FISCAL IMPACT: The PLHA Program from the LACDA would provide funding of
$65,636 toward affordable housing programs identified in the City

otherwise. Approving this grant requires a revenue appropriation of
$65,700 and the same amount of expenditures in FY 2024-25. VR

BACKGROUND:
On December 3, 2024, LACDA issued a letter to the City announcing that the City’s
tentative Year 5 PLHA program funding from the California Department of Housing and
Community Development (HCD) is $65,636 (Attachment E). In order for the City to
receive the funding, the City must have a State approved Housing Element at the time of
the award commitment from the State to LACDA. With a State approved Housing
Element, the City is eligible for this year’s funding.
According to the State of California, the principal goal of this program is to make funding
available to eligible local governments in California for housing -related projects and
programs that assist in addressing the unmet housing needs of their local communities.
To accept the funds, the City must:
1. Submit a Letter of Intent, which includes concise details of the proposed Activity
and Sub-Activity and describes how the City plans to expend the funds by June
30, 2028 (Attachment B);
2. Complete a proposed form for the planned activity;
3. Provide a City Council-approved resolution; and
4. Provide proof of 30-day Public Notice (posted for the public hearing).
DISCUSSION:
The planned activities proposed are to advance two of the programs in the Final 2021 -
2029 Rancho Palos Verdes Housing Element Update adopted by the City Council on April
16, 2024. These are two programs that require ongoing funding to implement them. The
City is planning to allocate the $65,636 in PLHA program funds for the following projects:
• Affordable Accessory Dwelling Unit (ADU) Incentive Program No. 5 -
$40,000
To fund grants to facilitate the production of affordable ADUs and provide funding
for City staff to develop/administer this program as follows (Attachment C):
o Tier 1: Workforce. Provide property owners with grants of $10,000 in
exchange for recording affordability covenants on ADU units.
o Tier 2: Home Share. Provide grants to property owners of $15,000 to create
ADU or JADU units to provide low-moderate income housing with a 10-year
affordability covenant. Creation of additional ADU and JADU housing

through this program tier would create property sharing opportunities by two
or more persons and render housing affordable to persons who could not
otherwise afford housing individually due to the ability to share housing
costs yet maintain individual privacy. For example, this could be of particular
benefit to individuals with disabilities who need occasional assistance of
female-headed households seeking additional security. The City would
work with the South Bay Cities Council of Governments’ Home Share South
Bay Silvernest program to help place eligible tenants in ADUs and JADUs.
• Residential Rehabilitation Program No. 22 - $25,636
The City will develop and implement a Residential Rehabilitation Program. The
program will assist lower income homeowners, including senior and disabled
households, with funding for necessary materials and supplies for home repairs
and improvements. The program would provide grants for the following and similar
activities (Attachment D):
o Accessibility improvements
o Exterior or interior home repair
o Repair or fencing and/or landscaping
o Plumbing
o Exterior painting
o Roof repair
The maximum grant amount is $5,000 per household, unless for exceptional
circumstances as approved by the Community Development Director. To qualify
for the program, a household needs to meet the following conditions:
o Current household income must be at or below 80 percent of the County
mean income based upon family size.
o The head of household must be at least 55 years of age or have a physical
handicap that makes them unable to maintain the home.
ADDITIONAL INFORMATION:
LACDA Letter
The December 3, 2024 letter from LACDA was addressed incorrectly, and therefore was
delayed in the City reviewing it. The letter stated that if the letter of intent and supporting
documentation is not received on or before February 14, 2025, the available allocation
will be retained by the County and reallocated to Countywide programs. Due to the delay
in receiving the letter, the City requested an extension to submit, since a 30-day notice is
required before the City Council may hold the public hearing and authorize submittal.
LACDA authorized an extension for submittal to February 28, 2025.

On January 17, 2025, notice of this public hearing was posted on the notice boards at the
Ken Dyda Civic Center, Hess Park McTaggart Hall, and Ladera Linda Community Center.
To date, no public comments were received. If public comments are received after
publishing this staff report, they will be provided to the City Council as late
correspondence.
CONCLUSION:
Staff recommends the City Council receive and file this report, adopt the attached
resolution, and approve the submittal of the letter of intent and related documents to
secure this grant funding.
ALTERNATIVES:
In addition to the Staff recommendations, the following alternative actions are available
for the City Council’s consideration:
1. Do not authorize the submittal for funding and allow the available allocation to be
retained by the County and reallocated to Countywide program s.
2. Take other action, as deemed appropriate.

Los Angeles in order to receive said PLHA funds.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO

Section 1. The City Council authorizes the Mayor, or his designee, to execute any and all

activity to be undertaken. The Performance Indicator that is selected is then used as a tool to measure
the performance of a funded project. The goal may include the number of households assisted housing
units made available because of this funding.

