entitled to receive it, unless the legislative body authorizes disclosure of that confidential information.” (Gov. Code § 54963(a).)
“[C]onfidential information’ means a communication made in a Closed Session that is specifically related to the basis for the legislative
body of a local agency to meet[] lawfully in Closed Session . . . .” (Gov. Code § 54963(a).) Please be further advised that any
“[v]iolation of [Government Code § 54963] may be addressed by the use of such remedies as are currently available by law, including,
but not limited to: (1) injunctive relief to prevent the disclosure of confidential information prohibited by this section; (2) disciplinary

may subject the violator to various penalties including (i) censure by the Council as provided in Article 9.0 herein, (ii) criminal penalties
as the willful failure to perform a duty under Government Code Section 1222, or other statute, (iii) referral to the grand jury, or (iv) civil
actions, including issuance of an injunction.

CITY OF RANCHO PALOS VERDES.
F. Consideration to continue the emergency justification for work and emergency
contracting for the Greater Portuguese Bend-Ancient Altamira Landslide Emergency
Project (Copp)
Recommendation: 1) Reconfirm, by a four-fifths vote, there is a need to continue the
work on the Vertical Deep Dewatering Emergency Project declared by Council-
adopted Resolution No. 2024-20 on May 7, 2024, finding an emergency exists
requiring immediate action in the Greater Portuguese Bend -Ancient Altamira
Landslide Complex to seek to mitigate the movement of the landslide; and, 2) Direct
the City Clerk to confirm the same in the minutes of this City Council meeting, via
Minute Order, reflecting this action.
G. Consideration to approve projects proposed to be funded by Senate Bill No. 1, the
Road Repair and Accountability Act of 2017, for Fiscal Year 2025 -26. (Cloke)
Recommendation: Adopt Resolution No. 2025-___, A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING A LIST OF
PROJECTS FOR FISCAL YEAR 2025-26 FUNDED BY SENATE BILL 1: THE ROAD

H. Consideration to award a Professional Services Agreement to John L. Hunter &

and Associates, Inc., for stormwater quality consulting and related services, in a not-
to-exceed amount of $627,280 plus a 15% contingency for a three-year term expiring
on June 30, 2028, with an optional three-year extension; and, 2) Authorize the Mayor
and City Clerk to execute the contract, in a form approved by the City Attorney.
I. Consideration to review the first biannual 2025 Border Issues report. (Barnes)
Recommendation: Receive and file the first biannual report on the status of Border
Issues for 2025.
J. Consideration to amend the existing Professional Services Agreement with Michael
Baker International, Inc. for Community Development Block Grant (CDBG)
administrative services. (Sunwoo)
Recommendation: 1) Award Amendment No. 7 to the Professional Services
Agreement (PSA) with Michael Baker International, Inc. for Community Development
Block Grant (CDBG) administration services in the amount of $15,000 to ratify the
services provided in FY 2024-25 and in the amount of $67,225 for FY 2025-26,
thereby changing the PSA amount from $226,546 to $308,771 and extending the
services to June 30, 2026; and, 2) Authorize the Mayor to execute the agreement in a
form approved by the City Attorney.
K. Consideration to approve professional service agreements, amendments, and
purchase orders which exceed $25,000 for Fiscal Year 2025-26. (O’Neill)
Recommendation: 1) Approve 13 amendments to existing professional service
agreements for Fiscal Year 2025-26; 2) Award 4 new professional service
agreements for Fiscal Year 2025-26; 3) Approve 15 Purchase Orders for FY 2025-26
that exceed $25,000 for various City Departments; 4) Authorize the Mayor to execute
13 amendments to existing professional services agreements approved as to form by
the City Attorney; and, 5) Authorize the Mayor to execute two agreements for
professional services and two agreements for class instruction approved as to form by
the City Attorney.
L. Consideration to initiate proceedings for the annual levy and collection of
assessments of the Citywide Landscaping and Lighting Maintenance District (LLMD)

Conduct at the
Council Meeting:
Pursuant to GC 54957.95: (a)(1) In addition to authority exercised pursuant to Sections 54954.3 and
54957.9, the presiding member of the legislative body conducting a meeting or their designee may
remove, or cause the removal of, an individual for disrupting the meeting. (2) Prior to removing an
individual, the presiding member or their designee shall warn the individual that their behavior is disrupting
the meeting and that their failure to cease their behavior may result in their removal. The presiding
member or their designee may then remove the individual if they do not promptly cease their disruptive
behavior. This paragraph does not apply to any behavior described in subparagraph (B) of paragraph (1)
of subdivision (b)(1) means engaging in behavior during a meeting of a legislative body that actually
disrupts, disturbs, impedes, or renders infeasible the orderly conduct of the meeting and includes, but is
not limited to, one of the following: (A)A failure to comply with reasonable and lawful regulations adopted by
a legislative body pursuant to Section 54954.3 or any other law. (B) Engaging in behavior that constitutes
use of force or a true threat of force.(2) “True threat of force” means a threat that has sufficient indicia of
intent and seriousness, that a reasonable observer would perceive it to be an actual threat to use force by
the person making the threat.
Time Estimates: The time noted next to an agenda item is only an estimate of the amount of time that will be spent during
