Honorable Mayor and City Council members,
Please consider having the type of pipe that CalWater is installing from Burma Road to the pressure
reducing complex for the street drainage from Island View area going down Altamira Canyon. The pipes
can be hooked up to the existing drains and run along side of Altamira Canyon so the fissures can still be
sealed .
CalWater engineers would be able to advise how flexible the pipe is and assist to see if their pipe
supplier Western Water has DR9 HDPE 811 pipe or something suitable for street runoff which may be less
expensive . See how the pipe can be flexed! Doty is most experienced with the pipe's installation .

re: landslide mitigation (agenda item number 1 foer tonight's city council meeting.)
Please put all available resources to work ASAP on drilling and maintaining deep dewatering wells AND fixing
drainage in the landslide area. The latter means filling fissures and clearing drainage channels in preparation for
the upcoming rainy season.
I have just signed a $48,000.00 contract to convert our home to solar. I really don't want to lose the entire thing
to flood or mudslide. I am counting on the city to preserve our community. PLEASE DO NOT DELAY.
We cannot afford any mistakes.

I am a resident of upper Portuguese Bend ("PBCA"); my family remains in our home. We can address many of the
challenges this landslide presents, but we are powerless to slow the slide itself. You are not.
I write to express my deepest hope that you will vote in favor of the Staff Recommendations contained in the Staff
Report regarding the expansion of the deep dewatering well program, especially with regard to the Abalone Cove
Landslide and Lining of Altamira Canyon (Item 1 of Regular Business on the Agenda).
ACLAD has done good work for many years, but this deeper slide plane is larger and faster than they can handle. They
and we, your citizens, need the help you can provide.

Hope the meeting this week goes well. I'm hosting a United Nations summit Tuesday and
Wednesday and would have like to participate in the council meeting otherwise.
It may be of interest to update the community questionnaire to include 'battery' in question
7. It may be worthwhile asking what solutions they have already sought and what
challenges they have encountered. Lastly it would be somewhat strategic to ask if homes
would be interested in shared community assets such a solar and storage and an all
electric zone.
This would be of particular interest to residents who will not red red tagged, (based on the
geological study appendix) but will have a high risk of being de-energized by electric and
gas utilities. This would build a record of community need to access power that may face
regulatory barriers.

Hope the meeting this week goes well. I'm hosting a United Nations summit Tuesday and
Wednesday and would have like to participate in the council meeting otherwise.
It may be of interest to update the community questionnaire to include 'battery' in question
7. It may be worthwhile asking what solutions they have already sought and what
challenges they have encountered. Lastly it would be somewhat strategic to ask if homes
would be interested in shared community assets such a solar and storage and an all
electric zone.
This would be of particular interest to residents who will not red red tagged, (based on the
geological study appendix) but will have a high risk of being de-energized by electric and
gas utilities. This would build a record of community need to access power that may face
regulatory barriers.

