CC MINS 20250401 MINUTES REGULAR MEETING OF THE RANCHO PALOS VERDES CITY COUNCIL AND IMPROVEMENT AUTHORITY APRIL 1, 2025 CALL TO ORDER: A Regular Meeting of the Rancho Palos Verdes City Council and Improvement Authority was called to order by Mayor Bradley at 7:05 P.M. at Fred Hesse Jr. Community Park, McTaggart Hall, 29301 Hawthorne Boulevard. This meeting took place both in person and remotely. Remote participation by any Councilmember was in accordance with Government Code Section 54953. Members of the public could observe and participate using the Zoom participation feature and with options called out in the public participation form provided under a separate cover with the agenda. Notice having been given with affidavit thereto on file. City Council roll call was answered as follows: PRESENT: Lewis, Perestam, and Mayor Bradley ABSENT: Ferraro (excused) and Mayor Pro Tem Seo (excused) Also present were Catherine Jun, Deputy City Manager; William Wynder, City Attorney; 111 Vina Ramos, Director of Finance; Ramzi Awwad, Director of Public Works; Brandy Forbes, Director of Community Development; Daniel Trautner, Director of Recreation and Parks; Matt Waters, Senior Administrative Analyst; Vanessa Hevener, Project Manager (Environmental); Nathan Zweizig, Acting Deputy City Clerk; and Teresa Takaoka, City Clerk. Also present was Captain Kimberly Guerrero of the Lomita Sheriffs Station. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Director of Public Works, Ramzi Awwad. MAYOR'S ANNOUNCEMENTS Mayor Bradley shared that he, along with City Council and City Manager Mihranian returned from their trip to the City's Sister City, Sakura City, Japan for their 20th anniversary of incorporation. RECYCLE AND EMERGENCY PERSONAL PREPAREDNESS KIT DRAWING: Mayor Bradley, by order of affirmation, approved the Recycle Winners for March 18, 2025, as Colleen Morris and Gene Steiger. The winners will each receive a check for$250 as well as a personal emergency preparedness kit from the City valued at $40. APPROVAL OF THE AGENDA: Councilmember Lewis moved, seconded by Councilmember Perestam, to approve the agenda as presented. The motion passed on the following roll call vote: AYES: Lewis, Perestam, and Mayor Bradley NOES: None PUBLIC COMMENTS FOR NON-AGENDA ITEMS: City Clerk Takaoka reported that there was one request to speak. The following members of the public addressed the City Council: Carol Mueller CITY MANAGER REPORT: Deputy City Manager, Catherine Jun introduced Director of Public Works, Ramzi Awwad who introduced two new Public Works Principal Engineers, Deanna Fraley and Russ Bryden. Deputy City Manager, Catherine Jun provided updates on the following: 1. The City of RPV makes its first official visit to Sister City, Sakura City, Japan for their 20th anniversary of incorporation. 2. There is currently a Wind Advisory is in place and City advises to secure any outdoor objects. 3. A note that April is Earthquake Preparedness Month in California. 4. Recreation and Parks brochure has been mailed to residents for Spring 2025. 5. The 40th Whale of a Day Festival is scheduled for April 12, 2025, 10:00 A.M. to 4:00 P.M. at Point Vicente Interpretive Center. 6. A City Council Annual Budget Workshop is scheduled for April 17, 2025, at 6:00 P.M. at Hesse Park and Via Zoom. 7. The City of RPV will host, along with the other Peninsula Cities, the Palos Verdes Peninsula Wildfire Preparedness Town Hall and Expo, which is scheduled for April 26, 2025, from 9:00 A.M. to 12:00 P.M. at Hesse Park. CONSENT CALENDAR: Mayor Bradley requested to pull Item G. Councilmember Lewis moved, seconded by Councilmember Perestam, to approve the Consent Calendar with the exception of Item G. Registers of Demands (Anguiano) Adopted Resolution No. 2025-19, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID. C. Consideration to submit a letter to Supervisor Janice Hahn, urging Los Angeles County to address staffing shortages in the Los Angeles County Sheriff's Department (Schmid) Authorized the Mayor to sign a letter to Supervisor Janice Hahn, urging the County to address staffing shortages in the Los Angeles Sheriffs Department D. Consideration and possible action to receive the February 2025 Cash Balances/Monthly Treasurer's Report. (Lin) Received and filed the February 2025 Cash Balances/Monthly Treasurer's Report for the City and the Improvement Authority. E. Consideration and possible action regarding a claim against the City by Diego Pacora. (Takaoka) Rejected the claim and directed Staff to notify the claimant, Diego