(a) Detailed Description: Provide a detailed description of the activity to be implemented within the
overall project. The summary should provide sufficient detail (who, what, when, where) to permit a clear
understanding of the nature, beneficiaries, and eligibility of the activity.
The description must clearly describe what PLHA funds will pay for and indicate whether a subrecipient,
consultant, or staff will undertake the implementation of the activity. Please include a line-item level listing
of proposed expenditures. For example, "Funds will be used for travel, space costs, consultant services",
etc. For equipment purchases exceeding $300 per unit, please specify the equipment to be purchased
(e.g., a copier, facsimile machine, computer, etc.). Also, include proposed accomplishments for leveraged
funding (e.g., Other specific public funds, Tax Credits, Bond Fees, Other Private, etc.).

6. ACTIVITY SUMMARY:
(a) Provide a detailed description of the activity to be implemented within the overall project.
The summary should provide sufficient detail (who, what, when, where) to permit a clear
understanding of the nature, beneficiaries, and eligibility of the activity.
The City will develop and implement a Residential Rehabilitation Program. The first
component will aim to bring substandard housing units into compliance with City codes.
The City’s program would combine a pro-active canvassing of the City to identify
substandard housing and a re-active complaint driven inspection process. The City’s goal
is code compliance and vacation of substandard housing is not anticipated. Property
owners in violation of City codes are provided information on rehabilitation loans or grants
they may be eligible for in correcting code violations. The program will assist lower income
homeowners, including senior and disabled households, with funding for necessary
materials and supplies for home repairs and improvements. The program would provide
grants for the following activities: accessibility improvements, exterior or interior home
repair, repair of fencing and/or landscaping, plumbing, exterior painting, roof repair, and
similar activities. The maximum grant amount is $5,000 per household, unless for
exceptional circumstances as approved by the Community Development Director.

EXHIBIT A INPUT FORM INSTRUCTIONS
(1) ACTIVITY
(a) Project Title:
Each project is given an activity title that gives a clear indication of the overall nature of the activity (e.g.,
"Walnut Park Division Project - First District"). Do not exceed 60 characters.
(b) Funding Period:
Each activity must be given a funding period. For each Program Year, no projects may start, or incur
costs, earlier than the contract execution date and no later than 90-days prior to the Program Year
deadline. Except for certain predevelopment costs, any costs incurred outside of the contract term
must be disallowed.
(2) OPERATING AGENCY
(a) Agency Name: Identify the Operating Agency of the proposed activity described in this Exhibit A
Input Form.
(b) Agency Address: Identify the Agency's mailing address.

• Contracted services include legal counsel, bookkeeping, construction, as well as architectural and
engineering services and must be obtained through a procurement process.
• Subrecipient agencies include public or private non-profit entities providing services such as youth or

(5) ACTIVITY ELIGIBILITY SUMMARY
(a) Select Activity and Sub-Activity: Indicate proposed project activity and budget. You may select more
than one activity for each funding year.
(b) Expected Accomplishments:
Based on the performance indicator, provide the specific accomplishments your Agency expects to achieve
by the end of the contract period using PLHA funds only. Remember that the selection of the correct
performance indicator at the inception of a project is very important because it identifies the nature of the
activity to be undertaken. The Performance Indicator that is selected is then used as a tool to measure
the performance of a funded project. The goal may include the number of households assisted housing
units made available because of this funding.
(c) Performance Indicator:
Identify the performance indicator that most correctly corresponds to the activity. The performance
indicator may include number of units or households assisted.
(6) ACTIVITY SUMMARY:
(a) Detailed Description: Provide a detailed description of the activity to be implemented within the
overall project. The summary should provide sufficient detail (who, what, when, where) to permit a clear
understanding of the nature, beneficiaries, and eligibility of the activity.
The description must clearly describe what PLHA funds will pay for and indicate whether a subrecipient,
consultant, or staff will undertake the implementation of the activity. Please include a line-item level listing
of proposed expenditures. For example, "Funds will be used for travel, space costs, consultant services",
etc. For equipment purchases exceeding $300 per unit, please specify the equipment to be purchased
(e.g., a copier, facsimile machine, computer, etc.). Also, include proposed accomplishments for leveraged
funding (e.g., Other specific public funds, Tax Credits, Bond Fees, Other Private, etc.).

requirements apply to the activity. In general, State prevailing wage applies to construction projects with

Please complete an Exhibit A form for each Activity and Sub -Activity. It will be considered on a
project-by project basis if these may be combined into a single project that will be completed during the
same contract term using the same Program Year funding.
(9) ACTIVITY LEVERAGED FUNDING SOURCES
Indicate the type and amount of leveraged funds to be used for this activity. Please note that PLHA funds
are not to be included in this Section. Leveraged funds are project funds in addition to PLHA funds.