Comments for Oct. 1 City Council Meeting Item No. 1 -Landslide
We write in response to Agenda Item No. 1 regarding the Landslide Complex issues in Portuguese
Bend. What follows are our personal thoughts and opinions regarding the various sub-components
of the current agenda Item:
1-Approve Continuing Emergency Declarations and Stabilization Efforts with Wells
The State of Emergency should be approved and continue with immediate efforts to abate the
unprecedented land movement in the area. It appears that after 11 months, the movement is merely
not continuing to accelerate at the same high rates month over month. It is not ceasing or returning
to pre-2018 levels.
All dewatering wells must continue to be supported and new wells must continue to be implemented.
We support the City Approving Recommendation No. 4 (Staff Report Page 23) "Expand DOW
Program to Klondike Canyon Landslide Area." We want all current wells to continue and have them
expand into the Klondike area. For instance, the impact on the sewer, roads, and homes in this area
for the entire City are extensive. We need these measures done immediately.
2-Winterization (Staff Report Pages 24-25) -Drainage Plan on Dauntless and Seaview
The City should approve and implement the Staffs recommendations on Pages 24-25 including
specifically the Klondike Canyon actions in Item 2 and the Seaview actions in Item 3. Further, the
community is extensively concerned that there has not been any grading/fixing of parts of Dauntless
and Exultant for mitigating and preventing any water intrusion. The street needs to be graded and
measures immediately undertaken. Simply adding sump pumps is insufficient. This method was
done last winter of 2023 on Dauntless and proved completely ineffective. There needs to be efforts to
divert water on upper Dauntless before Stalwart into drains and some type of temporary plastic/drain
pipes implemented on Dauntless before it reaches the graben to divert water immediately.
Crucially, as we have repeatedly advised the City, the City must do something to mitigate drainage
and fissure issues in the red-tagged houses in Seaview. The houses have gone to unmitigated waste
with hundreds of gallons of r~in water and other elements infiltrating the fissures on these
properties. I first filed a complaint with the City's code enforcement division regarding each property
in November 2023 for 4361 Exultant Dr. and April 2024 for 4332 Dauntless Dr. (CPM2024-
0067). There has been no action regarding demolishing and/or filling the giant fissures on these
properties th at a re visible from the public rig ht of w~y • i.e. the path of the g raben. These houses a re / •
private and public nuisances of the most extreme kind. They are impacting the entire Seaview
neighborhood and Landslide Complex. Water intrusion here is also thwarting the City's efforts' other
places.
3-Item 1 (4)-(5) -Financial Assistance Allocation from LA County $5 Million
It is imperative that there is an allocation made to individual landowners and that it is done efficiently
and fairly. This should be done as a priority for this County money. The only criteria that should be
used to identify and allocate to an impacted landowner is proof of title of land or deed of a home
within the impacted zone. This is fair and efficient. It also does not require the City to expend
extensive resources on subjective decisions and committee meetings regarding applications. An
amount of $20,000 should be considered per applicable landowner.
The Staff Report at Page 33 indicates that there should be grant applications with "eligible expenses,"
etc. This is ridiculous and not workable. Many people have not had available cash funds to do some
of the out-of-pocket expenses to implement solar and other energy solutions. Engineering solutions
and energy solutions are estimated at $50,000-$500,000 plus per household. The City cannot block
access to funds where people need them. The City should not be making subjective decisions on
amounts submitted by receipt or potential projects or projections of projects for individual homes in
this context. The City also should not be requiring or handling extensive further private information
from residents in these areas. Truly impacted landowners do not need to be burdened with additional
extensive applications to the City. The $5 million from the County should result in a direct flat amount
allocation to each actually impacted landowner in the landslide zone who has suffered
specific damage and/or electrical, cable or gas utility outages of more than 4 days. Additionally,
impacted persons should include those with any water outages for more than 2 days cumulatively in
the impacted zone. All of these impacts should have been experienced from April 2023 to date. •
There should be a specific map related to the "Impacted Area" for purposes of the Landslide Complex
for the allocation. This map would have to differ slightly from the one of just the geological
Complex. Please see our comments in 4 below regarding "Impacted Residents."
4-Item 1 (4)-(5) and (7)-(8)-Definition of the "Impacted Residents" and "Complex"
The internal references and defined term "Landslide Complex" is in danger of becoming too
convoluted as it relates to the specific impacted homes/residents in the way it is being references
through the past Resolutions and current draft Resolutions including Resolution Nos. 2024-52 and
2024-57. There should be one consistent Exhibit Number or map that is used to reference the
households now impacted within the "Landslide Complex" on the geographical map the geologist
uses and also includes the homes on additional streets impacted East of Schooner Drive located on
Admirable, Palos Verdes Drive South, Exultant, and Dauntless within Seaview (outside the geological
movement area but impacted by utility issues). For example, there are multiple homes that were
affected by power outages that have never been in the Landslide Complex geologically speaking nor
should they be included. Many homes have never moved per the McGee Survey data. Yet, the
utilities have shut their various services off to those homes. While those homes should never be
included in any area reflecting geologic movement like the Portuguese Landslide Complex maps the
City Geologist uses, those homes do need to be reflected properly in the reference to impacted
homes within the Resolutions and for the purposes of having access to any financial assistance
allocation. As a further example, there are also homeowners that are having their homes ruined from
breaks from water lines due to water erosion damage that also is not because they have a fissure in
their house in the traditional sense. They also need access to funds.
5-Item 1 (4-5) -Portuguese Bend Beach Club

The Agenda and various items referencing the electrical power shut offs do not include reference to
Portuguese Bend Beach Club ("PBBC"). For instance, the Staff Report pages 8-12. The references
to impacted geographic areas and areas with shut offs need to properly include the portion of PBBC
impacted as well. Edison cut off electrical utility to PBBC the day after the Sept. 3, 2024 meeting
where their representatives told the City Council that they were only monitoring the PBBC area. They
presented a map with the area highlighted in green. Yet, 24 hours later announced indefinite shut
offs in that area.
6 -Item 1 (6) -Questionnaires
The City proposes two questionnaires for residents to submit which request private protected
information. It is unclear and unlikely that the City has any procedures or resources in place to
properly handle this confidential, protected information under all legal requirements for such
information including encryption. If residents need help from the Sheriff, they should contact the
Sheriff's Department directly for "vacation checks." Other information is private and improper as a
City government to maintain.

I would like to commend Portuguese Bend residents Gordon Leon, Tim Kelly and others for helping the community in
diverting water from the landslide and keeping the sewer system operational
The city should accept the grant money being offered and continue to pursue additional grants. Priorities for the money
should be as follows:
Residents without financial means should be provided a propane generator and tank and Starlink internet service
Keep water from entering landslide
Pump water out of the landslide
Our driveway from 6001 PVDS to 39 Narcissa Dr provides the best emergency access from the west to and from the
Portuguese Bend community. There are red Fire Department locks on both the gates. Many residents have been
provided the gate codes and will open the gates in case of an emergency
