We would like to make known our support of Agenda #1 at tonight meeting.
We strongly believe that funding additional dewatering wells and continued support of existing wells should be
approved.
By ignoring the recommendations of your geologists would be foolish and short sighted.
Not only are additional residents homes at risk, but the main vehicle artery of the city, Palos Verdes Drive South and
the main sewer lines of Rancho Palos Verdes could be catastrophically damaged.
Please approve this funding. The city has the money and now is the time to act.

Dear City Council Members,
Regarding Agenda Item "Regular Business, 1" for January 21, 2025:
I urge the city council to pursue landslide mitigation efforts with full vigor and priority. The landslide
situation is STILL AN EMERGENCY and should be dealt with as such. Even as a fiscal conservative,
I urge you to stretch city spending into uncomfortable areas and even to its limits to fund the work
necessary to further slow and even stop the land movement. We know that dewatering works. Keep
doing it and most importantly, maintaining it for continuous operation into the foreseeable future. Do
not stop dewatering. Expand and maintain it. These upfront costs will reap rewards in later disaster
expenses for homes, roads and other infrastructure.

We, the undersigned members of the Portuguese Ben cl Community Association property
owners listened to the City Council meeting on December 18th. The Boar-d represents our 261
property owners, we appreciation the Council and City Staff for tho ongoing efforts to manage the
l,1ncl movernent in the Abalone Cove, Portuguese Bend, and Klondike Canyon areas. We are ln
agreement with the Council's passage of Staff recorrimendations to further allocate $1 M to support
t!1e operation of tl1e current deep de-watering wells.
n1e issues outlined in the Staff Report included and noted that
1) U1ere !1as been a cessation of active movement in areas of hig!, well
density/placement;
2) the geologists recommended adcllng additionsl wells along Abalone Cove to try
anc! mitigate ongoing movement in the impacted aress tl1at me still rnoving;
3) the dilemma of the high maintenance costs of r-unning tile wells clue to cle-
energizatlon of the area; and
4) U-1e oxpcnclitures by Hie City to ciate on Urn land movement and the impact upon
the City's reserves and operating budget.
M,,yor Pro Tem Seo presented a compelling mgurnent and rationale for cornpleting the plan for
additional wells in Urn Abalone Cove area, as was laid out by the City Geologist. We agree with
Mayor Pro Tern Seo that given the large investment in mitigation efforts by the City to date, the
undeniable positive impacts of U1e deep wells rJrilled/placed to date, and the need to
demonstrate manageable rnovement control across tt1e mea in orcler to procure re-energization
of the arna (specifically t!1e wells) by SCE, not completing the tin al group of deep wells
jeopardizes all of the successful efforts made to date and ensures tt1e failure to ultimately
control the land movement.
All residents of RPV and surrounding Cities use PVDS, by the deep de-watering well project
continuing you are protecting Ule LA County Sanitation pipe, along with PVDS which 15,0000
vehicles use daily. All of which you are well aware of.
As was discussed at Hie Council rneeting, there is 13 need to fully understancl what City
funds/resources are already dedicated and obligated, and w!Hlt City funds/resources are
available to be brought to bear on the deep de-watering well project continuation. As such, we
are writing to volce our strong support of thE: Mayor Pro Te m's proposal. Additionally, we
request that the Council does not focus solely on and make decisions wit!, respect to the use of
"City" funds alone for this effort. We ask that tl1e Council instruct Staff to reach out to the
County for financial help to complete this major last step in tl1at the movernent affects LA
County sanitation/sewer lines in the area, as well as Palos Verdes Drive South ("PVDS"). As
such, we have cc'd Supervisor Hat,n on this letter.
Finally, we ask that a sustainable source of funding be considered and ultimately established to
continue water removal and mitigotion efforts into tt1e future. One source could include
cre;:1ting a toll boncl measure for PVDS that would support completion of land stabilization
efforts, and continued funding for the ongoing rnainternrnce of PVDS and tr1e wells needed to
maintnin the road. We rccommencl that suet, an effort be vigorously pursued.

Honorable Mayor and City Council Members,
The deep water wells must be installed immediately due to the rapid deterioration of PVDS placing the
sewer lines in jeopardy. There are thousands of homes and hundreds of businesses whose waste
disposal depends on these sewer lines. Are Terranea's and the Rancho Palos Verdes City Hall's septic
systems using the PVDS sewer lines?
The "ski jump" at the border of Portuguese Bend Slide and Abalone Cove Slide has never been so steep.
Years ago, a new father was speeding on PVDS, his car became airborne on the ski jump and his neck
was broken on the pipe.
Please do everything you can to save the ski jump and the sewer lines. Don't be the cause of over 16,000
homes and businesses from being yellow or red tagged all the way into PVE.

