I have reviewed the City's proposal that you attached. If, as I assume, the City's proposed Preferred Route (or the Alternative Route) would not involve any power lines or poles west of pole 1140865E, then, I believe that any concerns from residents around the Schooner/Dauntless intersection and the Schooner and Valor cul-de-sacs would be relieved. The request of the resident at 3945 Dauntless (by the steps) to move pole 5036300E back a few feet might be accommodated by reducing the height somewhat if possible. I think all the residents would support the objectives you wish to achieve with your proposal. With this updated information on the City's proposal to SCE I believe my first email responding to the old plan in the Agenda Report is moot. Thanks for your concern. Learn why this is important Dear Mayor and Councilmembers, Regarding the subject Agenda Item for the 4 Mar 25 Council meeting, having read the Agenda Report, I would like to recommend a fourth option for Alternatives to the recommended action of a 3-month time extension for SCE to 3 remove the pole from the Lad era Linda Community Center. The fourth option that I, and I believe, many of the affected Seaview residents, would strongly recommend is that RPV accept the current location of the power poles on the Ladera Linda property and request that SCE identify any additional actions needed to permanentize the installation within some nominal timeframe. I have talked to Dauntless Dr residents with homes adjacent to the current pole locations and they are ok with their present location. They see no need for their relocation to the Schooner/ Dauntless intersection. Relocation to the Dauntless/Schooner intersection poses serious issues of safety and significant view impairment (ocean, coastal, Catalina, and the rolling hillsides of the Preserve) for a number of adjacent homes on Dauntless Dr, and the Schooner Dr and Valor Pl cul-de-sacs. The north-south line running between the poles would run over a swimming pool and much foliage. I wasn't able to reach City personnel to discuss more why RPV is requiring movement of the poles. The documentation indicates the upper pole encroaches on the east lot of the Center. The pole seems to be very close to the fencing on the southwest corner and does not interfere with the walk path or any other structure. It does pose a slight view issue if you are standing east of the Center but as you move west a tree blocks the view of the pole and most of the east-west wires. I would hope that the City could live with that minor blemish and that the City can accept the current location and stop the forced relocation to a place that would pose significant problems for Seaview residents. And, hopefully, this would also save some money for the City and SCE. Thanks for your attention to this issue. Learn why this is important Dear Mayor and City Council Members, I have recently learned that the city is considering the installation of traffic signals at intersections on PVDE near Miraleste Intermediate School due to budget and contract concerns with the crossing guards. I am writing to oppose that consideration -traffic signals are not an adequate replacement for crossing guards. I live at 4072 Miraleste Dr and navigate that section of road daily by car and on foot (my son is enrolled at MELA). I'm thankful for the crossing guards in both scenarios. On foot, they are very proactive to ensure pedestrians may cross safely. For motor vehicle traffic, they do a good job at directing the flow of traffic to avoid excessive backups and delays. I believe reliance on traffic signals here would be a downgrade in pedestrian safety and in efficient control of traffic. A traffic signal cannot replace a crossing guard for traffic safety. My mother-in-law was killed earlier this year when attempting to cross a street at a marked intersection. Rates of pedestrians killed by motor vehicles in LA county rises year-over-year, with many of these deaths being due to collisions within properly marked crosswalks. People drive aggressively here, and are constantly running lights, or increasing their speed in response to a yellow. Furthermore, the visibility of traffic signals when driving along PVDE in this stretch will be limited. We have already surrendered much of our lives and pedestrian space to cars in LA. Installing a light here would just perpetuate an existing car-centric trend that we know has a poor outcome for residents and pedestrians. This is RPV -we need to do better, and serve as an example of how to do things the right way. A second item to note is that the installation of signals at these intersections will undoubtedly cause a gridlock effect that exacerbates an already poor traffic situation. Some seem to think it will help traffic flow, but I strongly disagree. Furthermore, is the cost to local residents and pedestrians really worth it? Installing traffic lights just puts cars first and people second. I urge the city council to look toward other solutions to this problem. First, do we really believe that these crossing guards (who also provide traffic control), are not providing adequate value? Second, what other pedestrian-centric infrastructure can we utilize instead of traffic lights? Examples are traffic circles, pedestrian bridges, calming measures installed at the approaches to the school on PVDE in both directions, and more. Traffic during peak school hours in the mornings and afternoons results in cars lined up on Miraleste Dr from PVDE to beyond First Street with a line of cars backed up on Via Colinita. This has been a problem for many years and past traffic studies on this matter have not resulted in any options other than the flaggers and crossing guards. If the traffic signal light is green at all times, except when there is cross traffic, this may work at PVDE and Via Canada. A second light at Miraleste Dr and PVDE should not be required. The Miraleste Dr & PVDE intersection needs to be redesigned with a pedestrian refuge in the middle of the intersection. Dear Mayor Bradley, In May 10, 2021 in the middle of the day and again on June 26, 2021 (police report #21-02072-17) in the evening, there were two almost identical accidents in front of our house at 4109 Miraleste Dr in RPV within a 7 week period. Fortunately no one was seriously injured: however, property was damaged including cars deemed totaled plus fallen mailboxes and trees. Both incidences involved parked cars in front of our house . At that time, I got in touch with the RPV traffic committee who assessed and some changes were gratefully made like adding chevron signs in the divider of Miraleste Drive . Fortunately, to my knowledge, we have not had another accident directly in front of our house . I mention this because the changes made and implemented have made a difference. However, cars continue to speed up and down Miraleste Dr. I am also including photos of another accident on Miraleste Dr which happened on December 18, 2024 . I beg of you, for the safety of our community, that the traffic calming measures will be accepted and implemented at the March 4 RPV meeting. Attached are photos of all of the accidents. Learn why this is important Dear Mayor and Councilmembers, Regarding the subject Agenda Item for the 4 Mar 25 Council meeting, having read the Agenda Report, I would like to recommend a fourth option for Alternatives to the recommended action of a 3-month time extension for SCE to remove the pole from the Lad era Linda Community Center. The fourth option that I, and I believe, many of the affected Seaview residents, would strongly recommend is that RPV accept the current location of the power poles on the Lad era Linda property and request that SCE identify any additional actions needed to permanentize the installation within some nominal timeframe. I have talked to Dauntless Dr residents with homes adjacent to the current pole locations and they are ok with their present location. They see no need for their relocation to the Schooner/ Dauntless intersection. Relocation to the Dauntless/Schooner intersection poses serious issues of safety and significant view impairment (ocean, coastal, Catalina, and the rolling hillsides of the Preserve) for a number of adjacent homes on Dauntless Dr, and the Schooner Dr and Valor Pl cul-de-sacs. The north-south line running between the poles would run over a swimming pool and much foliage. I wasn't able to reach City personnel to discuss more why RPV is requiring movement of the poles. The documentation indicates the upper pole encroaches on the east lot of the Center. The pole seems to be very close to the fencing on the southwest corner and does not interfere with the walk path or any other structure. It does pose a slight view issue if you are standing east of the Center but as you move west a tree blocks the view of the pole and most of the east-west wires. I would hope that the City could live with that minor blemish and that the City can accept the current location and stop the forced relocation to a place that would pose significant problems for Seaview residents. And, hopefully, this would also save some money for the City and SCE. Thanks for your attention to this issue.
