Remediation Project Update
Dear Honorable Mayor and City Council,
Thank you for the opportunity to comment on the recommendations for Council's consideration. The recent
accelerated land movement is devastating to our community, and the Palos Verdes Peninsula Land
Conservancy applauds the City's work to bring together stakeholders, legislative representatives and experts
to remediate the landslide issues. The Conservancy supports the City taking expeditious actions to
effectively mitigate the landslide movement.
We stand by the City as partners and the Preserve Habitat Manager to help in any way we can including on-
site monitoring and assistance with NCCP/HCP protocol compliance, being a resource on project design to
minimize impacts, and restoring lost habitat. Furthermore, we offer our staff and volunteer Trail Crew
resources to help fill fissures and repair damaged trails in coordination with Open Space Management.
The Conservancy believes that our habitat restoration plans can help to stabilize surface soils and uptake
rainwater -actions that help mitigate landslide activity. We encourage Council and Staff to include this as an
important and a useful strategy to assist in stabilizing areas within the greater landslide complex, including
areas outside of the EIR project footprint in the Filiorum Reserve, Wildlife Corridor and Abalone Cove lands.
Landscape restoration plans are shovel ready for immediate implementation today once City approvals are
issued, and should be considered a part of the "toolbox" the City utilizes for mitigating landslide movement
over the long term throughout the landslide complex.
Regarding the ongoing Portuguese Bend Landslide Remediation Project, we are heartened that the staff
report recognizes that proceeding with finalizing the designs and adopting the EIR "do not preclude the
ability to make modifications to the project based on a concurrent analysis of options to reduce
environmental impacts of the project, particularly the flow reduction area." While the Conservancy
recognizes and appreciates the community's interest in expediting the design and environmental review
process, we also believe it is important to keep in mind the public comments made in response to the Draft
EIR dated April 2023, which offer viable alternatives, suggest setting realistic expectations regarding habitat
remediation potential for the various project elements, support project compliance with NCCP/HCP
protocols, and safeguard natural resources to the extent practicable. The various Draft EIR comments
identify elements of the project that can and should be adjusted in an ongoing way throughout final design, as
contemplated in the City's expedited approach, in order to achieve a balanced, effective project design.

The following statement is from Celina Luna, Interim Government Relations Manager,

Dear Mayor Cruikshank and members of the City Council-
At Southern California Edison, one of our core values is safety. Fifteen million Californians count on
us for electricity 24 hours a day, seven days a week, and we're committed to delivering it safely and
reliably. On a daily basis, we plan, prepare and are ready to respond to emergent issues at a
moment's notice. We want to thank the first responders, city and utility workers who have been
working tirelessly to prioritize safety in the landslide complex area. We appreciate the ongoing efforts
of the City of Rancho Palos Verdes to address safety concerns for their residents and visitors by
seeking an emergency declaration from federal and state officials. This winter season has brought
unprecedented moisture to the Palos Verdes Peninsula and it is imperative that swift action is sought
to protect lives and limit any potential damage. Southern California Edison has already de-energized
and is expediting removal of 45 power poles throughout the greater landslide complex area. We look
forward to continuing to work together to improve the safety for residents, visitors and our employees.
Please continue to count on Southern California Edison to ensure safety is at the forefront of all of our
actions.

Hello,
I'll be attending tonight's meeting via zoom. My family and I live in the Seaview track so of course we are deeply
concerned about the issues with land movement in our community. I know that everyone is working diligently towards
resolution and I would like to add one suggestion if I may. As you know, the movement of PV Drive South at the
Portuguese Bend is much more frequent than it has been in past years, and more severe. I suggest that until this issue is
under control weight restrictions on this road be introduced and enforced. Tractor trailers, heavy equipment haulers,
bobtails, etc frequent this road substantially more than in the past. Trucks delivering to Terranea can access through
Hawthorne Blvd., and trucks delivering to Trump golf course can access from Western. There is absolutely no reason for
them to be on this highly fragile section of road.
Thank you and I hope that we as a community will find resolve quickly and safely.

