AGENDA TITLE:
Consideration and possible action to approve compensation changes for part -time
employees due to the State of California mandatory minimum wage increase for the 2025
calendar year effective January 1, 2025.
RECOMMENDED COUNCIL ACTION:
1. Adopt Resolution No. 2025-__, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES, AMENDING, RESTATING, AND
SUPERSEDING RESOLUTION NO. 2022-67 THAT SETS THE SALARY AND
HOURLY COMPENSATION SCHEDULE FOR ALL CITY EMPLOYEES TO
REFLECT THE NEW MINIMUM $16.50 SALARY RANGES FOR PART-TIME
EMPLOYEES BASED ON A STATE OF CALIFORNIA MINIMUM WAGE
INCREASE EFFECTIVE JANUARY 1, 2025
FISCAL IMPACT: If the City Council adopts the attached Resolution as proposed, the
minimum wage will increase from $16.00 to $16.50 back dated to begin January 1, 2025.
The fiscal impact will vary depending on the number of hours worked. The increase is
included in the adopted budget for FY 2024 -25. VR

BACKGROUND:
In 2016, Senate Bill No. 3 was approved and detailed an increase of the state’s minimum
wage over future years for all employers with 26 or more employees, as shown below:

The Senate Bill No. 3 requires that after January 1, 2023, the minimum wage will be
increased annually for inflation based on the national Consumer Price Index (CPI) for
urban wage earners and clerical workers (CPI-W). However, the minimum wage cannot
be lowered, even if there is a negative CPI. By August 1 of each year, the State Director
of Finance will calculate an adjusted minimum wage effective the following January 1.
The minimum wage for 2024 was $16.00 per hour.
DISCUSSION:
Effective January 1, 2025, the California minimum wage increased to $16.50 per hour.
To ensure the City is compliant with State law, Staff recommends adjusting the bottom
step of the range to a minimum of $16.50 per hour of those classifications impacted by
the new state-mandated minimum wage by adopting the attached resolution (Attachment
A) thereby replacing Resolution 2022-67 (Attachment B).
The only affected classification is Intern, which currently has three incumbents in this
classification.
ADDITIONAL INFORMATION:
In accordance with CalPERS and California Code of Regulations § 570.5, the revised City
Salary and Hourly Schedule for all City employees will be updated and publicly available
on the City’s website.
The City’s two labor units, RPVEA and AFSCME, have been notified of this change.
CONCLUSION:
Staff recommends the City Council adopt the attached Resolution, thereby adopting a
new master salary schedule effective January 1, 2025 that will apply a $16.50 minimum
wage adjustment for the Intern classification.
ALTERNATIVES:
In addition to the Staff recommendation, the following alternative actions are available for
the City Council’s consideration:

1. Direct Staff to make specific compensation changes to part-time positions in
compliance with the minimum wage state laws.
2. Take other action as deemed appropriate.

EFFECTIVE JANUARY 1, 2025
WHEREAS, the City Council adopted Resolution 2022-67 on December 6, 2022,
that set the Salary and Hourly Compensation Schedule for all City employees (full and
part-time), and
WHEREAS, the City Council now desires to amend the City’s Salary Schedule to
reflect the new salary ranges for part-time classifications based on a California state
mandated minimum wage increase effective January 1, 2025; and
WHEREAS, Section 36506 of the California Government Code requires that the
City Council fix compensation of all appointive officers and employees by resolution or
ordinance; and
WHEREAS, Rule V of the Personnel Rules of the City provides that in order to
amend the City’s Salary Schedule changes must be made via Resolution; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS:
Section 1: The salary and hourly ranges for City job classifications as set forth in
Exhibit “A” which are attached hereto and incorporated herein by this reference, are
adopted and are effective as of January 1, 2025.
Section 2: Resolution No. 2022-67 is hereby amended, restated, and superseded
and replaced by this resolution to reflect new salary ranges for certain part-time
classifications based on a state mandated $16.50 per hour minimum wage effective
January 1, 2025.
Section 3: This Resolution shall be adopted on January 21, 2025. The City Clerk
shall certify the adoption of this Resolution.

WHEREAS, the City Council adopted Resolution 2022- 44 on June 21, 2022, that
set the Salary and Hourly Compensation Schedule for all City employees (full and part-
time), except the City Manager, effective July 2, 2022; and
WHEREAS, the City Council now desires to amend the City's Salary Schedule to
reflect the new salary ranges for part-time classifications based on a state mandated
minimum wage increase effective January 1, 2023; and
WHEREAS, Section 36506 of the California Government Code requires that the
City Council fix compensation of all appointive officers and employees by resolution or
ordinance; and
WHEREAS, Rule V of the Personnel Rules of the City provides that in order to
amend the City's Salary Schedule that changes must be made via Resolution; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS
