BACKGROUND AND DISCUSSION:
This report summarizes the cash balance of all funds and investments for the month of
December 2024. A separate report is prepared monthly for the Improvement Authority
and presented under separate cover before the Authority Commission.
The overall cash balances of the City totaled $87 million (Table 1) with over $20.6 million
or 24% of the total cash balance in the Local Agency Investment Fund (LAIF). The City
has a total of over $8.4 million or 10% of the total cash balance with BMO, which includes
$4.9 million in checking for operational needs. In April 2024, the City opened a new money
market account with BMO with a starting balance of $0.5 million of idle funds to maximize
interest earnings instead of leaving the amount in the BMO checking account.
Additionally, over $4.3 million or 5% is with Malaga Bank. Additional balance details can
be found in the attachments on page A-1.

Investments under the City’s brokerage firm Stifel include Certificates of Deposit (CD)
investments of $22.5 million or 26%, Treasury Bills and Agency Bonds $31.4 million or
36% of the total cash balance, and a money market account has a balance of $38,057 or
1% of the total cash balance. The City holds a money market account with Stifel for
transactions related to the selling and purchasing of investments, as applicable. The
securities are held by Bank of America and are FDIC-insured.
In summary, as illustrated in Table 2, the City’s General Fund has over $34 million or 39%
of cash balance, and the Capital Infrastructure Program (CIP) Fund has approximately
$23 million or 26% of cash balance. The remaining cash balances are in the Equipment
Replacement Fund with over $3 million or 4%, over $3 million or 4% in the 1911 Act Fund,
approximately $63,000 or less than 1% in the Quimby Fund, and approximately $24
million or 27% in Other Restricted Funds.

Compared to the December 2023 balance, the City’s cash balance decreased by $8.6
million, primarily due to ongoing expenditures for emergency repairs and maintenance
related to the Portuguese Bend Landslide. Additionally, when comparing the balance in
November 2024, the City’s cash balance decreased more than $1.2 million, mainly
attributed to the timing of billing for general operational services and disbursements for
City-approved projects. The major disbursements for the month of December included
Aleshire and Wynder for legal services, ASAD Holding for the Peacock Ridge Storm Drain
Improvement Project, Clarke Contracting for Narcissa Bend sewer realignment service,
Cotton, Shires and Associates for geologic evaluation in the Portuguese Bend Landslide
area, Geologic Associates for emergency hydraugers engineering services, Hardy and
Harper for emergency roadway repairs, Klondike Canyon Landslide Abatement District
(KCLAD) for the first loan disbursement of $0.35 million as part of the financial assistance
approved by the City Council on July 2, 2024 City Council, Los Angeles County Sheriff’s
Department for law enforcement services, LSA Associates for environmental monitoring
services, Malcolm Drilling for emergency landslide services related to the deep
dewatering wells task orders, Raycom for purchase and installation of twenty-three
radios, and Stay Green for annual landscape maintenance project. All expenditures were
disbursed in accordance with the Fiscal Year 2024-25 budget and the City Council’s
approved expenditures related to the landslide.