We want to urge the RPV city council to take all possible action as quickly as possible to mitigate the
land movement in the Klondike Canyon Landslide. We live on Exultant Drive, ten houses from the
Dauntless corner where the damage is most severe. We are deeply concerned for our friends and
their homes on the corner, for ourselves and for the whole SeaView neighborhood.
Please use all means at your disposal to take the measures that will slow the land movement and
additionally use your influence on other agencies (cities, utilities, landslide boards) to act in concert
with you.
The corrective measures are known and documented and include more dewatering wells and
diverting sources of water from rainfall and from uphill neighborhoods. Please do not wait for the
"ultimate emergency" of collapsed homes, interrupted utilities, and impassable roads as it can be
prevented if steps are taken now with the greatest of urgency. Prevention is ultimately a lower cost
approach than waiting for catastrophe.
Thank you for your attention and actions so far in this matter. We ask that you direct your efforts into
a solution to the current crisis with the utmost speed.

This correspondence is solely focused on "where do we go from here", not how did we get here.
While movement of main Portuguese Bend slide area is a contributing factor, it is believed that good drainage of the
Klondike Canyon prevents water from getting into the subterranean bentonite layer under western SeaView and PBC -
the source of the movement.
The Sea View community was built with a reasonable storm drain system, but I can't say the same for the balance of the
Klondike Canyon or the hillside directly above Sea View (much of which at the western edge is compromised and is now
covered with tarps to try to limit further damage).
The primary sources of water in the peninsula are from both man-made delivery systems (CalWater) and
rainwater. Damage to sewer lines also contributes to ground water, and while this is bad, it is my understanding that
this is not believed to be a major contributor.
Cal Water is actively developing plans to replace aging pipes in SeaView and has re-routed water lines above ground as
well as routing the water entering SeaView.
Challenges outside of RPV: Unfortunately, the vast majority of water fed to homes in Rolling Hills starts the journey
down the canyon underground from septic systems as they have no sewers. While some of that may trickle to the
surface in the canyon, most of it stays underground.
A larger concern to me at this point is there is no storm drain system in Rolling Hills surrounding the Klondike
Canyon. All of that water that has been both naturally flowing from rainfall and directed and diverted from roads and
homes surrounding the canyon flows directly into the ever more compromised Klondike Canyon structure that has now
fracturing for decades. This further enables water from the surface to enter directly into the sub surface layers-exactly
where we don't want it to be.
A great deal of work was done in the early 80s to add a 48" drainpipe to connect the portion of the Klondike Canyon
from PV Drive South to the ocean and I understand this work has greatly contributed to slowing the movement in
Sea View, but now that drainage is not doing much as the majority of the water never gets to this pipe.
My estimate is about 189 acres of land in Rolling Hills that directly feed the Klondike Canyon with both septic runoff
from homes and very significantly storm drain runoff. This directs many 10s of millions of gallons into the canyon when
we have significant rainfall as we have seen since last winter.
The ask: We desperately need RPV to be our advocate and work with the city of Rolling Hills and LA County Public
Works that approves "improvements" within Rolling Hills to compel them to urgently install a drainage system that
will catch a large portion of the rainfall and directs It to the

RPV storm drains where it can go direct!~ to the ocea""J. ,
We also need RPV to build appropriate drainage from the hill behind western SeaView that drains that water to storm
drains either in SeaView or directly to the 48" pipe that drains to the ocean. We also need RPV to build appropriately
sized drainage pipes in the Klondike Canyon that extends to the border of Rolling Hills.
In addition, there needs to be study of the pump and drainage systems at PBC. The outlets from the storm drains and
pumps are often plugged with most every storm surge. Water that is being pumped out often overflows on the beach
and does not make it directly to the ocean and also causes flooding at the beach.
All of this requires urgent action by RPV to work with and implement solutions and with Rolling Hills, LA County as
well as Sacramento and Washington DC.

I live at 4194 Maritime Road in the Portuguese Bend Beach Club. I have lived here since
1973. My house was moved up from the original slide in 1959.
We have known about earth movements in Seaview and the Portuguese
Bend Club for six months. It is time the City of Rancho Palos Verdes
designates a Slide Management team to run this project.
We can't wait any longer to have Gavin Newsom declare a State of
Emergency. It needs to be declared now. We need a delegation to go to
Sacramento, like City Councilman John Mc Taggart headed up many years
ago, and make our suffering known! What is the City doing to involve the
governor? Where is Janice Hahn, our L.A. County Supervisor, and what is
she doing to make everyone who can help us made aware of the problem we
face.
Al Muratsuchi, our California Assemblyman and Ted Lieu, our United States
Representative need to work on our behalf, as well. Who in the City is
involved with their staffs, keeping them informed?

And finally, why haven't we heard from Rolling Hills? Not a peep. It is
obvious to everyone they play a part in this acceleration of the Klondike
Canyon Slide. The sooner we get them to cooperate the sooner we resolve
the issues Rolling Hills plays in the bigger picture.

Hello Mayor, City Council and City Managers,
My name is Tony Buesing and I own a home on Exultant Drive since 2001.
I am not happy with the current management of the landslide. We have no professional engineers that understand
storm drainage management. We need to hire a full time hydrologist and engineer to stop the water trespass into the
canyons. We need 10 wells in the next two months. We need to slow the slide and your current actions do no show
technical knowledge of how so slow the slide. You are winging the situation and all my neighbors are upset and are in
danger of loosing their homes. We need professional teams not geologists telling us we are moving. We know the land is
moving. Stop wasting time on the obvious things and start making solid plans of hiring an engineer full time.

We are homeowners in Ladera Linda, the neighborhood just south of Seaview, off Palos
Verdes Drive South at Forrestal Drive. Our neighborhood abuts the Forrestal Preserve.
Like others, we are concerned about the rapid movement of land in and around the
landslide complex near us, the already devastating effects to homes and streets in
Seaview and Portuguese Bend, and the seemingly continued encroachment of the effects
of the slide in all directions.
We are directly affected by the dangerous condition of PV Dr South, a main Peninsula
thoroughfare that we use on a near daily basis. We appreciate efforts to repair the road in
the past, but the work-for decades-has always appeared to be a 'bandaid.' Our
experience regularly driving on PV Drive South is that a repair one day doesn't necessarily
translate to a fix for the next day, or prevent an entirely new breach or buckling in another
section of road.
PV Drive South is so unpredictable and unsafe that we have to warn each other and
family members ahead about the road, particularly when driving at night. You shouldn't
have to feel this way as you go about your daily living. We believe this road is a
catastrophe waiting to happen. We don't know what the solution is, but something further
needs to be done asap.

STATEMENT BY SHELLY AND DAVID ROTH, EXULTANT DRIVE, SEAVIEW, RPV
We are quarter-century residents of Seaview. We have raised our family and formed community
here. We consider our home an investment and legacy to pass on to our children.
While we are well aware of the geological history of the Palos Verdes peninsula, the recent
movement of Klondike Canyon as well as the Portuguese Bend and Abalone Cove complexes is
unprecedented and requires immediate action.
This physical land movement is resulting in homes in Seaview literally being broken apart, with the
neighborhood's roads buckling and heaving.
Perhaps even more upsetting are the emotional manifestations of this disastrous situation:
anxiety, apprehension, and loss of sleep. Every day, we in Seaview awaken to the ground literally
shifting beneath our feet.
The residents of the Seaview neighborhood have asked for and deserve an immediate, thorough,
and binding third-party investigation into the source and cause of the extraordinary land movement
that is destroying our homes. Without such a comprehensive plan, we can anticipate years of
finger-pointing and inaction between multiple mu~icipalities and servicing utilities -without J
resolution and financial recompense for the diminution of value of residents' homes, whether they
have been lightly damaged or red-tagged.
The term "remediation" is Latin for, "the process of healing, to treat successfully, to cure."
Seaview's residents deserve an immediate, actionable plan for remediation -both of the land
surrounding our homes as well as the diminished value of our damaged properties.
We request a State of Emergency to be declared by Governor Newsom for the City of Rancho Palos
Verdes. We require State and Federal emergency funding to address the current situation and
prevent the full collapse of the landslide complex. Were this horrible eventuality to happen, it
could result in the red-tagging of dozens, if not hundreds, of homes, as well as potentially severing
the main traffic artery of Palos Verdes Drive South.
Immediate action should include upgrades to the water management infrastructure, including
water lines in the Seaview area, as well as storm drains from the top of Klondike Canyon that will
route runoff into municipal drains and thus minimize water intrusion into fissures.
This is the bare minimum that the cities of Rancho Palos Verdes, Rolling Hills, and the state of
California, should be doing for its residents and constituents. We respectfully ask that action on
these above points to be taken immediately. Thank you.