Pacora F. Consideration of a joint Peninsula Cities letter to Governor Gavin Newsom requesting a moratorium on housing legislation that creates further density in Very High Fire Hazard Severity Zones (VHFHSZ) (Jun) Authorized the Mayor to sign the joint Peninsula Cities letter to Governor Gavin Newsom requesting a moratorium on further housing legislation that creates density in CaIFIRE-Designated Very High Fire Hazard Severity Zones (VHFHSZ). G. Consideration of a professional services agreement with Kiley & Associates, LLC to provide Federal legislative services. (Jun) This item was removed for separate consideration. H. Consideration to continue the emergency justification for work and emergency contracting for the Greater Portuguese Bend-Ancient Altamira Landslide Emergency Project. (Copp) City Council Regular Minutes April 1, 2025 Page 3 of 6 1) Reconfirmed there is a need to continue the work on the Deep Vertical Dewatering Emergency Project declared by Council-adopted Resolution No. 2024-20 on May 7, 2024, finding an emergency exists requiring immediate action in the Greater Portuguese Bend-Ancient Altamira Landslide Complex to seek to mitigate the movement of the landslide; 2) Directed the City Clerk to confirm the same in the minutes of this City Council meeting, via Minute Order, reflecting this action; and 3) Adopted Resolution No. 2025-20, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, CONFIRMING THAT ACTIONS TAKEN BY THE CITY MANAGER AND CITY STAFF IN RETAINING CONSULTANTS TO IMPLEMENT LANDSLIDE REMEDIATION MEASURES IS CONSISTENT WITH THE AUTHORITY DELEGATED BY THE CITY COUNCIL I. Consideration to amend four professional services agreements for pre-qualified on-call construction management and inspection services. (Fraley) 1) Approved Amendment No. 1 to the professional services agreements with Integrated Engineering Management, Z&K Consultants, Inc., Transtech Engineers, Inc. and Sunbeam Consulting, Inc. for on-call construction management and inspection services for additional two-year terms and include escalation of rates by request from consultant(s), subject to City Council approved appropriated project budgets; and, 2) Authorized the Mayor and City Clerk to execute the amendment(s), in forms approved by the City Attorney. Consideration of a professional services agreement with Kiley & Associates, LLC to provide Federal legislative services. (Jun) City Clerk Takaoka noted that this item was pulled by Councilmember Bradley and Kiley &Associates, LLC consultant Greg Kiley was available for comments. Discussion ensued among Council Members and questions were asked of Staff and Kiley & Associates, LLC consultant Greg Kiley. Deputy City Manager, Catherine Jun, presented a detailed staff report. Mayor Bradley moved, seconded by Councilmember Lewis, to approve Staff Recommendations as follows: 1) Approved a professional services agreement (PSA) with Kiley &Associates to provide Federal legislative services; and, 2) Authorized the Mayor and City Clerk to execute the PSA in a form approved by the City Attorney. Consideration to receive and file a report on a proposed Point Vicente Interpretive Center Museum Annex. Director of Recreation and Parks, Daniel Trautner introduced Senior Administrative Analyst, Matt Waters who presented a comprehensive staff report and PowerPoint presentation. Discussion ensued among Council Members and questions were asked of Staff. Mayor Bradley moved, seconded by Councilmember Perestam, to approve Staff Recommendation as follows: Received and filed a status update report on a proposed Point Vicente Interpretive Center Museum Annex. The motion passed on the following roll call vote: AYES: Lewis, Perestam, and Mayor Bradley NOES: None 2. Consideration to provide direction to Staff on establishing electric vehicle (EV) charging fees at Ladera Linda Community Park. (Hevener) City Clerk Takaoka reported that late correspondence was distributed, and there were no requests to speak. Director of Public Works, Ramzi Awwad introduced Project Manager, Vanessa Hevener who presented a detailed staff report and PowerPoint presentation. Project Manager, Vanessa Hevener introduced Matrix Consulting Group, LTD consultant Khushboo Ingle who was available via Zoom for questions. Discussion ensued among Council Members, and questions were asked of Staff. Mayor Bradley moved, seconded by Councilmember Lewis, requiring full cost recovery for EV charging stations and directing staff to return with more information on Level 3 charging options and costs.
