CC MINS 20250429 ADJ (Budget Workshop - Capital Improvement Program) MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING/BUDGET WORKSHOP APRIL 29, 2025 CALL TO ORDER: The Adjourned Regular of the Rancho Palos Verdes City Council was called to order by Mayor Bradley at 6:04 P.M. at Fred Hesse Jr. Community Park, McTaggart Hall, 29301 Hawthorne Boulevard. This meeting took place both in person and remotely. Remote participation by any Councilmember was in accordance with Government Code Section 54953. Members of the public could observe and participate using the Zoom participation feature and with options called out in the public participation form provided under a separate cover with the agenda. Notice having been given with affidavit thereto on file. ROLL CALL: City Council roll call was answered as follows: PRESENT: Ferraro, Lewis, Perestam, Seo, and Mayor Bradley ABSENT: None Also present were Ara Mihranian, City Manager; Catherine Jun, Deputy City Manager; Ramzi Awwad, Director of Public Works; David Copp, Deputy Director of Public Works; Vina Ramos Director of Finance; Robert Moya, Deputy Director of Finance; Brandy Forbes, Director of Community Development; Daniel Trautner, Director of Recreation and Parks; James O'Neill, Senior Administrative Analyst; Nathan Zweizig, Acting Deputy City Clerk (via zoom), and Teresa Takaoka, City Clerk. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Community Development Director Brandy Forbes. APPROVAL OF THE AGENDA: Mayor Pro Tem Seo moved, seconded by Councilmember Ferraro, to approve the agenda as presented. The motion passed on the following roll call vote: AYES: Ferraro, Lewis, Perestam, Seo and Mayor Bradley NOES: None PUBLIC COMMENTS FOR NON-AGENDA ITEMS: None. REGULAR BUSINESS: 1. Consideration and possible action to review the proposed Capital Improvement Program for Fiscal Years (FY) 2025-26 through 2029-30. (Copp) City Clerk Takaoka reported that there was no late correspondence and there were no requests to speak. City Manager Mihranian provided an introduction and brief summary of the item and introduced the Public Works Director Awwad. Public Works Director Awwad introduced Public Works Deputy Director Copp who presented a detailed staff report and PowerPoint presentation on the status of the current FY 2024-25 Capital Improvement Program projects, as well as the proposed projects for the 5-year Capital Improvement Program (CIP). Discussion ensued among Council Members and questions were asked of Staff. Public Works Deputy Director Copp introduced Infrastructure Management Advisory Committee Vice-Chair Haig who shared some comments and was available for questions. Mayor Bradley called for a brief recess at 7:58 P.M. Without objection, it was so ordered. The meeting was reconvened at 8:1,2 P.M. Finance Director Ramos presented a comprehensive staff report and PowerPoint presentation on the funding resources and fund balances for the proposed five-year Capital Improvement Program (FY 2025-26 through 2029-30). Recommendations were voted on as follows: Mayor Bradley moved, seconded by Mayor Pro Tern Seo, to approve Staff Recommendation No. 1: Receive and file a report on the status of the current FY 2024-25 Capital Improvement Program. The motion passed on the following roll call vote: AYES: Ferraro, Lewis, Perestam, Seo and Mayor Bradley NOES: None Discussion ensued among Council Members and Staff. Mayor Bradley moved, seconded by Mayor Pro Tem Seo, to direct Staff to complete the following to the proposed Capital Improvement Program for FY 2025-26 through 2029-30 for adoption consideration as part of the preliminary budget hearing on June 3, 2025: • Update the five-year Capital Improvement Program to use more conservative assumptions, not assuming full land stabilization in years 3-5, but instead at 33%; and, • Provide more data driven information that describes the assumptions and put the data in a trend line graph/table showing month-to-month changes.
