Dear Rancho Palos Verdes City Council:
For the City Council meeting today, I am writing regarding Agenda Item No. 1, “Consideration
and possible action to receive an update report and to extend the local emergency declaration
for the greater Portuguese Bend Landslide Complex.”
On October 3, 2023, the Rancho Palos Verdes City Council passed a resolution declaring a
local state of emergency in the Portuguese Bend Landslide Complex. In doing so, council
members directed the City Manager to develop an action plan for addressing the local
emergency. We appreciate many of the actions the City Manager has taken to make progress
on this important issue. After reviewing the updated action plan included in today’s agenda
report, I find that additional activities should be added and tracked as part of the action plan.
Specifically,
1. The RPV City Council should request and review Rolling Hill’s storm water drainage
plan. RPV should review the plan to assess whether all storm water is safely diverted
from existing landslide areas in RPV and work with the City of Rolling Hills to correct
areas where water needs to be diverted.
2. Current work by RPV’s geologist does not appear to include an assessment by
hydrogeologists. Given that water is a significant contributor to the land movement,
having a hydrological study of the area should be immediately added and tracked as part
of the action plan.
3. The home at 4361 Exultant is currently under foreclosure proceedings. There is at least
one formal complaint on record regarding the property being a nuisance and requiring
remediated. RPV immediately notify the bank of the conditions at the property and
require it be remediated. In addition, RPV should pursue acquiring the property to
ensure it is not redeveloped in a manner that is disadvantageous to the community.

l. Naming the complex "Portuguese Bend" is not correct. Please consider deleting the words "Portuguese Bend" as
Seaview and the PB Beach Club are not in Portuguese Bend. Abalone Cove slide (1973) and the properties in ACLAD are
not in the Portuguese Bend Slide which has been moving non stop since 1956.
2. Did the following aid in the reactivation of the Abalone Cove Slide:
-Water main break on July 17, 2021, which opened a fissure in the East fork of Altamira Canyon allowing the Indian Well
Spring water to enter the newly opened fissure 1000' above Vanderlip Drive? Why not allow Cal Water to seal the
fissure caused by water directly entering the landslide from the fire hydrant? Easy fix and no cost to the City.
-Lack of maintenance of 4 dewatering wells below PVDS and other ACLAD wells?
3. Did the following aid in the reactivation of the Klondike Canyon Slide:
-Oil Grant money was used to move earth at and around Lake Ishibashi several years ago. After contouring of PB slide,
one could immediately see buckling on PVDS at the border of Klondike & PB slides. It appeared that PB slide turned east
a slight degree pushing into the Klondike slide.
-Was the Klondike Canyon dewatering pipe allowed to disconnect without maintenance prior to the new land
movement?
4. If a fire destroys a home, will the owner be able to pull a permit to rebuild?
If not allowed to replace, will financing a home loan not be allowed by banks? This is a taking of property.
5. Can one get a permit for a new roof, water heater, windows, installation, siding, decking, driveway, etc?
6. How does a home owner, not in an HOA, promptly receive information that the City sends to HOA's regarding the
slide?

We ask you to please extend the Emergency Declaration for the areas being impacted by landslide activity.
We have lived in Portuguese Bend for almost 26 years and have been actively involved in various issues surrounding
landslide mitigation/stability. As you are well aware, the situation has become urgent. Please keep this before you as
THE most important concern of our city. Please extend the emergency declaration until all the steps that must be taken
have been completed and until the land movement is no longer an imminent threat to homes and roads.

Please question you staff and consider this topic for Landslide control -Since PILLARS have worked before per the CITY
REPORT I found on your website. This option should not be ignored if it has any merit.
BENTONITE AMENDMENT Has this been long studied but I cannot find anything on your website. Please if you have not
considered amending the Bentonite clay into a more secure layer by changing its properties with other minerals or
amendments. Bentonite is used under homes to make secure foundations and Bentonite is used under landfills to
prevent contamination, it is used as pond liners to stop Leaks, but this Bentonite is different because it is amended.
wonder if anyone has ever considered a study on injecting another property such as potassium or? into the Bentonite
and see if it becomes less quick. Injection is not new science, as big oil.
