AGENDA TITLE:
Consideration and possible action to appoint one member to the Finance Advisory
Committee and appoint a new Chair.
RECOMMENDED COUNCIL ACTION:
(1) By majority vote of the entire City Council, appoint one member to the Finance
Advisory Committee, with a term of office ending June 2026; and,
(2) Appoint a Chair for the current period through June 2025.

BACKGROUND AND DISCUSSION:
FAC Appointment
Recruitment began in December 2024 for one seat on the Finance Advisory Committee
(FAC) due to a special vacancy with an unexpired term ending in June 2026. The vacancy
occurred with member George Lewis’ election to the City Council.
The recruitment for the vacancy was advertised and posted according to City Council
Policy No. 6. At the conclusion of the recruitment period on January 23, 2025, 6 applicants
expressed interest. The City Council, as of this writing, will conduct interviews on
February 4, 2025.
Ballots listing the applicants for the City Council members to cast their votes will be
distributed prior to the commencement of the City Council meeting on February 4. Staff

will tally the votes, and in compliance with the Brown Act, the City Clerk will read each
Councilmember’s ballot into the record at the meeting and declare the member appointed,
by a majority vote of the City Council, to the committee.
Chapter 10, Section 10.2, of the City Council Procedures Manual provides as follows:
“The Council must and will make appointments to citizen City boards,
commissions, and committees pursuant to City Council Policy No. 6.
Applicants may be interviewed by the Council at a public meeting and shall
be appointed by a majority vote of the Council. All appointees serve at the
pleasure of the Council.”
Chair Appointment
With Member Lewis’ transition to the Council, the FAC also lost their Chair as he held this
position. Vice-chair John MacAllister is serving in the capacity of chair. Thus, it is
recommended that the City Council appoint a new Chair at this time to fulfill the position
through June 2025. After reaching out to the current Committee Members to notify them
of the opportunity to express interest in serving as Chair through June 2025, the following
members expressed interest:

1. John MacAllister
Pursuant to Section 2.20.060 of the Rancho Palos Verdes Municipal Code, the City
Council shall appoint a chairperson to each advisory board on an annual basis, in June
for term commencing July 1, per City Council Policy No. 6.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative action s are available for
the City Council’s consideration:
1. Direct Staff to readvertise the recruitment to conduct further interviews at a future
meeting.
2. Do not appoint a Chair at this time and instead appoint a new Chair at a future
meeting.
3. Take other action, as deemed appropriate.
