a result of the Applicant providing maintenance
updates in the days leading up to the preparation of this report, which precluded City Staff
from inspecting the work which is currently underway. To summarize, 50% of the current
reported or observed issues have been addressed. City Staff continue to work with the
Applicant to review their progress and ensure completion of items that are still pending. It
should also be noted that despite the relatively larger number of items on this year’s
maintenance matrix, the Applicant has stated that the maintenance matrix only represents
approximately 20% of the total trail maintenance work that is completed on an ongoing
basis but is not documented, as it is completed before any complaints are received and/or
it is noticed by City Staff.
City Staff believe the Applicant, despite the challenges of the past several years which
included a higher level of use during Covid-19 and damage from the heavy rains,
continues to make progress to address and keep up with the ongoing maintenance of the
trails, open space, and amenities. Additionally, since the April 2024 City Council meeting,
two informal meetings between City Staff and the Applicant have been completed to stay
up to date with the current status of the trails. Due to the large size of the Ocean Trails
Reserve and Trump National Golf Club, frequent usage by the public, and the recent rain
that the area has received, topics discussed at the aforementioned meetings and in this
report include trail erosion, spur trails, deterioration of signage, weed abatement &
overgrown vegetation along trails, and vandalism and litter. Additional topics of discussion
for this report are repairs to Sunset Park and the Catalina Trail bridge closure and
solutions for re-opening. These topics are further discussed below:
Trail Erosion
As a result of erosion from the recent rains, trails and amenities need continuous and
recurring maintenance. While various large-scale trail construction repairs were
completed in October and November 2021, during 2024 and early 2025, the Applicant
worked on smaller projects including repairing trail washouts and adding new posts and
cables along the sides of existing trails. Erosion and resultant slope failures also caused
the closure of the Catalina Trail bridge and the Coastal Switchback Trail landslide in 2021.
This item is discussed further in the “Catalina Trail Bridge Status” section below.

Additionally, the Applicant has informed City Staff that prior to the recent rain season,
efforts were made to proactively prepare for drainage and water mitigation by building
natural berms to shed water in the correct directions / areas. The Applicant also placed
numerous sandbags on trails, cleared drains and culverts as well as backfilled areas that
had washed out after recent rain events.
Spur Trails
One of the main issues that remains is the creation of spur trails, which are unauthorized
new trails through existing habitat by hikers that must be closed and removed. Since the
last update to the City Council, the Applicant has continued to work on solutions to
permanently close these unauthorized areas, including, but not limited to , installation of
“Area Closed” signage, adding branches and planting cacti, as well as additional posts
and cables to block off these areas.
Deterioration of Signage
Sign maintenance due to vandalism and exposure to the elements is another constant
and recurring issue for the Applicant. In the period tracked in the maintenance matrix, the
Applicant has replaced a significant number of signs, including trail name signs and other
wayfinding and informational signage. Given that signs are critical for the identification of
the trails, as well as advising the public of the Preserve and beach rules ; City Staff
continues working with the Applicant to reduce the current volume of the sign issues. Most
recently, the Applicant is working with their sign vendor to order a large number of
replacement carsonite stickers that indicate the trail name, trail difficulty, bicycles or no
bicycles allowed, as these are commonly vandalized and replaced often.
City Staff will be working with the Applicant on an updated version of the original signage
plan. The property was still named “Ocean Trails” at the time that the original signage
plan was approved in October 1999, and there have been various name changes and
new trails added to the signage plan since it was first created. There have also been some
interim signage plans, such as a 2013 Interim Animal Signage Plan and the City Council-
approved 2018 Amenities Plan that the Applicant is currently working to consolidate into
one updated Signage Plan. City Staff continues to work with the Applicant to ensure all
signs are current and updated. Furthermore, Open Space Management Staff have
provided the Applicant with additional surplus signage, as well as direction regarding the
correct type of posts to install. Additional updates will be provided as more information
becomes available regarding signage plans, orders and updates.
Weed Abatement & Overgrown Vegetation
City Staff continue to receive complaints from residents about overgrown shrubs and
branches extending into the trails, leaf debris on the trails, and also overgrown weeds.
The Applicant has informed City Staff that overgrown vegetation along the trails continues
to be trimmed and that they started a weed mitigation program in March that will be
ongoing until completed.

Vandalism and Litter
City Staff continue to receive complaints regarding garbage on trails and in parking lots,
in addition to vandalism of fence posts and signage. Additionally, the Applicant has
informed City Staff regarding ongoing issues with frequent vandalism within the eastern
section of the Reserve including graffiti and etching. Also, as stated above, the bike decals
on trail signage are targeted and frequently vandalized, regardless of whether bikes were
or were not permitted on a given trail. In an effort to further deter this type of activity, Park
Rangers will increase their presence and patrols of the La Rotonda Drive parking lot and
adjacent trails in this eastern section of the Reserve several times a week to watch for
any vandalism in the area. Furthermore, the Applicant continues to monitor the trails every
Friday for litter and graffiti detail.
Marilyn Ryan Sunset Point Park
In October 2023, concerns were raised by a former Council member and member of the
Sea View Homeowners Association (HOA) located across Palos Verdes Drive South
about the deteriorated condition of Marilyn Ryan Sunset Point Park. The concerns were
that two areas of the park were lacking landscape maintenance as originally installed and
needed replanting (Area “A”), and that the dry river/drainage area that typically is filled in
with a layer of stones (Area “B”) should be replenished and needed to be rehabilitated as
shown in the marked up site map, Figure No. 1, below.