I was planning to attend the meeting tonight but my plans got side tracked and I am sending this email
instead. I hope at least one of you will receive it.
I am in favor of continuing with the deep dewatering wells. Any removal of water at the toe of the Abalone
Cover slide is an important mitigation.
I do have two comments.
1) I do not know why the City continues to ignore the entire Altamira Cyn. runoff that dumps into the
bare soil below PVDS. It needs eiher a continuation of the exisitng CMP or lining to the seashore. The
Panel of Experts and City Geologist have recommended lining this part of the canyon since the early
1980s. It doesn't make sense to pump out water that could have been prevented in the first place. An
ounce of prevention is worth a pount of cure.
2) Pleaee ask the geoligists if they know if any of the water that the deep wells are pumping is sea water
as the wells are below sea level. Probably a simple sample test would tell them.
Thank you for all you do for the community. I know how much time and effort it takes to resolve
community issues.

Terms and Conditions
1. Use of Facility: Upon request and if feasib le, Owner wi ll permit the Red Cross to use and occupy the Facility on
a temporary bas is to conduct emergency, disaster-related activit ies. The Faci lity may be used for the fol lowing
purposes {both parties must initial all that apply):

2 . Facility Mana gement: The Red Cross w ill designate a Red Cross official to manage the activ ities at the Facility
("Red Cross Manager''). The Owner will designate a Facility Coordinator to coordinate with the Red Cross
Manager regarding the use of the Facil ity by the Red Cross.
3. Condition of Faci lity : The Fac il ity Coordinator and Red Cross Manager (or designee) wi ll jointly conduct a survey
of the Facility before it is turned over to the Red Cross . T hey wi ll use the first page of the Red Cross 's
Facility/Shelter Opening/Closing Form to record any existing damage or conditions. The Facility Coordinator
will identify and secure all equipment in the Facility that the Red Cross shou ld not use . The Red Cross wil l
exercise reasonab le care while us ing the Facility and will not modify the Facility without the Owner's express
written approval.
4 . Food Services ( This paragraph applies only when the Facility is used as a shelter or service center.): Upon
request by the Red Cross, and if such resources are ava ilable, the Owner will make the food service resources
of the Facility, including food, supplies, equipment and food service workers, ava ilable to feed the shelter
occupants. The Fac ility Coordinator will designate a Food Service Manager to coordinate meals at the direction
of and in cooperation with the Red Cross Manager. The Food Service Manager will estab lish a feeding schedule
and supervise meal planning and preparation. The Food Service Manager and Red Cross Manager will jointly
conduct a pre -occupancy inventory of the food and food service supplies before the Fac il ity is turned over to the
Red Cross. When the Red Cross vacates the Facility , the Red Cross Manager and Facility Coord inator or Food
Serv ice Manager wi ll conduct a post-occupancy inventory of the food and supplies used during the Red Cross 's
act ivities at the Facility.
5 . Custodial Services (This paragraph applies only when the Facility is used as a shel ter or service center.): Upon
request of the Red Cross and if such resources are avai lable , the Owner will make its custod ial resources,
including suppl ies and workers, availab le to prov ide cleaning and sanitation services at the Faci lity. The Facility
Coordinator will designate a Facility Custodian to coordinate these services at the direction of and in cooperation
with the Red Cross Manager.
6. Security/Safety: In coordination w ith the Facility Coord inator , the Red Cross Manager, as he or she deems
necessary and appropriate, will coordinate with law enforcement regarding any security and safety issues at the
Facility.
7 . Si qna qe and Publicity : The Red Cross may post signs identifying the Facility as a site of Red Cross operat ions
in locations approved by the Faci li ty Coordinator. The Red Cross will remove such signs when the Red Cross
concludes its activit ies at the Facil ity. The Owner will not issue press releases or other public ity concerning the
Red Cross's activities at the Facility without the written consent of the Red Cross Manager. The Owner will refer
all media questions about the Red Cross activities to the Red Cross Manager .

8. Closin g the Facility : The Red Cross will notify the Owner or Facility Coordinator of the date when the Red Cross
will vacate the Facility. Before the Red Cross vacates the Fac il ity, the Red Cross Manager and Facility
Coordinator will jointly conduct a post-occupancy inspection, using the second page of the Shelter/Facility
Opening/Closing Form, to record any damage or conditions .
9 . Fee (The Red Cross does not pay fees to use facilities as shelters.): Both parties must initial one of the two
statements below:

from the operations of the Red Cross . Reimbursement for facility damage will be based on
replacement at actual cash value . The Red Cross, in consultation with the Owner, will select from
bids from at least three reputable contractors . The Red Cross is not responsible for storm damage
or other damage caused by the disaster.
b. Reasonable costs associated with custodial and food service personnel and supplies which would
not have been incurred but for the Red Cross's use of the Facility . The Red Cross will reimburse at
per -hour, straight-time rate for wages actually incurred but will not reimburse for (i) overtime or (ii)
costs of salaried staff.
c. Reasonable , actual, out-of-pocket costs for the utilities indicated below, to the extent that such costs
would not have been incurred but for the Red Cross's use of the Facility. (Both parties must initial all
utilities that may be reimbursed by the Red Cross):

d. The Owner will submit any request for reimbursement to the Red Cross within 60 days after the
occupancy of the Red Cross ends. Any request for reimbursement must be accompanied by

e. If the disaster is a Federally declared disaster and Owner is a municipal, county, parish, or state
government entity, then the Owner will work with appropriate emergency management agencies to
seek cost reimbursement through the Federal Emergency Management Agency's program for
administering Public Assistance Category B under the Robert T . Stafford Act. The Red Cross is not
obligated to reimburse the Owner for costs covered by Public Assistance Category B.