Hi Ara
I applaud the actions that you are taking. Let us have crossed fingers that by declaring an emergency that
progress can actually begin to significantly impact the slide. And you are able to get millions of dollars moving into
boots on the ground.
I listened to the February 6 meeting closely and was not encouraged by the geologist report. Your reference to the
meeting comments are accurate.
At the February 6 meeting, I think I understood Ramzi asking if he was to return with more environmental details.
simply anticipated that this would be a hot topic of discussion for there has been a very long paperwork blockage
of getting all aspects lined up to just get started on what I hope is a successful plan. Just a shame that the delays
have seemingly made it possible for mother nature to rain and rain more on the terrain and caused area requiring
mitigation to grow significantly. In a similar fashion, the original geologic surface reference points are now
insufficient to reflect scope of the risk.
I don't know details but do recall an earlier significant PVDS surface repair cycle when the road was getting very
bad, very often. There was a radical plan initiated, passed by council, contracts awarded and much of the road
was relocated upslope and inland. This resolved the road condition for years (at that time there were working
dewatering wells and other elements included).
I hope something like that is in planning stages now so funds can be requested. Similar out of the box thinking if I
had to do it would involve thinking East to West: starting at Schooner and continue to the top of the ski slope past
Peppertree excavate at each visible surface fissure down three feet and fill a flexible pavement concept block with
an aggregate topped with layers of asphalt (yes there are a lot of fissures that have to be mitigated), realign the
road so it returns to the alignment created by the prior major project, conduct major fills and road surface
elevation to remove the giant dips, at the West end ski slope begin to excavate just East of Narcissa to remove the
top of the "jump" and level it to the end of Peppertree. How to keep the road open during construction will be a
challenge. Of course this is going to cost millions but you are already spending millions and nothing is

surviving. Maybe some of the construction techniques of fill, drainage, and surface materials being used at the Big
Sur Paul's Slide could be used here?
Herb Stark suggested a construction technique called Marston Mats that would be a step up from the inflexible
asphalt. Roads are built to deal with frost, over swamps, and other inferior terrain. Our problem should be
solvable.
Thanks for your response -I will write to some of the politicians. If you have any specific individuals in mind past
Hahn, Lieu, Schiff, and Newsom let me know. Maybe add their names and address to the Land Movement Update
report to get some more participation.

> * The most recent GPS monitoring survey on January 13, 2024 showed that average land movement velocities
within the Landslide Complex between October 1 o, 2023 to January 13, 2024 accelerated by a factor of three to
four times compared to the previous 12 months (October 2022 -October 2023). In other words, the total
movement between October 2023 to Jan 2024 is approximately the same as (and in some cases more than) the
total movement over the previous entire year.
> * Field mapping and GPS monitoring data shows that a large portion of the Landslide Complex above the
historically mapped historical boundaries of the Abalone Cove Landslide (AGL), Portuguese Bend Landslide (PBL)
and Klondike Canyon Landslide (KCL) is now involved in movement of a magnitude not previously observed or
documented in the Landslide Complex north of the AGL, PBL, and KCL.

> * Total landslide movements in the upper ancient landslide area is significant and greatly exceeds what has

county, state, and federal officials that the road is sitting on wet soil and is likely to go if we cannot implement
immediate measures to stabilize the landslide. Requesting that Public Works repair the road immediatley will not
improve its driveability. In all honesty, it is because of the subsidence that is occuring under the asphalt of the
road. As I decribed it earlier this week to the Governor's office and other state and federal representatives, the
slope of the road is dropping at an angle that will likely cause a vehicle to bottom out eventaully resulting in the
road closure -which is an emergency evacuation route for the south part of the City.

> To truly slow down the land movement, water needs to be removed from the equation, and the ongoing
atmospheric rain events in the forecast is not helping which is why the City Council will be requesting the Governor
declare a state of emergency by invoking his emergency powers and asking the President to declare a federal
distater to bring added resources and funding to the City and the two Geologic Hazard Abatement Districts via
FEMA. Such action will allow the following measures to occur sooner than later:

2. Entire Agreement. This Acknowledgment, including the accompanying Ordering Document,
supplements the terms of the MCA, applicable Addenda, and Ordering Documents entered between the Parties
and forms a part of the Parties' Agreement.
3. Disputes; Governing Law. Sections 12 -Disputes of the MCA is hereby incorporated into this
Acknowledgment mutatis mutandis.
4. Execution and Amendments. This Acknowledgment may be executed in multiple counterparts and will
have the same legal force and effect as if the Parties had executed it as a single document. The Parties may
sign in writing or by electronic signature. An electronic signature, facsimile copy, or computer image of a
signature will be treated, and will have the same effect as an original signature, and will have the same effect,
as an original signed copy of this document. This Acknowledgment may be amended or modified only by a
written instrument signed by authorized representatives of both Parties.
The Parties hereby enter into this Acknowledgment as of the last signature date below.