The Applicant was able to add hundreds of small, medium and large stones in Area “B”
prior to the April 16, 2024 meeting, a photo of which was presented to the City Council

that evening. However, the planting had not yet been completed as of that April 2 024
meeting date. Since then, the Applicant has installed gopher-deterring equipment, has
regularly weeded the area, and has renovated the bare areas labeled as Area “A” as
shown in Figure No. 2 below with plants, drip irrigation, and mulch. The decomposed
granite (DG) pathway in that area as well as throughout Sunset Point Park have been
renovated as well.

Catalina Trail Bridge Status
City Staff have been working with the Applicant on possible solutions to remedy the
closure of the Catalina Trail Bridge and the Coastal Switchback Trail landslide since the
landslide occurred in 2021 and the bridge closure in 2021 due to erosion. Initially City
Staff had to wait for the area to stabilize before subsequent assessments to determine
the stability of the area could be made following the landslide event. In 2024 and early
2025, City Staff held several meetings with the City’s geologist, the California Coastal
Commission, U.S. Fish and Wildlife Service, and the California Department of Fish and
Wildlife to discuss possible solutions. City Staff have also met numerous times to discuss
the items needed to address the bridge repair/relocation/rebuild project. Recently a new
Senior Engineer in the Public Works Department has been assigned to the project and

will be working closely with Community Development and Open Space Staff . The
expected next steps are that an updated list of engineering items that will be needed will
be prepared by the City’s Public Works Department and reviewed with all applicable
agencies, then with the Applicant. City Staff will then work with the Applicant on submitting
the appropriate Planning Division applications to start the Planning and environmental
review processes. The environmental review and Planning entitlement applications must
be submitted, processed, and approved prior to the Applicant being able to submit for the
review and issuance of any construction permits.
It is evident that the Applicant strives to keep up with the recurring maintenance issues,
based on continually improving communication between the Applicant and City Staff,
among other things. City Staff will continue to work with the Applicant to facilitate and
ensure that recurring maintenance of the trails, open space , and amenities will be in
compliance with their obligations under the Amended and Restated Declaration of
Restrictions.
ADDITIONAL INFORMATION:
Infrastructure Management Advisory Committee (IMAC) Trails Subcommittee
Open Space and Trails Staff (a division of the Recreation and Parks Department) have
been working together with the Ocean Trails Reserve co -managing entities (California
Coastal Commission, U.S. Fish and Wildlife Service, California Department of Fish and
Wildlife, Palos Verdes Peninsula Land Conservancy, and Trump National Golf Club) to
repair the Catalina and Coastal Switchback Trails, which are currently closed due to a
landslide that occurred in July 2021 and also due to significant erosion. As previously
noted, the trails cannot simply be repaired and likely may need to be rerouted through
dedicated habitat and Preserve areas. These repairs require significant coordin ation
because of the various land managers and jurisdictions involved. However, City Staff
along with stakeholders have made significant progress and will be meeting again in May
to coordinate this very important project to restore connectivity in the area.
Public Correspondence
On March 27, 2025, a public notice was mailed to all property owners within a 500 -foot
radius of the project site and published in the Palos Verdes Peninsula News. In response
to the public notice, City Staff received no written public correspondence from the notified
residents.
CONCLUSION:
Staff recommends the City Councilreceive and file this annual review report regarding
Trump National Golf Club’s 2024 compliance with its maintenance obligations relating to
trails and open space pursuant to the 2018 City Council-approved Amended and
Restated Declaration of Restrictions.

In addition to the Staff recommendation, the following alternative actions are available for
the City Council’s consideration:
1. Identify areas of concern regarding the Applicant’s compliance with the
maintenance obligations and direct Staff to address these concerns at a future
meeting.

Volunteer Trail Watch reported conditions
were unsafe and they had fallen in this area
and onto adjacent cacti.
TN responded on 9/4/24: the stairs look unstable but are secured. They are angled for
water mitigation. The cactus along the trail was intentionally planted and serves a dual
purpose. It is part of the plant palette and restricts hikers from deviating off the marked
trail. And again on 9/24/24: The trail was worked on the 20th and they will continue to
monitor and make changes as needed. Repairs included loose impediments, trimmed a
couple spots, and did some backfilling. TN responded on 1/3/2025 that stairs were
cleaned of stones and loose gravel.