11 . Insurance : The Red Cross shall carry insurance coverage in the amounts of at least $1,000,000 per occurrence
for Commercial General Liability and Automobile Liability . The Red Cross shall also carry Workers ' Compensation
coverage with statutory limits for the jurisdiction within which the facility is located and $1,000 ,000 in Employers '
Liability .
12. Indemnification : The Red Cross shall defend, hold harmless, and indemnify Owner against any legal liability,
including reasonable attorney fees, in respect to claims for bodily injury, death, and property damage arising from
the negligence of the Red Cross during the use of the Facility .
13. Term: The term of this agreement begins on the date of the last signature below and ends 30 days after written
notice by either party .

This Pet Addendum to Facility Use Agreement ("Addendum") is hereby annexed to and made a part of the Facility

Red Cross PET ADDENDUM TO FACILITY USE AGREEMENT
Terms and Conditions
Owner hereby grants permission to the Red Cross to permit its clients while occupying a portion of the Premises
("Client") to keep only those pet(s) described below upon the terms and conditions in this Addendum.
All pets are subject to the following general policies:
1. Clients' household pets, including assistance/therapy animals (each as defined by applicable law) are permitted to
be kept on and in the area of the Facility designated on Exhibit A of this Addendum ("Pet Area "), or other areas
(designated by Owner) in the building.
2. Clients' service and/or guide animals (as defined by applicable law) are permitted to be kept in the same area of
the Facility as the Client.
3. At all times when a client's pet is outside the Pet Area, the pet must be secured by either a leash, or in a carrier or
other container and restrained in such a way so as not to cause any damage to people or the Facility. Except for
service and/or guide animals, no pet is permitted in any part of the Facility, other than the Pet Area, or other areas
designated and approved by Owner.
4 . Owner's personnel shall avoid .physical contact with any pet and shall enter the Pet Area only accompanied by the
Red Cross Representative (identified in the Agreement) or Animal Welfare Organization (AWO) providing care and/or
support of the pet.
5. Red Cross agrees that it, acting through the AWO, shall be responsible for sheltering, feeding, maintaining, and
overseeing the welfare of the pets in compliance with all applicable laws and regulations, including but not limited to
all state law and local ordinances regarding pet ownership and liability .
6. The Parties may execute and deliver this Addendum in counterparts.
7. Except as otherwise set forth in this Addendum, the terms of the Agreement remain in effect.
8. The term of this Addendum shall be coterminous with the term of the Agreement. The Parties have executed and
delivered this Addendum as of the Effective Date.

(Would like to add to the list of "casualties" resulting from the landslide listed in my original message
below: Closure of the City owned Palos Verdes Nature Preserve. This beautiful open space and trails
enjoyed by so many is now mostly closed to the public and has become a dangerous Hazard Zone with
no end in sight.
With all the millions spent over the years by the City and others to acquire this land, how can our City
watch as it continues to get cracked, fissured and destroyed?
Please do what your own geologist has recommended and informed would likely slow or possibly stop
the slide and vote to fund additional test drilling and DDWs!)

Our home in Portuguese Bend is not damaged from the landslide, but our lives were
turned upside down when both gas and electricity were suddenly turned off some 4-5
months ago. Since then, much progress has been made, lessons learned, and
exceptional results achieved with the drilling and installation of deep dewatering wells in
parts of the slide. However, the City stopped short of completing the job and spent
majority of the funding on the east side of the slide with insufficient funds for the west
side (Abalone Cove landslide). Therefore, ACLAD, PBCA, and volunteers have been

left struggling with pumping water from the ground inside our community without the
benefit of power(!!) or any City deep dewatering wells. As a result, rather than seeing a
significant improvement (as in Seaview and Portuguese Bend Club), we have been
informed that our area is still sliding undeterred and reached a "steady state" of several
inches per week(!!). This is devastating, and a continuation is certain to guarantee that
SCE will never return power to our community (unlike recently accomplished in Seaview
and Portuguese Bend Club).
We hope that every City Council member will seriously take into consideration the long
lasting, grave impact that withholding funding will continue to have for the City (including
residents, sewer lines, roads, commuters, homes, utility costs, lifelong savings), and
vote for funding to install adequate deep dewatering wells in the Abalone Cove landslide
complex as soon as possible.
